His lecture emphasized the need of planning ahead, in the city plan, the health and the education of the inhabitants. Lantern slides were used to empha size each point made by the speaker. Library Increased—Henry Schul theis has presented the boys' depart ment of the local Young Men's Chris tian association with 25 books which will be added to the library. About 12 boys from this city have signified their intention of join ing the camp while 20 from Fargo will make the trip and about 12 from Jamestown. Thirty Take Lesson#—Over 30 boys have already joined the swimming classes recently organised by the boys' department of the Y. M. C. A. and it is expected that the number will be increased to 50 within the next week. The boys are divided into two groups, one group having the use of the tank on Monday and Wednesday and the other on Tuesday and Friday. No Date Set—No date has been set for'the annual Ford picnic which was postponed this week because of incle ment weather, according to an an nouncement made today by the Moore Auto company, who is in charge of the arrangements. Further plans will be made for the event, and special at tractions will be obtained in order to make the event more attractive than had been previously planned. Goea to Garrison Bank—W. A. Priess, who has been auditor of coun ty banks for the Northwestern Trust company of this city, is going to Gar rison, X,. Talcott is Back—Porter Talcott, graduate of the university, class of 1916, returned to this city yesterday after spending a few days with his parents at Bismarck- Mr. Talcott re ports that Fort Lincoln is the scene of much Activity these days. He says that the local company is showing up -.veil in drill work, outclassing most of the other companies of the regi ment. Bar Admittance Monday—The suc cessful candidates in the recent bar examinations will be admitted to the bar of the state next Monday at 1Q o'clock a. m., in the court house, when Chief Justice Fisk of the supreme court will be present to administer the oaths. The 31 candidates who completed the examinations yesterday noon will not know until Monday morning whether or not they were successful in the teats. Palos Improving—John Falos, a prominent farmer residing near Ar doch, who had his leg broken in an automobile accident near the Farm ers' elevator in East Grand Forks last Sunday evening, is improving rapid ly, according to a report made today, and will be removed from St. Mi chael's hospital where he has been confined to the home of his brother on North Fifth street, where he will remain until sufficiently recovered to leave for his home. July 5, by the ladies of the St. Paul's Guild has been postponed until Wednesday afternoon, July 12. Dies at Spokan»—Frienda in this city have just had word to the effect that Mrs. J. A. Clow of Spokane, Wash., died at her home of Bright's disease. Mrs. Clow was well known in this city, her husband being formerly employed in the Turner sash and door factory. Mrs. Morris Girard is Back—Mrs. Morris Girard, who became the bride of the well known jeweler of this city, who is now a member of Com pany, M, North Dakota Guard, this week, is back to this city from Bis marck, where the wedding occurred. Kent, west half of south west quarter of section 32, Union township for a private consideration. MANY" LICENSES ARE BEING ISSUED Owners of Grand Forks Dogs are Rushing to Obtain Licenses for Animals. Ninety-eighth licenses have been is sude to owners of canines in this city in a grand rush to police headquar ters before the slaughter threatened by Officer Treacy should commence today. The department is determined to have every live dog In town tagged. Since there are about 700 animals in the city it Is plain that many more tags must be obtained. Officer Treacy does not propose to delay this mat ter and will commence at once to kill unlicensed animals. WOMAN AND BABY INJURED IN STORM Farwell, Minn., July 1.—Several houses and 14 barns, all on farms ad jacent to this village, were wrecked by a small tornado this week. Mrs. Ole Larson and her baby were buried in a pile of boards. The baby's arm was broken and the woman was slightly injured. Many horses and cows were killed. Hall four Inches in circumference fell and in the neigh borhood of Pocket lake the trees were stripped of leaves and Held cropa were pounded into the ground. I C. HART CO. RUSSIAN ID TOBEOAMPED Duma Would Make Perma nent Law Against Al coholic Liquors. Petrograd, July 1.—The Duma passed the bill permanently prohibit ing the sale of drink containing more than one and one-half per cent of al cohol. The measure must be passed by the upper house and signed by the emperor before becoming a law. According to the terms of the bill, strong drink means liquor containing more than 1 1-2 per cent alco hoi and therefore includes light wines and beer. Amendments proposing a change in the definition of "strong drink" to liquor containing more more than 1 1-2 per cent alcohol hoi were summarily rejected by the duma and the bill was passed in its exact form as drawn up by the com mittee. Passage of the bill by the upper house and its approval by the em peror will mean that all Russia will become a strict prohibition country. COTTON CROP FOR YEAR IS NORMAL Washington, D. C., July 1.—This year's cotton crop forecast today is 14,266,000 bales, by the Department of Agriculture. It is estimated that there are planted 36,994,000 acres. HERO OF THE HOUR Capt. Lewis S. Morey. Capt. Lewis 8. Morey of the Tenth cavalry, which was ambushed by Mexicans at Carrlzal. is the hero of the hour. Wounded and near death, Captain Morey ordered the troopers who escaped with him from the en gagement to seek safety and let him die alone on the desert. He was later picked up by the Eleventh cavalry. FAST CRUISERS ENTERED IN RACE New York, July 1.—A number of the fastest express cruisers ever built are entered for the 270-mlle race from this city, to Albany and return which was started at 8 o'clock this morning in the Hudson river opposite the New York Motor Boat club's headquarters. The members of the East Grand Forks Military band have arranged for a program of music and sports for July 4th, to be given in the East Side park in the afternoon and evening of that day. July 1.—'"Had trouble threatened with a powerful, aggres sive nation. Instead of Mexico, the last few days would have shown the Inherent weakness of the national guard system even more strikingly than has been the case," Chairman George Chamberlain of the senate military committee said today. He had before him reports of guardsmen leaving for the front short of horses, mules, supplies, even rifles, of state forces where 80 per cent of men never had fired an army rifle of large proportion of national guard companies being disqualified by United States army physical examina tions. "Let m« make clear first," he said, "that this Is not an attack on the guards. The guardsmen, faulty as the system has shown itself, are bet ter prepared than any of the rest of us. Indeed, they are the only men who have imposed any sacrifice on themselves. The newspapers of Mexico are said to entertain the opinion that practi cally the United States is already whipped.
