tional increase in the number of cases.

the department has been 168, of which

reported as against an equal number

ago and there was a larger number of
cases. This was directly traceable
to'the fact that many truck gardeners
irrigated their gardens with city sew
age. The fruit and vegetables were
then sold in the city and where eaten
in an uncooked state there was a very
large possibility of contracting typhoid.
Happily this condition of affairs has
been practically done away with."

CHAMBERMAID STEALS
CLOTHING OF GUESTS
Pretty Miss M. Porter Acknowledges
Her Guilt and Is Indifferent
to Her Fate
Miss M. Porter, a pretty 17-year-old
girl, Is being held at the city jail on a
charge of petit larceny. It is alleged
that she stole clothing valued at $75
from guests of the hotels where she has
been employed.
Miss Porter was arrested yesterday
afternoon by Detectives Smith and
Dlxon at the Broadway hotel, where
she has been employed as chamber
maid for two days. Some of the stolen
articles were found in her room, while
she was wearing others. Miss Porter
says she came to Los Angeles from San
Bernardino three weeks ago and was
employed at the Ottawa hotel until
Monday, when she secured a position
at the Broadway hotel.
; The young girl was first suspected
three weeks ago, when Mrs. H. B.
White of the Ottawa hotel reported to
the police that several articles of wear
ing apparel had been stolen from her
room. A close watch was kept on the
girl by the detectives until she went to
the Broadway hotel, but evidence suffi
cient to convict her could not be ob
tained.
When the detectives went to the hotel
yesterday afternoon they called Miss
Porter to her room and a thorough
search was made. Several of the mlsa
lngr articles were found and she con
fessed that she was wearing others.
She was taken to the police station and
given Into custody of the matron.
"When questioned by the detectives
she" refused to assign any reason for
stealing the clothing, but promptly an
swered all questions as to where tho
stolen ; property could be found. Slu
disposed of none of the articles but had
them packed away In a trunk and suit
case. She said she came to Los Angeles
seeking work and she seemed Indiffer
ent as to the charge against her.

PART 11.
One purpose in keeping open house^at
the plants today Is to entertain friends
of the work and permit them to inves
tigate conditions and learn of the pro
posed work to be Inaugurated Imme
diately.
Among the proposed extensions of
work is establishing two more coffee
clubs and men's hotels. One of "the
hotel-clubs will be established at Rail
road and Main streets and another near
the Arcade depot. In each of these
plants, as at No. 1, public baths, coffee
clubs, men's hotel and social parlors
will be maintained.
It Is also proposed to make Stlmson
house the social, educational and in
dustrial center . for foreigners In LO3
Angeles. It will be made headquarters
for the Russian, Spanish and Mexican
population in the city and night schools
and literary societies will be maintained
for 'the Spanish and Russian young
men.
The Russian community will hold
church services in the building ami
sewing, cooking and physical culture
classes for the women will ■ be con •
ducted by the women's clubs.
Rev. Mr. Bartlett extends an invita
tion to the public, especially those who
are Interested in the work, to visit thu
Stlmson house and the plant at 510
Vlgnes street during today and become
familiar with the work.

P. J. Finnigan, 638 San Fernando
street, employed as driver for the Los
Angeles Pacific railway, sustained con
cussion of the brain In a runaway ac
cident yesterday afternoon and Con
ductor Joseph Winter of a Main street
car was severely bruised In attempting
to stop the frightened horses.

Conductor Winter leaped from the
front platform of his car and stepped
directly In the path of the approaching
horses. He grasped the bridle of one of
the horses and nearly brought the team
to a stop when his foot slipped on the
pavement and he was thrown violently
to the street. At that moment Police
man Home arrived and checked the
horses.
Both Injured men were sent to the
receiving hospital, where Police Sur
geon Quine attended them. Flnnlgan
sustained concussion of the brain and a
severe laceration on the back of his
head. Winter, who was only slightly
bruised, returned to work.

TWENTY-SEVENTH STREET,
from Arlington street to the west line of
the West Adams and Western avenue
tract Is hereby established In accordance
with the following elevations:

street the grade shall be 154.03 at the
northeast corner and 151.92 at the south-
east • corner, as now established on Ar-

Sec. 2. The Council of said city hereby
finds upon estimate of the City Engineer
that the total cost of said improvement
will be greater than fifty cents per front
foot along each line of said street, In-

hereby determined, in pursuance of an
Act of ,the Legislature -of .the State of
California, approved February -2T, 1593. as
amended by an Act of the Legislature

shall be serial, extending over a period
of ten years, an even proportion of the
principal sum of which shall be payable
annually on the second day of January of
each year by coupon, after their date un-

terest at the rate of seven (7) per cent,
per annum, payable scinl-annually on the
second days of January and July of each
and every year.
Sec. 3. The Street Superintendent shall
post notice of this work, as required by
law, and shall cause said notice to be
published for six days In the Los Angeles
Herald.

given the property owners on
FIOUEROA STREET,
from the center line of Vornon avenue to
the north line of Slauson avenue, to Im-
f trove said street under private contract
n the following manner to wit:
To grade and gravel Flgueroa street
in the City of Los Angeles, from the
center line of Vernon avenue to the north
line of Slauson avenue, Including . all
intersections of streets (except such
portions as have already been graded and
graveled and accepted); said grading and
graveling to be done In accordance with
the plans and profile on file in the office
of the City Engineer of said city, and
specifications on file In the office of the
City Clerk of said 'city for grading and
graveling streets In the City of Los Ange-
les with the natural gravel of the street,

the supervision of the Street Superintend-

line and grade), In accordance with speci-
fications for constructing cement curbs,
on file in the office of the City Clerk,
said specifications being No. -i! (New
Series).
Jd. That a cement sidewalk five (5) feet
in width be constructed along the north
side of said Acacia street from the west
curb line of Loma Drive to a point 185
feet east of the east line of that portion
of Union avenue lying' north of Acacia
street; and along the south side of Acacia
street from the west curb line of Loma
Drive to a point 366 feet east of .the east
line of that portion cf Union avenue lying
south of Acacia street (excepting such
portions of said street between said points
along which a cement or asphalt sidewalk
five (5) feet In width has been constructed
to the official line and grade), said side-
walk to be constructed in accordance with
specifications for constructing cement
sidewalks on file in the office of tho City
Clerk of said city, said specifications be-
ing No. 23 (New Series).
4th. That a cement gutter be construct-
ed along each line of the roadv.-ay of
said Acacia street from the west curb line
of Loma Drive to the east line of that por-
tion of Union avenue lying north of
Acacia street; and a cobble-paved gutter
along the south side of Acacia street,
across the alley between Loma Drive and
Union avenue, and across Union avenue
lying south of Acacia street, the
center line of the gutter to be the south
curb line of Acacia street (excepting along
such portions of the line of said road-
way along which a cement or granite
gutter has already been constructed to
the official line and grade, and also ex-
cepting such portions of said street and
intersections as are required by law to
be kept in order or repair by any per-
son or company having railroad tracks
thereon.
Said gutters shall be three (3) feet In
width excepting at intersections of streets
and alleys, where said gutters shall be
six (6) feet In width; and said gutters
shall be constructed in accordance with
the plans and profile therefor on file In
the office of the City Engineer, and In
accordance with specifications for the cpn-
structlon of cement and cobble-paved gut-
ters on file in the office of the City Clerk,
said . specifications being Nos. 8 and 7,
respectively (New Series).
Sec. 2. The Council of said city. hereby
finds upon estimate of the City En-
gineer that the total cost of
said improvement will be greater
than, fifty cents per front foot along
each line of said street, including the
cost of Intersections, and It is hereby de-
termined, in pursuance of an Act
of the Legislature of the State of
California, approved February 27th.
1893, as amended by an Act of the
Legislature amending said last-named
net, which amending act became a law
March 2d. 1599, that bonds shall be Is-
sued to represent the cost of said Improve-
ment. Said bonds shall be serial, extend--
Ing over a period of ten years, an even
proportion of the principal sum of which
shall be payable annually, on the second
day of January of each year by coupon,
after their date until the whole are paid,
and to bear Interest at the rate of seven
(7) per cent per annum, payable seml-
annually on the second days of January
and July of each and every year. -
Sec. 3. The Street Superintendent shall
fiost notice of this work, as required by
aw, and shall cause said notice to be
published for six days in the Los Angeles
Herald.
Sec. 4. The City Clerk shall certify to
the passage of this Ordinance and shnll
cause the same, to be published for two
days In .the Los Angeles" Herald,' and
shall post the same conspicuously for
two days on or near the chamber door
of the Council, and thereupon and
thereafter it shall take effect and be In

to improve said street under private con-
tract In the following manner, to wit: ■
To grade and gravel Wlnslow drive,
in the City of Los Angeles, from the
west line of Maltman avenue to the east
line of Imogen avenue, Including all
Intersections of streets (except such por-
tions as have already been graded and
graveled and accepted); said grading and
graveling to be done In accordance with
the plans and profile on file in the office
of the City Engineer of said city, and
specifications on file In the office of the
City Clerk of said city for the construc-

half HW feet in width, excepting at

The Mayor and Council of the City of
Los Angeles do ordain as follows:
Section 1. That Ordinance No. 5746 (New
Series), entitled, "An ordinance providing
tor the licensing and regulating of the
business of selling liquor In the City of
Los Angeles, and repealing all ordinances
and parts of ordinances In conflict there-
with," approved May 2nd, 1899, be and the
same Is hereby amended by adding a new
section thereto, said section to be desig-
nated Section 101,4, and to read as follows:
Section 10%. That the said Board of
Police Commissioners shall not grant a
permit for the issuing or transfer of a
retail liquor dealer's license for an estab-
lishment to by conducted or maintained
within six hundred (600) feet of any pub-
lic school building in the City of Los An-
geles, provided that nothing In this sec-
tion contained shall be deemed to apply to
any existing retail liquor establishment In
its present location.
Section 2. This ordinance Is urgently
required for the immediate preservation of
the public peace, health and safety; and
the City Clerk shall certify to its passage
by a two-thirds vote of the Council, and
cause it to be published once in The Los
Angeles Herald and thereupon and there-
after It shall take effect and be In force.
I hereby certify that the whole number
of members of the City Council of the
City of Los Angeles is nine, and that
