Hollenbeck, who leaves in a few days for Cen tral America on a business trip of three or four montlis duration, was the recipcnt of a farewell surprise party, at Ills handsome residenco on tho Fast side of the river, night before last. The surprisers, com prising some forty of the elite of the city, assembled at the residence of Mr. VV. 11. The solemn requiem High Mass for his late Holiness, Pius the Ninth, in tiie Roman Catholic Ca thedral yesterday, was signalized by accessories of n specially im pressive aud solemn character. Tbe following matters relating to Los Angoles were introduced by Senator Smith on Tuesday: By Mr. Smith (hy request)—An Act lo authorize the incorporation of the city of Los Angeles to issue bonds for improving the water sup ply of said city, and to provide for their payment. The Joint Charter Committee met iv the Couuty Court ruom last evening to hear the report of the sub-committee of nine appointed to reviso tho city charter. 11l the absence of JuJge Thomp son, Chairman, tlio meeting was organized by calliug J. S. Slausou to tho chair. A majority of tlio sub-committeo presonted a pamphlet of 95 pages containing the charter as revised hy tho committee. Not having re ceived a copy, wo are uot able to state wherein itditters from the old oharter, The following minority report, signed by Messrs. J. F. Godfrey, J. M. Griffith and P. Beaudry, was then read. We, the undersigned, members of tho f .b-Coramitleo appointed to draft a form of a charter for the consideration of your Committee, beg leave to report that we are un able to agree witli the majority as to tbo advisability of some of the provisions proposed iv tho draft submitted. First. They differ with tho ma jority as to ths advisability of re ducing the number of Council men. Secoud. They daetn the provis ion relating to bonds of city offi cials calculated to throw the city government into the bauds of a comparatively few persons. Third. They believe that it is not advisable to prohibit ttie Coun cil from prohibiting the uecessary assistance which may from time to time be required in the law de partment of the city government. Fourth. We believe that the salary ofthe City Treasurer at $50 per month, witti the right implied to control the money of theoity and obtain all the interest accruing i her*from, is not the best mode of providing for the public funds aud we believe the Treasurer should be seleoted by the people Fifth. We bslieve that tlie Council should not be ex-offlcio a Board of Education and Trustees of tiie Public Library. .Sixth. We are alsosatlsfied that the City Court should be retained and that tlio Mayor should be eleotsd as Mayor and not as Police Judge. .Seventh. We believe that the salary and fees of the Tax Collector should be otherwiso than provided by the proposed charter. Eighth. We believe that the city should be divided iuto six wards, with two Couneilmen from each, to be elected by tbe voters thereof. Ninth. We believe that it would be advisable for the Mayor to ap point from the members of the Council s committee of four to be a Board of Public Works to attend to all the business connected with the public works of the city, their ac tion to be subject to the approval of the Council as at present. Said committee to receive a reasonable sum pur day for their service while employed. Tenth. We believe that the msmbsrs ofthe Council shouldgive no bond und receive no pay other than us above stated. They proceeded as far as section 8 of article 2, when the committee adjourned to meet again this eve ning at the same hour and place. A Fine Address. Editor Herald: Seldom have wo heard a discourse of the same length so pleasing as that of yes terday at the Roman Catholic Ca thedral of this cily. It was neat and rhetorical. The subject was the life and virtues of Pius the Oth, the deceased Supremo Pontiff ofthe Catholic Church. It gave a resume of his life, his elevation to the Episcopate and finally his exaltation to tlio Papacy, his successful administration of the duties of his office, his sorrows and trials, and successes against the spirit of communism, his whole character extending to all the ills of humanity, his patronage of the arts and sciences, aud the graceful allusion to the pastoral benediction of the patriarch Jacob as given to the American Church by the Su premo Pontiff; and, in flue, the ap peal lo tha Virgin patroness of 'the American Church for peace and prosperity, all formed a pleasing -and agreeable resume of the life and labors of Pius the Oth. We regret it was circumscribed within its narrow limits. ,OnSERVI£K. A Lost Mine. Iv 1802 Bally Cavanaugh made an extended prospecting trip iv the Castle Dome, Eagle Tail aud other mountains of Yuma county. He was after gold and paid no at tention to lead or copper; of sil ver lie knew nothing. He got no good gold prospect, but lie found an immense ledge, showing great cropping* of an ore he had never before seen. lie pulverized specimens aud washed them out, but getting no colors of gold he gave no more thought to thu ledge. Some time afterward he was at Piuos Altos, New Mexico, and there saw ore worked for sil ver which was enormously ricli and exactly like the rook of the big ledgo he had found in Yuma county. He came hack intending to locale it, but arrived in wretched health aud having lost his voioe. He kept the saloon now owned by Mr. Hughes and vainly waited to get strong enough to go into tho moun tains.
