The report shows that, In tho four
years from January Ist, 1380, to
January Ist, 1864, there were six
teen cases on the docket of the Su
preme Court from Los An
geles county, aud one hundred and
forty from Sacramento. In the
four years from Jaunary 1, 1574, to
January 1, 1878, there were one
hundred and fifty cases from Los
Angeles coun'y to one hundred
and forty-seven from Sacramento.
The discrepancy would be much
greater if tho comparison were
made now. While litigation dur
ing the past eight.-en yeai i has
grown only five per Cent, In Satire,
meuto it has grown almost a thou
sand per cent, lv Los Angeles
county. Sau Bernardino and San
Diego counties show advances al
most as great.
We learn that there is a cool

which appeared in Sunday's Chron

Coast. From this writer we learn
that our present immigration is
from a merely fractional portion of
the Chinese Empire, and that the
whole lump is being leavened with
tbe idea that America is ttu excel
lent place (o migrate to. In China
the laborer, according to his grade,
receives from one to three dollars a
month and fiudsj himself. The
prospect of reaching a country in
which he can make from leu to
twenty dollars a month, aud mote,
and be "found," acts upon his
Imagination as a magnet and will

States with Mongolians if tbe
tendency is not checked.
The complexion of the weather
will determine whether those of
our farmers who have stored bar
ley will maku or lose by the opera
tion. Thus far the barley in our
several warehouses would sell for a
good deal less than six weeks ago.
Should we have eopiotiß rains and a
esrtaiuty of a wet winter the price
of barley would depreciate still
more. It Is a striking circumstance
that the only lime our farmers, as
a general thing, were ever known
to be provident they are likely to
lose money by their thrift.

Sacramento, Dec. nth. — The
Convention tesutmd nt 2 o'olock,
when, after uning Into Committee
ol the Wliole, O'Donnell continued
his speech upon tho dangers at
tendant Iron) the spread of leprosy
hy the presence of tho Chinese In
California.
After O'Donnell had concluded,
Dr. Shuitiitf, of Napa, stated that
it was the opinion of eminent phy
sicians of America and Europe that
the leprosy is neither contagious
nor infectious, but hereditary.
Blackmer, of San Dies", ad
dressed the Convention, taking the
ground that several sections in the
report were in direct conflict with
the powers of the Federal Govern
ment and asserting that the adop
tion of those clauses Is virtually
treason.
O'Sullivan, in a lengthened, im
passioned speech, took the opposite
ground. He demanded that Chi
nese immigration should be Imme
diately prohibited.
Shafter was compelled to admit
that the statements made concern
ing Chinese Immigration were
true, but deprecated violent and
revolutionary talk. He next, ad
dressed himself to the treaty issue
and maintained that there was
nothing In the Rurlingame treaty
in conflict with the Federal Consti
tution. The pictures of Chinatown
had not been overdrawn; but. for
the condition of that sink of dirti
ness, the officials of San Francisco
were responsible. They wero the
scoundrels ami not tho Chinaman,
became, tbpy had undertaken to
perform a duty and hud not per
formed it. At Ihe close of Sbafter's
address the committee rose and the
Convention adjourned.

peal for the assistance nf the Fi
nance Committee, urging Hie
specially limited power of the
Hoard of Education in thp matter
of compelling the attendance ol
witnesses, etc. Mayor Bryant fa
vored the appiieat ion of the Board
of Education. The members of the
Baord of Supervisors in turn gave
their opinions on the subject, the
majority holding that the matter
was not a proper FUI jeet for the
consideration of the Gr.tnd Jury. A
resolution instructing ihe Finance

was lost by a vote of seven to five.

and Sacramento. The thefts have
been committed at different sta
tions between those Iwo points and

value. The plui deling has been
done by an organized gang whose
headquarters were in thiscily and
at Sacramento, the stolen property
being sent down tho river from

alone at $500, having been traced
to him, besides various other arti

nection with the gang Is also sus
pected, as one of the thieves, who
is under arrest for stealing from
the cars at Hsiiuas, is his ion-in
law.

239 applicants and to-day the Dum

ment to Blame's resolution in
structing t lie committee to inquire
if any citizen of any State had been
dismissed or threatened with dis
missal from employment by reason
of his vote or iutetitlon to vole at
Ihe late election, or had been other
wise i, terfered with, and whether,
in 1873, Federal employe* had been
assessed for electiou purposes and
the circumstances attending such
assessment aud its use, and wnether
the law was thereby violated.
Also, to inquire into the conduct of
the United States Election Super
visor, the number of marshals and
others employed to conduct the
election, with the sslary paid them
or promised, and under what law.
Thurtnan said his side would have
waived all argumeut had this
amendment been Incorporat
ed in Ihe original resolution,
hut Blame hail refused to give way
for it. He wished to day to muke
only a few genera! observations.
The Senator from Maine had
fiankly admitted that his purpose
waß to assail the Democracy ot the
South. There were some doubts as to
the propriety of Ibis Investigation.
