Clair and Jefferson street, and the finest business block in the city was totally destroyed by tire this morning. The lire was discov ered shortly after three this morning and is supposed to have originated in a music hall, room in the building used for pub lic entertaunents. The building was oc cupied on the first floor by numerous job bing houses and on the upper floor by law and insurance oflices, the offices of the Wabash and Ohio Central railroad companies, art galleries, etc. The block was erected in 1874 by the estate of the lale James C. Hall, at a cost of nearly a quarter of a million dollars, aiui was sub sequently transferred to the Connecticut Mutual Life insurance Co., of Hartford by whom it was owned when (les: royud. Taj'lor Rogers, wholesale boot, slion and rubber house, had a stock worth #31(0,000 upon which the loss will be over $200,000, insured for $280,000. L. S. ikmmgartner wholesale fane}' notion house, slock 000, saved probably $10,000, insured for $52,000. Wood & Acklin, wholesale gro cers, loss entire, stock valued at between $40,000 and $50,000, insured for $30,000. The Ohio Central's general offices and the WaOash's local oflices entirely destroy ed, loss estimated at $15,000 Willi $8,000 insurance. Loss of attorneys, architect, and other occupants foot up $2,000 and one half insured. The building, costing $225,000, by foreclosure of mortgage in 1874, became the property of the Conn. Mutual Ltfe Insurance Company, upon whom the loss falls. It was insured for $110,000. The total loss is $650,000, and the total insurance about $5000,000, divid ed among ail the prominent companies having agencies in the city, the policies ranging from $20,000 down. WASIIINTOX, Dec. 15—A bill [H'cHcnled in Congress to-day by joint select commit tee on decline of American shipping con tains these sections: That no vessel en gaged in commerce with the Dominion of Canada shall be subject to tonnage or duty, nor shall consular certificates lie le quired from same that the individual share of ship owner shall be limited to the proportion any or all debts and lia bilities his individual share of the vessel bears to the whole that when any vessel whether steam or sail shall be constructed or equipped in the United States for foreign trade, in cluding trade between the Atlantic ar.d Pacific ports, in whole or in part ot ma terial of production of the United States. Owner or owners of such vessel to be en titled to receive and collect from United States a drawback on sum equal in amount to duty which would have been collected upon imported materials used in construction equipments, engines, boilers and other appurtenances of such steam or sail vessel provided, that in ascertaining such drawback duty on such iron or steel material shall be computed on iron and steel advanced in manufacture not beyond point of plates, angles, bars and rods and provide further, that this section shall apply only to vessels commenced after the passing of this act. McLean be sworn in as membee of the old second now ninth district- Mrr.WAriCKE, Dec. 15—.Mrs. Whitehead wife of the superintendent if the Humane society, makes, an interesting statement in connect on with the supposed Maggie HenecUe developements reported ftom Nebraske. She stalls that about three months ajto her husband was informed that two bachelors had Willi them in Minnesota a little girl of .Maggie Henee ke's age, the daughter of a working wo man residing in tins city, and the infor mation was accompanied Willi a request that Mr. Whitehead should take steps to secure the restoration of the child to her mother. Accordingly Mr. Whitehead wrote to the men asking them to send the child back to Milwaukee. No attention was paid to this letter, and it was after terward learned, incidentally, that the men had goue to Ncbraske taking the girl with them. .Now the question sug gests itself whether the case Brown pro fessed ti be working up at Lincoln, Xe liraska, does nut concern the child of the Milwaukee working woman, rather than Maggie ITcneeke, who, tip to the time Brown was heard from, no one for a moraort supposed had lieen abducted. This latest phase in the Nebraska busi ness seems worthy of more than ordinary consideration. LATEi:—H. D. Whitehead, of the Hu mane society, who went to Nebraska to look after Maggie Ilennecke, telegraphed to the father of the missing girl to-day that nothing could be learned in (Tast ings and that Brown, who claims to have found the three abductor?, had gone to Iowa. Whitehead left Hastings for home to-day in company with a detective. They will stop at Shenandoah, la., to look up Brown. The receipt of the dispatch was at first oenied by Ilennecke, who shortiy afterwards left Liu: city, giving instruc tions to keep his departure a secret. NEW YOI K, Dec. 15.—-lay Gould ap peared before the committee on grain cor ners this morning, llei-atd he was familiar with operations in stocks but not with grain. He was familiar with making cor ners in stocks and also in dealing in tn tures in stocks. The effect of making corners is to make an uneven transporta tion. Corners are made every little while but I can't remember the last one. The system of making corners does not injure transportation in necessities as it m::es large markets on the whole. 1 think i: helps, it gives producers better prir-es and tliey who make corners lose. The con sumer may pay more although speculators suffer. T*he effects of dealing in futures of stock upon the general welfare is in significant. I think sp-'3cul.i.t on lends to do good as it brings money to this coun try. The freer your markets are the more freedom vou give to capital, I would he very oareful what restrictions 1 put cither on stock or gram for the reasons men tioned. CHICAGO, Dec. 15.—Cable, of the Hock Island railroad is authority for the fol lowing: The dispatch from New York 4 the lolh stating thai in settlement of the North Western railway war per centages had been agreed upon on the baais of the Hock Island Albert Lea route accepting 25 per cent, of Minneapolis, and 14 per cent, of St. Paul business. This is incorrect.
