No mnnsy shall be ex pended or paid out for any purpose whatsoever for and on nccount of the water system of the City nf Titles except upon Hemlxed statements pre sented to and approved by tho "WATKIl COMMISSION" nt a regu lar meeting thereof, and the same approved by the chairman and attested bv the Secretary nf the "WATKIl COMMISSION," and.
