NEW YORK. Oct. 22.— Mrs. Frank
Letcher of East One Hundredth and
Fiftieth street went out this evening
to visit a neighbor. Her husband re
mained at home to take care of the
baby, one and a half years old. Mr.
Letcher put Sammy to sleep, then went
Into an adjoining room to read.
The baby cllmed out of the crib and
made his way to the street, clad only In
a nightie. He zigzagged along the
sidewalk- several blocks when he was
stopped by a policeman, who asked
where his mother was, but got no
answer. He then saw that the baby
was asleep.
In a short time the policeman found
an excited trio, Mr. Letcher, his wife
and her woman friend. They took
Sammy home and Mrs. Letcher told her
husband that "I'll never leave you to
mind the baby again."

tho City Council of the City of Los An-
geles to order the opening and widening
of McKinley avenue to a width of 80
feet, from Fortieth street to the south
boundary line of the City of Los An-
geles.
The Mayor and Council of the City of
Los Angeles do ordain as follows:
Section 1. That the public Interest and
convenience require, and It is the inten-
tion of the City Council of the City of
Los Angeles to order the following Im-
provement to be made, to wit:

McKINLEY AVENUE.
a public street of the city of Los Angeles,
be opened and widened to a width of
eighty feet, from Fortieth street to tho
south boundary line of the City of Los
Angeles.
Sec. 2. That the land necessary and
convenient to be taken for the improve-
ment described In Section 1 hereof, is
situated in the City of Los Angeles, Coun-
ty of Los Angeles, State of California,
and is more particularly described as
follows, to wit:

easterly, measured along said center line

The Mayor and Council of the City of
Los Angeles do ordain as follows:

the intention of the City Council of the
City of Los Angeles to order the fol-
lowing work to be done, to wit:
Ist. That a cement sidewalk four (4)
foet In width bo constructed along the
south side of said
THIRTY-NINTH BTREET
from the west curb line of Normandle
avenue to the east line of Western ave-
nue (excepting such portions of said
street between said points along which
a cement or asphalt sidewalk four (4)
feet In width has been constructed to
the official lino and grade), said side-

from Moneta avenue to Flguoroa streot,
in accordance with the following clova-
tlons:
At the intersection with Moneta avenue
the grado shall be 157.15 at tho northwest
corner- and 157.00 at the southwest cor-
ner, as now established on Moneta ave-
nue.
At tho intersection with Figueroa street
the grade shall be 151.94 at the northeast
corner and 151 .86 at the southeast corner.

west corner and 156.36 at the southwest
corner, as now established on Moneta
avenue.
At the intersection with Figueroa street
tho grado shall be 151.55 at tho north-

ner.

An Ordinance prohibiting the erection,
maintenance or operation of any works,
establishment or manufactory for - tha
refining of sulphur.
The Mayor and Council of ths City of
Los Angeles do ordain as follows:
Section 1. It shall be unlawful for any
person, firm or corporation to erect, or
cause to be erected, maintain or causa
to be maintained, or to operate or carry
on, any works, establishment or manu-
factory for the refining of sulphur with-
in the corporate limits of the City of
Los Angeles.
Sec. 2. Any persons, firm or corpora-
tion who shall violate any of the pro-
visions of this Ordinance shall be deemed
guilty of a misdemeanor, and upon con-
viction thereof shall be punished by a
fine of not less than One Hundred Dol-
lars, and not more than Five Hundred
Dollars, or by Imprisonment in tho City
Jail for not less than thirty (30) days, nor
more than one hundred (100) days, or by
both such fine and Imprisonment. Every
day that any such works, establishment
of manufaotory is maintained, operated
or carried on In violation of the pro-
visions of this Ordinance shall be deemed
a separate offence within the meaning
of this Ordinance.
Sec. 3. This Ordinance is urgently ro-
qulred for tho Immediate preservation of
the public peace, health and safety; and
the City Clerk shall certify to Its pas-
sage by a two-thirds voto of the Coun-
cil, and cause it to be published once in
the Los Angeles Daily Herald, and
thereupon and thereafter It shall take
effect and be In force.
I hereby certify that the whole number
of members of the City Council of tha

The Mayor and Council of the City ot
Los Angeles do ordain as follows:
Section 1. That it is the Intention of tha
Council of the City of Los Angeles to
establish the grade of
FIFTY-EIGHTH STREET,
from Figueroa street to the west ■ city
boundary. In accordance with the follow-
ing elevations:
At tho Intersection with Figueroa street
tho grade shall l>« 145.85 at the northwest
corner and 146.68 at tho southwest corner.
At the Intersection with the west city
boundary tho grado shall be 146.10 on tha
north side and 146.00 on the south side.
And at all points between said designat-
ed points the grade shall be established
so as to conform to a straight line drawn
between said designated points.
Elevations refer to the top of the curb,
are in feet and are above a plane which la
265 feet below City datum plane.
Sec. 2. The City Clerk shall certify to
the passage of this Ordinance and shall
cause the same to be published for ten
days In the Los Anceles Herald, and
thereupon and thereafter it shall taka
effect and be in force.
I hereby certify that the foregoing Or-
dinance was adopted by the Council of
the City of Los Angeles'at Us meeting of
October 16, 1905.

Notice to Sewer Contractors
Sealed proposals for the construction
of the proposed storm sewer along
Berendo street between Ninth street
and Pan Marino street will ba
received at the office of the City Clerk
of the City of Los Angeles, California,
until 11 a. m. of Monday, October
30, 1905. All proposals must be on
forms furnished by the city and must
be accompanied by a certified check
drawn to the order of the City Clerk
of the City of Los Angeles, for ■ the
Bum of five (6) per cent of the amount
of the bid. The city reserves the right
to reject any or all bids. Plans, pro-
file, detail drawings, specifications,
etc., may be seen at the office of tha
City Engineer. Prints of the plans,
profile and detail drawings, forms of
proposal, contract and bonds and
copies of tho specifications will be de-
livered to prospective bidders upon
receipt by tho City Engineer of $2.00.
Each bidder is required to make per-
sonal examination of the ground In
which the sewer is to be constructed.

of Education of tho City of Los An-
geles will receive bids for a heating
and ventilating system, including
power plant, to be installed In tha
Polytechnic High School building ot
Los Angeles city, situated at Washing-
ton and Hope streets. In accordance
with specifications on file with the Sec-
retary of the Board, In his office, 418
Chamber of Commerce building. • Pro-
posals must be sealed and filed with
the Secretary on or before Saturday,
October 31. 1905, at 11 o'clock a. m., at
which time they will be opened In pub-
lic by the Secretary or the Building
Committee at the Board rooms.
The system of heating and ventilat-
ing adopted must have a bonded guar-
anty for at least two years, to give sat-
isfaction In both heating and ventilat-
ing all the rooms at tho same time. In
all kinds of weather; also for ventilat-
ing when heat Is not required. The-
Board reserves tho right to reject any
