mittee, made a report OU clauses of
the bill of rights referred to them
yesterday, with regard to section 7.
It provides that the right of trial
by jury shall remain inviolate, hut
in civil aci ions and cases of misde
meanor, where punishment does
not exceed six months Imprison*
mentor ilvu hundred dollars fine,
three-fourths of a jury may render
a verdict Trial by jury maybe
waived by both parties lv open
court in all criminal eases
uot amounting to felony! and in
civil cases also; that in civil cases
and misdemeanors, juries may con
sist of any number less than
twelve, as may be agreed upon hy
all parlies. On section eight, con
cerning Grand Juries, the commit
tee recommend that offenses here
tofore required to bo prosecuted by
indictment shall be ptoseeuted by
law, but the Grand Jury shall be
drawn and summoned at least once

Depere yesterday morning encoun
tered the four-masted barge J. H.
itutler, of Ludington, Waterlogged,

mile from Ludington pier. The
