At last tiie spectators and jury in
Ihe More murder trial have been
treated to a eight of what is said to
be one of the ver ! table barley sacks
used as disKuises. To-day Irwin
Foulke, a new witness, stated that,
on the day after the murder, he
found a barley sack with holes cut
iv it pushed under a bunch of cactus
about six hundred yards from the
scene of tiie murder. Hegaveitto
the Sheriff and now Identified the
sack produced. Ho had tracked
seven men to the spot where the
sack was bidden. Here four of
the number had mounted horses,
and three went In another
direction on foot. He did not fol
low either set of tracks any dis
tance. More testimony was taken
confirming the statements of pie
ceding witnesses as to the genera]
direction of the traoks. His Honor
has stated that no action will be
taken to-morrow In the contempt
matter, as It will interfere; with
the trial. Tho prosecution will
close to-day, and toedefeulfl expect
lo occupy two days, closing ou

Washington, Dec. 20.—Senate
—Burnside took the flour to explain
the provision of the bill recently
reported from tho Joint Committee
for the reorganization of the army.
He said the officers of the army
were law-abiding men, and, while
they might disagree as to regula
tious and customs, they always
obeyed the law. Nearly all
the troubles between tho staff
and line bad arisen from uncertain
ty as to the regulation of tbe ser
vice, and were for the purpose of
mining them into law; that the
committee had engrafted numerous
tumy regulations in the bill, and
and tried to keep in view both the
efficiency and economy of the ser
vloe. He quoted at length from
the bill, and said it was most likely
tbat tn a few years hence some of
the cavalry regiments might be
changed to Infantry regiments
aqd thus the expense of the ser
vice be diminished. Referring to

manufacture of arms by the Ord
nance Department, he said he
thought it was calculated to stimu
late the invention of arms through
out the country. It had been said
by the enemies of the bill that it
curtailed the powers of the Secre
tary of War. He denied that such
was the case. In no way
did it abrideo the powers
of that officer. The Qeneral-in
Chief had no power to appoint Staff
officers; the bill provided that they
should be appointed by the Presi
dent upon ttie recommendation of
the Commanding General, and he,
(Burnside), knew of no man better
lltted to recommend for appoint
ment than the Commanding Qener
ul of the urmy. In the earliest days
of the Government tile Secretary
of War was not considered a part
of the army. He had always beeu
considered a civil officer. Iti con
clusion Burnside said ho was satis
tied that some system of reform
was necessary and should be made
at this time. Thebill reorganizing
the army wus then laid aside.

consfleld yesterday received a depu
tation from the Pacific Coast which
presented a testimonial from Brit
ish residents of California. In ac
cepting tho testimonial Beacons-
Held said that, ou his return from
Berlin, he was much gratified at
the recognition his efforts received
from tile Colonies, but this testi
monial pleased him in an especial
degree. He referred to the treaty
of Berlin and believed that it would
tend to the pacification of Europe.
In tbat belief it wits made, and
though there might be those desir
ing its failure, that was not the
feeling of the signatory Powers,
who are determined to see the
treaty executed. The ad
dress also referred to the
acquisition of Cyprus. Lord Beu

sons—the surgeon, first officer,
chief engineer and one seaman
escaped from the wreck of the By

from Marseilles to Constantino
ple, was proceeding up the Dardl

continues in Rusia between the
Government and the students. At

Charkolf that lectures at that Uni
versity were temporarily suspended
inconsequence of some opposition
on the part of the students to new
class regulations. The agitation
reached its climax on the 12th in
stant, when the students deputed
some of their colleagues to explain
to the Rector that the disturbances
were due to the uncertainty wheth
er a decisiun had been taken iv re
gard to tbe petition presented to
theCzarowitch.and to the fact that
if such a decision had been
taken they had not been made
aware of its nature. The deputa
tion was further instructed to iv.
fni in th« Rector that the disturban
ces were partly owing tn arrests
made on the night of the 10th inst.

happened to be with the Rector,
