Again, the Trousseau and some other varieiiea will carry SO per cent, sugar, aud under fa vorable conditions it would only take 3 1-3 gallons to make one of brandy. Secondly—Take, for inatance, grapea grown on low, moiat land, or near the cuaat, whore our summeis are perpetually cool. Theae grapes would contain ninch less sagsr than those growo on the sonny slopes of the Sierra Madre, aud a .Infer ence of 50 per oent would be a small dif ference. Thirdly—The time of year when picked. As you know, vintage is begun in September, about the Ist, and aan along into December. When we begin grapes will carry IB per oent. aogar, and it will require 8| gallona of wine made from auch grapea to make a gallon of brandy, and before we finish grapes will carry SO per cent, sugar, thus re. quiring only one-half as much of such wine to make a gallon of brandy. Fourth—Comparing one season with another, there is a great difference in the amount of sugar that the same grape carriea different years, there certainly being a variation in extreme seasons of 50 per cent. Now thit is only the base—the natural product —and when such substances as wash, piqnette, etc., are compared, they, in the ilrst instance, carry the natural differences as given in tbe grapea,whioh, however, diverges still in a greater ratio by the varying quantity of water which may be added, and by tbe varying quan tity of wine which may have been preased or drawn off. Bot let ua refer to a survey; where the different sub stances are given. Grape pomace ia the first in order, with a capaoity that seven gallona shall make one of brandy. The time the pomace has been drawing would have everything to do with it, and it is a capaoity whioh could never be realized, for pomace cannot hold or ab sorb even half of its balk in wine, end it cannot be believed that stems, hulls and seeds oontainnny braudy. lt would certainty take 20 gallons to make one of handy. Next oomee must, with a ca pacity t,f -. gallons to produce one of brandy. Now what is must! It is the unfermtnted juioe of ihe grape with no spirit giving capacity. Thia haa prevailed for a long time. I was in Washington and told the Commiaeioner of Internal Revenue tbat it woald tuin aa if we had lo pay taiea on fortilted aweet wince made, fur France could un dersell ua and ruin our oouutry alto gather, and compel ua to make dry wines. If a tax must be paid let us have a atamp, co tbat honaat eu oan do buaiueaa. We are hoaeat, conscientious aud true, but wa have gone into a I.u-i --neat thinking it waa all right, and vow to change on ua would ruin ourinduatty. The Commissioner aaid to go ahead; there will be no trouble about it; and we went ahead Now, Ihe Democratic administration wants to sweep very clean, and send sharp special agents to detect something. They have in, knowl edge of distilling; care nothing for this oomnunity; they onrjr want to detect something. Men have been treated aa thlevea who have no iv eotion of doiug wrung, and who have borne good repu tatious. The former Collector in San Franciaco —Mr. Hariaon— waa a good man. He aaid to me i "Yon use brandy to fortify aweet wince " I aaid; "Yea, but only to make a sala ble article of wine; not to sell tha bran dy. If you atop it you will get no rev enue, aad we will hare to u,ake other kinda of wines and will compete with Northern California." Bartaon aaid: "Go home and keepoo, There will be do trouble about it," But now two sharp men say that we ougbt to have made more brandy than we did make, and must pay taxes on what wa might but didn't make. Mr. Rose aaid: "The matter, as near aa 1 can explain,it ia just thia: We have baen working under the following rules and instructions, green to ua by Mr, Hall, former Deputy Colleotor down here, and who knowa aa much about tha revenue aa anybody o nnected with it. [A voice— "Yea ' More than all of 'em fiut together."] A survey of the oapao ty of oar stilla waa made; wa then de ducted 10 per cent, foi boiling space, and aa brandy baa to be redistilled and go through a prooaas called doubling, we took off one-third for doubling, and reported aa brandy manufactured tbe full capacity of our stilla minus 10 per oent, boiling apace, and minus one-third for doubling allowance; the result thoa obtained was Ihe actual brandy made, which we reported. We worked .under thia rule, and all waa aatiafactory, but now cornea Mr. Webb and aaya that we ahould have reported aa brandy made tha full oapaolty of oar etill, leaa boiling apace, making no allowance for doub ling. Thia man Webb says nothing to ne about the matter, bat he surveys our stilla and makes hia report to the de partment, and the Brat thing we know thin arbitrary and unjust aaaeasmenti era levied on oa. Many grape-buyers will go out of the market, causing at onie an excess of supply over demand, and prioes will fall In proportion to almost nothing. Yon can appreciate how the beginners will suffer. When tbis ia all done faithfully all wilt have been done that can give the government ita daea, and but little brandy will c cape pay ment of tax; fur all brandy aa a com mercial article baa to be sent away to market, and the risk of deteotion is ao great—ia too great—to undertake auoh aotion without payiug tux and having each package properly stamped. Aa re gard! the uae of brandy for fortifying sweet wines—no safeguard ia lost by working without a capacity rule, for ft haa no bearing, for it ia believed tbat brandy baa beeu so uaed, yet all the time we have woiked under a capacity rule, and it oan be shown that no hard ship haa been worked to the government, for every gallon of brumly that could Hud a paying market haa beeu made and haa paid tax. It must be believed, too, tbat we will have the consent of the government, through national legislation, to use brandy free for fortifying in order that we may compete with foreign coun tries which are sending their spurious trash to onr country, as, for instance, France, with ber free use of corn spirit ia enabled to make ports, sherries, Ma deirae, etc, (imitationa), and undersell ua, to a ruinous advantage. There wae but one man who stood between ni and success in our late endeavor for such legislation, and he knew nothing of our ueoeasitiea and cared even leaa. We un derstand our last trouble, thia assessment to grow out of a different way to square a circle. It may be stated thin; Assume tbat a certain distil holda M 6 gallons, then there is deducted ten per cent, for boiling space, leaving 491 gallona, then there is again an allowance for doubling of 147 gallons, having 344 gallona. We have taken thia latter quantity as tbe amount plaoed in our stills, aud have re ported no doubling whatever. It is now held that we should have reported the quantity 491 gallona, and instead of re porting every day as working upon ma terial, should report three day* on me terial and the fourth day as devoted to doubting, or some auch proportion. This way would bring the same result in the end as the way we have done heretofore. We could have done the latter way just aa easily bad we beeu so taught or in structed. To make more brandy than the surveyed capacity of our distils in dicate would be poor judgment, for so doing would cause inquiries and a resur vey ordertd, aud a continuation of tbis woald ultimately resnlt in our margin being all used up, aud we would fait be bind the required amount and with this we should be self-inflicted. We have often wondered that with all the clerical supervision of all theae "falderal." re ports, and Oar columns of figures, that there wua never a smile at our never varying, almost clock like regularity. We hop.- we have not exhausted your patience in the matter, and with our self assurance of your kindly feeling in the matter, that your sense of justice for us aa well as for the government, will cause you to give this matter your careful con sideration and make such representations to the Commissioners as fairness to all will warrant. We hope too tbat it may be possible for you to give this matter your persona) attention and inquiry by coming here and making an investigation on the ground, and ia that way you caa learn all of the facts by a personal inspection.
