Lite Wllrri-nbillll* ur BK'OttMaf CM* ■linu Vance San Francisco, April 19th.— It will bo remembered that some days ago tho overland dispatches stated that a telegram hud been re ceived by the wife of Congressman Vuuce, of Ohio, to tho elfect that he wus at the Lick House, in this city. Tho Lick House managers then stated that he was not there and the matter was dropped as a baseless rumor. It is now, howov er, certain that Vance is either iv this city or suburbs. A prominent merchant of this city has received a letter from Vance's home, Galll polis, Ohio, enclosing Ihe following teleirram, dated San Francisco Bth Inst., and addressed to Mrs. Vance: "Your husband is here, insane, but harmless. Have yon I nut rue . tious?" (Signed) W. H. Lamb. The letter requested the mer chant to inquire into the matter. A reporter of the Bulletin to day learned at the Lick House that Vanco was not ttoppiug there, but that tellers and telegrams were addressed to him at the house, earo of \V. 11. Stewart, of the Trust Compauy, New York, and J. D. Vermilye, of the Merchants' Bank of New York. The question of the practicability of maintaining resumption wus passed upon, these gentlemen de claring that they held inflexibly to the position that resumption can be safely entered upon the first of January, 1879, and that with the present favorable outlook of good crops and balance of trade in favor of this country, resumption can be maintained. The Speaker announced that the first business in order was a motion to reconsider the vote by which the House refused, last Wednesday, to refer the adjournment resolution to the Committee of Ways and Means.
