that such decision was reached, not

dimply because tho board could not
make their families suffer through

We do not want to cause suffer

public money, yet there are some
people who are in sympathy with
them, and further, these men are

after It had heard Voorhles, grant

Informal conference yesterday
ir'rning led tho board to rescind
Its order for cutting off servlco for
the prefcanK and at tho special
meeting called Jast night, formal
decision was made to this effect.
Voorhles charged in his talk, that
in schools whoro tho six Janitors aro

In the bulldlnss whore he has con

The whole trouble dates back to

NEW TOBACCO IN SPAIN
Frequently People llatu to St nnd in
Linn to Pnieiiro It.
In Spain the demand for smoking
tobacco, cigarettes and cigars of
local manufacturo frequently nxceeds
the supply. For a period of weeks
aUa time, according to Vice Consul
A. W, Johnson nt Barcelona, tho
vending depots, known n "estan-
cos," are without one or tho other of
theso commodities, nnd at other
times but one of theso articles may
be procured. Tho result Is that it Is
a common practice for queues to
form outside theso establishments
when distribution is about to ha
made. At times, these linos extend
two blocks In longth. Vory often,
tho stocks arc exhausted long before
tho last would-be purchaser'!) turn
arrives. This Is notwithstanding the
fact that the number of cigarettes
or the quantity of tobacco sold to
each purchaser is strictly limited.
This scarcity of manufactured to
bacco Is declared to bo mainly duo
to tho failure of tho factories of the
monopoly to meet tho demand rather
than to the lack of stocks of raw
material. Tho strongest dorqand is
for the rolled cigarettes, put up in
packages of 25 each, retailing for CO
centimes or about nine cents. Tho
pro-war price of these packages was
GO centimes.
. A study of tho tabloa of Imports of
tobacco Into Spain over tho last
threo yoars shows a big gain In tho
amount of cigars and cigarettes im
ported, hut a big drop in leaf tobac
co. For example, in 1319 there wcro
276,434 pounds of cigars rocolved in
tho country, tho largest amount
coming from; Cuba. In 1321 this had
increased to1 468,047, with Cuba Mill
tho largest lnglo source. In 1920
thero was even more imported, the
figuro then bolng 009.09- pounds.
The gain in tho importation of
cigarettes was tremendous. Jumping
from 19,281 pounds In 1919 to 6.064.
009 pounds In 1920 nnd 5,097,861
nounds in 1921. On tho other hand.
imports of leaf tobacco receded from
70,422,464 pounds in 1919 to only
42,765.867 last year. The main
sources of tho leaf were tho Philip
pine Islands and the United States.
It Is pointed out that sales of for
eign tobiitvo In any form may, of
course, be affected only through tho
Companla Arrendataria do Tabacos.
Hy virtue of the monoploy held by
this company, even persons import
ing tobneco for their own ufco must
pay a heavy tribute to tho company.
