Ordinance Improving portion of Lon- don street. • Ordinance Improving portion of Twenty-fifth street. feF" ■ PUBLIC ADVERTISING Ordinance No. 11, Mr, (New Series.) - An Ordinance amending Ordlnanco No. • 10,415 (New Series), entitled "An Ordinance establishing fire limits, reg- ulating the construction, repair, moving and demolition of buildings, providing for the condemnation of buildings and other structures dangerous to prop- erty, life or limb, and regulating the storage and use of dangerous, Inflam- mable or explosive substances," ap- proved December 31, 1904, by adding new sections thereto providing for the Inspec- tion of gas fitting work. The Mayor and Council of the City of Los Angeles do ordain aa follows: Section 1. That Ordinance No. 10,415 (New Series), entitled, "An Ordinance establishing fire limits, regulating the construction, repair, moving and demoli- tion of buildings, providing for the con- demnation of buildings and other struc- tures dangerous to property, life 'or limb, and regulating the storage and use of dangerous and inflammable or explos- ive substances," approved December 31, 1904, be, and the same is hereby amended by adding a new section thereto, to be designated Section 309, and to read as fol- lows: Sec. 309. The plumbing inspector shall have supervision of the Installation of all gas fittings and gas fixtures and gas con- nections and gas lighting or gas heating apparatus In or about any building in the City, of Los Angeles. . • . It. shall be. unlawful for any "person, firm or corporation, except for service pipes, ' meters and meter connections, to place or Install in any building any gas pipe, gas fitting or gas fixture for gas lighting or gas heating, or to make any alterations or changes in or additions to any gas pipe, gas fittings or gas fixture installed in any building or to do any gas fitting or work without first notifying the plumbing Inspector In writing and ob- taining from him a written permit to do such. work. Such permit shall state tho kind of work to be done and shall author- ize • only the kind of work stated and designated therein. Said permit shall also state the location, by street and num- ber, of the building where such work 19 to be done and shall be valid only for the location so stated. Sec. 2. That said Ordinance No. 10,415 (New Series), be and the same Is hereby amended by adding a new section there- to, to be designated Section 310, and to tead as follows: Sec. 310. All gas fitting work done un- der permit shall be subject to the Inspec- tions and tests hereinafter prescribed, and notice must be given to the plumbing in- spector by the person doing said work or causing the same to be done immediately after said work Is ready for Inspection. Such notice must be In writing, and no inspection shall be made by the plumbing inspector until such notice has been filed In his office, and, if the work consists. In whole -or In part, in the Installation of gas pipe, the notice filed In the office of the plumbing Inspector .must be ac- companied by a complete plan of the work done, with the lengths and sizes of pipes plainly marked thereon. . The inspections of gas fitting work done under permit . shall De three, viz.: The first inspection, a second Inspection and a final Inspection. - The first inspection shall be made after all the piping author- ized to be installed under the permit shall have ■ been Installed and before any of such piping has been covered or con- cealed or any fixtures have been at- tached | thereto. The second inspection shall be made after the piping authorized to be installed under the permit is in placo has been ■ covered or concealed by the first coat of plaster. This Inspection shall Include the application of . an air pressure test by which the pipes shall be subjected to a pressure of ten pounds to the square Inch. The final inspection shall be made after all the gas fixtures authorized by the permit have been at- tached, and said final inspection shall in- clude the application of an air pressure test by which the pipes and fixtures shall be subjected to a pressure of two pound? to the square inch. ■ , Up to the time of the first Inspection all work must be uncovered and con- venient for examination. All Inspections shall be made by the plumbing Inspec- tor within forty-eight hours after receipt by him of the notice hereinbefore men- tioned. All the necessary tools, labor and assistance for the requisite tests in such inspections shall be furnished by the person or persons having control of the work to be inspected. Sec. 3. - That said Ordinance No. 10,415 (New Series), be and the same Is hereby amended by adding a new section thereto, to be designated Section 311, and to read as follows: Sec. 311. "When, upon examination by the plumbing inspector or his deputy, it I appears that any gas fitting work is defective, either in construction or mate- rial, the same shall be altered or re- paired to conform to the regulations set forth in this Ordinance. When any gas piping, gas fittings or gas fixtures for the Installation or alteration of which a per- mit has been Issued shall be found on inspection to conform, to the rules and regulations provided by this Ordinance tho plumbing Inspector shall Issue a cer- tlficate of Inspection certifying that such -piping, fittings or fixtures have been In- spected and found to comply with the terms of this Ordinance, but no sucn certificate shall be granted until such piping,! fittings or fixtures respectively are found to conform with said rules and tegulatlons. It shall be unlawful for any person, firm or corporation to use any gay through or by means of any piping, flt- HiiKH or fixtures In any building, or to furnish or supply gas to be used through or by means of such pipes, flttlnga or fix- tures until the same shall have been in- spected and approved by the plumbing In- spector and the certificates hereinbefore provided Bhall have been Issued therefor. Sec. 5. That said Ordinance No. 10,415 (New Series), be and tho snme is hereby amended by adding a new sec- tion thereto, to be designated /Section 313, -and to read as follows: Sec. 313. ' If the plumbing Inspector shall find any part of any gas pipes, gas fittings or gas fixtures In or about any building In the City of Los Ange- les to be in n condition dangerous to life or property, he shall notify the owner, tenant or occupant of the build- Ing In which such gas pipes, gas fit- tings or gas fixtures are located to have the defects repaired within a rea- sonable time, and to refrain from using gas by means of said defective pipes, fittings or fixtures until the same have been repaired and rendered safe, and the plumbing inspector shall have the right and power to shut off the supply of gas to such pipes, fittings or fix- tures until the necessary repairs have been made. The plumbing Inspector shall also give written notice to the person, firm or corporation supply In sr gas to any such defective pipes, fit- tings or fixtures to cease the supply until the npcessary repairs have been made. And It shall be unlawful for any person, firm or corporation to furnish fas for use In or by means of any efectlve gns pipes, fittings or fixtures after receiving such notice until the necessary repairs have been made. . Before making any connection to supply gas to any building that has not already been supplied with gas prior to the taking effect of this amendment, the person, firm or corporation about furnish gns • thereto ; shall . ascertain whether a certificate of inspection has been Issued for the gas fitting or gas piping and gas fixtures to be supplied, and for that purpose may demand the production and exhibition of such a cer- tificate by the owner, tenant or occu- pant of the building in which such gas piping, or gas fitting or gas fixture is located before supplying gas therefor.. Sec. 6. That said . Ordinance No. 10,415 (New Series), be and the same is hereby amended by- adding a new section thereto, to be designated Sec- tion 314. and to read as follows: Sec. 314. The plumbing Inspector shall charge and collect from the per- son, firm or corporation to whom any permit for doing any gas fitting work or any certificate of Inspection of such work Is Issued under the terms of this Ordinance the following fees, to wit: For Issuing permit t .25 For each Inspection of work be- . fore fixtures are attached: For 10 outlets or under .50 For each additional outlet 05 For each Inspection after fixtures are attached, per burner 05 For each certificate .....'. .23 "All fees collected by the plumbing In- spector for issuing permits for gas fitting work, for the Inspection there- of, and for issuing certificates of such inspection, shall be by him paid into the city treasury on the next business day after receipt thereof, and the same shall be placed by said treasurer In a fund to be known as the gas fitting Inspection fund. •. Sec. 7. This Ordinance is urgently required for the immediate preserva- tion of the public peace, health and safety; and the City Clerk shall certify to Its passage by a two-thirds vote of the Council, and cause It to be pub- lished once in the Los Angeles Herald, and thereupon and thereafter It shall take effect and be In force.
