AMENDMENT NO. 8.
BacTloH9. A Statu Board ol Equalisation,
consisting of one member from each Congres
sional District in this State, as tlie mm* existed
In eighteen hundred and seventy nine, shall be
elected by the eleetora uf their respect
ive DiHtricts, at the general .-le. tion to lie held
in the year one thousand eight hundred and
eighty-six, and at each gubernatorial election
thereafter, whose term of office ahall be for four
years; whose duty it shall be to equalise the val
uation of the taxable property in the several
counties of the State for the purpose* of taxation.
The Controller of State ahall be ex-offlalo a Man
lier of the Board. Thu Boards of .supervisor* of
the several counties of the Statu ahall eonatitute
Boards of Equalisation for their respective eoun
t whose duty It shall Ie to equalize the valua
tlon of the taxable property in the oounty for
the purpose of taxation; provided,such State and
County Boards of Equalisation are hereby nu
thonied and empowered, under such rules of ne
ties aa the county Boards may prescribe, as to
the county assessments, and under such rule* of
notice as the State Board may prescribe as to the
action of the St*t* Hoard, to in. r- me or lower
the entire asseMment roll, or any assessment
contained therein, so as to equalise the assess
merit of the property contained in aaid assess
ment roll, and make the assessment conform to
the true value in money of the property con
tamed In said roll, provided, that no Board of
Equalisation shall raise any mortgage, deed of
treat, contract, or other obligation by which a
debt la secured, money, or solvent credits, above
its face value. The present SUte Board of Equal
ization shall ceiitinu in ottice until their succes
sors, aa herein provided for, shall be elected and
shall qualify. The Legislature ahall have power
to re-district the StaU into tour district* aa
nearly equal in population as practical, and to
provide for the ■ leu ions of member* of said Board
Each amendment shall he voted upon sepa
rately from the others, hy ballot, at the
next general election, to be holden on
Tuesday, the fourth day of November, A. D.
1884. The ballots used at such election shall
oonuin the words "For the Amendment No. 1,"
or the words •■Against the Amendment No. 1;"
"For the Amendment No. 2," or the words
"Against the Amendment No. S;" "For the
Amendment No. 3," or the words ' Against th«
