This was the assertion of Rev. Al
bert Hatcher Smith yesterday morning
in his sermon at the thirty-seventh
annual - meeting of the Los Angeles
Baptist association at the First Baptist
church in Monrovia.
At 8:30 o'clock a Bible reading was
conducted by Rev. C. W. Her, pastor
of the First Baptist church at South
Pasadena, following which E. E. Selph,
the moderator who was elected in place
of R. G-. Haskell, took the platform.
Mr. Haskell was elected to this office
at the session last year.
A rupture was averted In the ranks
by offering of a resolution by Dr. C. C.
Wlllett exalting Mr. Haskell as a man,
but stating his lnellglbillty to the
office by virtue of his uniting with the
Ne*# Testament church recently organ
ized by Rev. Joseph Smale.
Rev. Mr. Smith took his text from
Amos, 3:8: "The Lord God hath
spoken, who can but prophesy.". He

as God has given It to us.
"One Important fact I consider Is
that our Baptist faith la largely Infused
Into the constitution of the United
States, and our first congress retains
It in the annals of history."

In the afternoon the annual meeting
of the Woman's Missionary society was
held. Miss Ford spoke on "Missionary
Work In China." Mrs. Ella Tinker
Grewell rendered a vocal solo. Dr. P.
H. J. Lerrlgo, missionary to the Philip
pines, made an address on the condi
tion of the work there.
The convention closed last evening
with an address by Rev. Robert J.
Burdette on "The Baptist World
Congress." He said in part:
"Why should we hold the congress
In England? Of the seven and one-half
millions of baptized believers In the
world, there are five and one-half mil
lions In the United States and but
395,000 in Great Britain.
■ "And why In Exeter hill, which Is
Infamous In accoustlcs and ventilation
as It Is famous in story? Because we
wanted to come together in the land of
Baptist beginning. We wanted to
breathe the Inspiration of Baptist his
tory.
"We wanted to catch the spirit of
Baptist independence and soul liberty
In the land where English Baptists
testified amid the storms and perse
cution, in the dungeons, at the stake,
on the battlefield of liberty, and where
once more the children of English
Baptists are fighting the same old
battle of religious liberty against the
tyranny and bigotry of a state church.
"Where today Baptist ministers are
going to prison for conscience sake, as
did their fathers before them. We went
to London because there the first Bap
tist church which, whose story has
come down to us in history, was organ
ized in 1612 by a little company of
Lincolnshire men who came to wor
ship in Newgate; because in 1614 the
Baptist churches of London first pub

Pursuant to Statutes and to the Reso-
tion of Award of the City Council of the
City ot Los Angeles, adopted Sep-
tember 25, 1905, directing this no-
tice, notice is hereby given that
said City Council, in open session.
on the 18th day of September, 1905,
opened, examined and publicly declared
all sealed proposals or bids offered for
the following work, to wit:
Ist That the first
ALLEY
south of Fifth street from the west
curb line of Ceres avenue to the east
curb line of Gladys avenue In the
City of Los Angeles, including
all Intersections of streets (ex-
cepting such portions of said street an-1
intersections as aro required by law to
be kept in order or repair by any person
or company having railroad tracks there-
on, and also excepting such portions as
have already been graded and paved with
asphalt and accepted), be graded and
paved with hydraulic cement and broken
stone concrete base and asphaltlc cement
