An Ordinance declaring the Intention
of the Mayor and Council of the City of
LOS Angeles to change and establish th«
grade of Columbia avenue, from Silver
street to the south line of Arnold
street; Third street, from Wltmer street
to Columbia avenue, and Arnold street
from Witmer street to Columbia ave-
nue.
The Mayor and Council of the City of
Los Angeles do ordain as follows:
Section 1. That It is the Intention of
the Council ot the City of Los Angelea
to change and establish the grade of
COLUMBIA AVENUE,
from Sliver street to the south line of
Arnold street, In accordance with the
following 1 elevations:
At the Intersection with Silver street
the grade shall bo 414.00 at the south-
east corner, as now established.
At the intersection of tho south line
of Silver street with the west line of
Columbia avenue the grade shall be
413.61, as now established.
Ata point on the west side 14.90 foet
south of the south line of Silver street
the grade shall be 413.60.
At a point on the west side 29.80 feet
south of the south line of Sliver street
the grade shall be 412.92.
At a point on the west side 74.54 feet
south of the south line of Silver street
the grade shall be 410.12 and 410.68 at
a point on the east side opposite
thereto.
At the intersection with Third street
the grade shall be 401.06 at the north-
east corner and 401.34 at a point on the
west side opposite thereto; 398.20 at the
southeast corner and 398.20 at a point
on the west side opposite thereto.
At a point on the west side 68.29 feet
north of the north lino of Arnold street
the grade shall be 382.13 as now estab-
lished.
At the intersection of the west line
of Columbia avenue with the north line
of Arnold street the grade shall be
881.66.
At a point on the east side 97,09 feet
north of the north line of Arnold street
the grade shall be 380.78.
At a point on the east side 80.62 feet
north of the north line of Arnold street
the grade shall be 379.75.
At a point on the east side 64.02 feet
north of the north line of Arnold street
the grade shall be 379.11.
At a point on the east side 47.42 feet
north of the north line ot Arnold street
the grade shall be 378.80.
At a point on the east side 80.82 feet
north of the north line of Arnold street
the grade shall be 378.97.
At a point on the east side 14.22 feet
north of the north line of Arnold streot
the grarlA shall he 379.51.
At the Intersection of the east line of
Columbia avenuo with the north line ot
Arnold street the grade shall be 380.26.
At the Intersection with Arnold street
the grade shall be 375.00 at the south-
east corner and 376.00 at the southwest
corner, as now established.
Sec. 2. That It is the Intention of
the Council of the City of Los Angelea
to change and establish the grade of
THIRD STREET
from Wltmer street to Columbia ave-
nue, in accordance with the following
elevations:
At the intersection with Wltmer
street the grade shall be 409.00 at tho
southwest corner and 409.00 at a point
on the north side opposite thereto.
At the intersection with Columbia
avenue the grade shall be 398.20 at the
southeast corner and 401.06 at the
northeast corner.
Sec. 3. That it is the intention of the
Council of the City of Los Angeles to
change and establish the grade of
ARNOLD STREET,
from Witmer street to Columbia ave-
nue. In acocrdance with tho following
elevations:
At the Intersection with Wltmer
street the grade shall be 386.00 at the
northwest and southwest corners, as
now established.
At the intersection of the north line
of Arnold street with the east line of
Columbia avenue the grade shall be
880.26 and 380.26 at a point on the south
side opposite thereto.
At the Intersection with ■ Columbia
avenue the grade shall be 375.00 at thu
southeast corner.
And at all points between said deslp-
rated points the grade shall be estab-
lished so as to conform to a straight
line drawn between said designated
points.
Elevations refer to the top of the
curb, are In feet and are above a plane
which Is 256 feet below city datum
plane.
Soc. 4. That the exterior boundaries
of tha district which Is hereby de-
clared to be benefited by said change
of grade and to be assessed to pay the
benefits, damages and - costs thereof
are hereby described as follows:
Beginning at the most southerly corner
of lot 2 ot Day, Hlnton and Mathes' Re-
subdivision of lots 1, 2, 3, 4, 6, 6 and In-
cluded alley in block N. Colina Park, as
per map recorded in Book 37, at page 78,
Miscellaneous Records of Los Angeles
County; thence northerly along the west-
erly line of Wltmer street to the southerly
line of Third street; thence northerly in a
direct line to the most southerly corner
of lot 6, block 4, of Wltmer's Subdivision
of parts of lots 2 and 7, block 38, Han-
cock's survey, as per map recorded in
Book 29, at page 63, Miscellaneous Rec-
ords of Los Angeles County; thence
northerly in a direct line to the most
easterly corner ot said lot 6; thence east-
erly in a direct line to the most south-
erly corner of lot 6, said block 4; thence
northerly in a direct line to the most east-
erly corner of said lot 6; thence westerly
along the southerly line of Silver street
to the most northerly corner of lot 8 of
Cochran's Subdivision of block "J," Co-
lina Park, as per map recorded in Book
6 of Maps, at pages 62 and 63, Records of
Los Angeles County; thence southerly In
a direct line to the most westerly cor-
ner of said lot 8; thence westerly In a
direct line to the most northerly corner
of lot 9, said Cochran's Subdivision;
thence southerly in a direct line to the
most southerly corner of lot 2, said
Cochran's Subdivision; thence southerly
in a direct line to the most easterly cor-
ner of lot 1, said Cochran's Subdivision;
thence southerly in a direct line to tho
most southerly corner ot satd lot 1;
thence southerly in a direct line to the
most northerly corner of lot 1, said Day,
Hlnton and Mathes' Ilesubdl vision; thence
southerly In a direct line to the most
westerly corner of said lot 1; thence east-
erly in a direct line to the point of begln-

contained which Is now a part of any
public street or alley.
Sec. 5. The City Superintendent of
Streets shall cause notice of the passage
of this Ordinance to be posted in the
manner and within the time provided

to the passage of this Ordinance and
shall cause the same to be published
for ten days In the Los Angeles Herald,
and thereupon and thereafter It shall
take effect and be In force.

of Fifty-third street, from Figueroa
street to the west city boundary.
The Mayor and Council of the City of
Los Angeles do ordain aa follows:
Section 1. That It Is the intention Of
the Council of the City of Los Angeles
to establish the grade of
FIFTY-THIRD STREET,
from Figueroa street to the west city
boundary, in accordance with the follow-
ing elevations:
At the intersection with Figueroa street
the grade shall be 161.09 at the northwe.it
corner and 151.00 at the southwest cor-
ner.
At the Intersection with said west city
boundary the grade shall be 160.10 on the
north side and 149.99 on the south side.
And at all points between said desig-
nated points the grade shall be estab-
lished so as to conform to a straight
line drawn between said designated
Elevations refer to the top of the

plane which Is 265 feet below City
datum plane.
Sec. S. The City Clerk shall certify
to the passage of this Ordinance, and
shall cause the same to be published

An Ordinance of the Mayor and Coun-
cil of the City of Los Angeles, declaring
their Intention to Improve a portion of
El Mollno street, and determining 1 that
bonds shall be Issued to represent the
cost thereof.
The Mayor and Council of the City of
Los Angelea do ordain as follows:
Section 1. That the public Interest and
convenience require, and that It is the
intention of the City Council of the City
of Los Angeles to order the following
work to be done, to wit:
Ist. That said
EL MOLINO STREET
In said city from the south line of San
Marino street to the north line ot
Eleventh street, including all intersec-
tions of streets (excepting 1 such por-
tions of said street and intersections as
are required by law to be kept In order
or repair by any person or company
having railroad tracks thereon, and
also excepting such portions as have
already been graded und graveled and
accepted), be graded and graveled to
the official grade in accordance with
the plans and profile on file In the office
of the City Engineer and specifications
for the construction of graveled streets,
Class A, in the City of Los Angeles on
file In the office of the City Clerk of
said city, said specifications being No.
26 (New Series).
2d. That a cement curb be con-
structed along each line of the roadway
of said El Mollno street, from the south
line of San Marino street to the north
line of Eleventh street (excepting
Along 1 such portions of the line of said
roadway upon which a cement or gran-
ite curb has already been constructed
to the official line and grade), in ac-
cordance with specifications for con-
structing cement curbs, on file In the
office of the City Clerk, said specifica-
tions being No. 22 (New Series).
3d. That a cement sidewalk five (6)
feet In width be constructed along each
side of said El Molino street from the
south line of San Marino street to the
south line of Tenth street (excepting;
such portions ot said street between
said points along* which a cement or
asphalt sidewalk five (5) feet In width
has been constructed to the official line
and grade), said sidewalk to be con-
structed in accordance with specifica-
tions for constructing cement side-
walks on file in the office of the City
Clerk ot said city, said specifications
being No. 23 (New Series).
4th. That a cobblo-poved gutter be
constructed along each line of the road-
way of said El Mollno street, from the
south line of San Marino strent to tho
r.crth line of Eleventh street, and
along; each side of El Mollno street
across Tenth street; the center lino of
the gutter to be the east and west curb
lines, respectively, of El Mollno street
(excepting along such portions of the
lino of said roadway along which a
cement or granite gutter has already
been constructed to the official line and
grade, and also excepting such portions
of said st v eet and intersections as are
required by law to be kept In order or
repair by any person or company hav-
ing 1 railroad tracks thereon).
Said gutters shall be three and one-
half (3%) feet in width excepting at
intersections of streets, where said gut-
ters shall be seven (7) feet In width;
and said gutters shall be constructed in
accordance with the plans and profile
therefor on file in the office of the City
Engineer, and In accordance with speci-
fications for the construction of cobble-
paved gutters on file in the office of the
City Clerk said specifications being No.
7 (New Series).
sth. That two (2) culverts be con-
structed across El Mollno street as fol-
lows:
(1) A cement pipe culvert crossing 1
the easterly line of El Molino street at
a point 126.32 feet north of the north
line of Eleventh street, and the west-
erly line of El Mollno street at a point
121.38 feet north of the north line of
Eleventh street. Said culvert to be
composed of two lines ot • 30-Inch
cement pipes, ««ach of a length of 81.58
feet, and shall be provided with two
concrete end walls.
(2) A steel concrete compartment
culvert crossing tha easterly line of El
Mollno street 469.87 feet north of the
north lino of Eleventh street, and tho
westerly line ot El Molino street at a
point 468.99 foet north of the north
line of Eleventh street. ! Said culvert
shall have a total length of 71.87 feet,
and shall be provided with two con-
crete end walls, two catch basins and
connections for same.
Both of said culverts shall be con-
Htructed In accordance with the plans,
profiles and cross-seojlons for the sairto
on file In the office of the City k)n-
g-ineer of the City of Los Angeles (said
plans being No. 25.495) and "Specifica-
tions for the Construction of Cement
Pipe Culverts In the City of Los An-
greles" on file In the office of the City
Clerk of the City of Los Angeles, said
specifications being No. 12 (New
Series).
Sec. 3. Tho Council ot said
city finds upon estimate of the
City Engineer that the total
cost of said Improvement will
be greater than fifty cents per front
foot along each lino of said street, In-
cluding the cost of Intersections, and It
Is determined, in pursuance of an
Act of the Legislature of the State of
California, approved February 27th, 1893,
as amended by an Act ot the Legislature
amending said last named Act, which
amending Act became a law March 2nd.
1899, that bonds shall be Issued to repre-
sent the cost of said improvement. Said
bonds shall be serial, extending over a
period ot ten years, an even proportion
of the principal sum of which shall be
payable annually, on the second day of
January of each year by coupon, after
their date until the whole are paid, and
to bear Interest at the rate of seven (7)
per cent per annum, payable semi-annu-
ahy on the second days of January and
July of each and every year.
Sec. 3. The Street Superintendent shall
f>ost notice of this work, aa required by
aw, and shall cause said notice to bo
published six days In the Los Angelea
Herald.
Sec. 4. The City Clerk shall certify to
the passage of this Ordinance, and shall
cause the same to be published for two
days In the Los Angeles Herald, and
shall post the same conspicuously for two
days on or near the chamber door of the
Council, and thereupon and thereafter It
shall take effect ana be In force.

Ordinance was adopted by the Council of
the City of Los Angeles at its meeting ot
October 16, A. D. 1905, by the following

An Ordinance prohibiting: begging 1
and soliciting; alms In or upon the pub-
lic streets, alleys, parks and other pub-
lic places In the City of Los Angeles,
or 111 or upon any doorway, hallway,
entrance, lot or other place opening
upon or adjoining 1 any such street,
alley, park or other public place In said
city.
The Mayor and Council of the City of
Los Angeles do ordain as follows:
Section 1. It shall be unlawful for
any person to beg, or to ask or solicit
alms for his own benefit, in or upon
any public street, alley, park or other
public place In the City of Los Angeles,
or In or upon doorway, hallway, en-
trance, lot or other place opening upon
or adjoining any such street, alley, park
or other public place In said city.
Sec. 2. Any person violating any
provision of this Ordinance snail be
deemed guilty of a misdemeanor, and
upon conviction thereof shall be pun-
ishable by a fine of not exceeding fifty
dollars ($50.00) or by Imprisonment In
the city Jail for a period of not ex-
ceeding fifty (50) days, or may suffer
both such fine and imprisonment.
Sec. 3. This Ordinance is urgently
required for the immediate preserva-
tion of the public peace, health and
safety; and the City Clerk shall certify
to its passage by a two-thirds vote ot
the Council, and cause it to be pub-
lished once in the Los Angeles Herald,
and thereupon and thereafter it shall
take effect and be In force.
I hereby certify that the whole num-
ber of members of the City Council of
the City of Los Angeles Is nine, and
that the foregoing ordinance was
passed by a two-thirds vote of said
Council, at Its meeting of October 16,
1906, by the following vote, to wit:

HOBART BOULEVARD
In said city from the south line of Elev-
enth street to the north line of Pico
street, Including all intersections ot
streets (excepting such portions of said

by any person or company having rail-
road tracks thereon, and also excepting
such portions as have already been grad-
ed and graveled and accepted), be graded
and graveled to the official grade in
accordance with tho plans and profile on

Said gutters Bhall be three and one-half

tions of streets, where said gutters shall
be seven (7) feet In width; and said gut-
ters shall be constructed in accordance
with the plans and profile therefor on
file in the office of the City Engineer,
and in accordance with specifications for

said specifications being No. 7 (New
Series).
6th. That a . vitrified pipe culvert bo
constructed across Hooart boulevard,
crossing the cast line of said Hobart
boulevard at a point 368.32 feet south of
the south line of Twelfth street, and tho
westerly line of Hobart boulevard at 11
point 360.11 feet south of the south line
of Twelfth street. Said culvert shall
have an Internal diameter of eighteen (IS)
inches, a total length of 116 fact and
shall be provided with two concrete end
walls. It shall be constructed In ac-
cordance with the plan, profile and cross-
section for the same on file In the office
of the City Engineer of the City of LO.l
Angeles, and "Specifications for the Con-
struction of Pipe Sewers In the City of
Loa Angeles" on file in the office of the
City Clerk of the City of Los Angeles,
said specifications being No. 3- (New
Series).
Sec. 2. The Council of said city finds

Sec. 5. The City Clerk shall certify to the
passage ot tma Ordinance and shall cause
the same to be published for two days In
the Los Angeles Herald, and shall pest
the same conspicuously for two days on
or near the chamber door of the Council,
and thereupon and thereafter It shall
take effect and be in force.

The Mayor and Council of the City of
Loa Angeles do ordain as follows:
Section 1. That the right, privilege and
permission be and It is hereby granted
to the Southern Paciflo Railroad . Com-
pany, a corporation, or its . successors
and assigns, to lay and construct and
thereafter for a period of twenty-one
years from the date ot the passage ot
this Ordinance to maintain and operate
a single railway spur track along Jack-
son street In the City of Los Angeles,
County of Los Angeles, State of Califor-
nia, between the points hereinafter de-
scribed, as follows:
Commencing at the main track of said
Southern Paciflo Railroad Company upon
North Alameda street, and running
thence westerly across said Alameda
street and along Jackson street to the
westerly line of North San Pedro street.
Seo. 2. That the spur track which may
be laid and constructed under the privi-
lege hereby granted shall correspond to
the official grade of the street or alley
across or along which it may be placed
where the same is Improved to the of-
ficial grade, and shall conform to tha
natural surface of the ground where such
street Is not so Improved, the tops of the
rails In either case to be flush with the
surrounding surfaco of the street or alley,
and in event such street or alley shall
be graded, paved or otherwise improved
under the authority of said City of Los
Angeles, then such spur track over or
upon such street and the ground for n
distance of two feet on each side thereof
shall be by the grantee, or its assigns,
made to conform to said grade, and shall
be so maintained by said grantee. Its
successors or assigns, with the tops of
said rails flush with the surface of said
street or alley.
Sec. 3. The right, privilege and per-
mission hereby granted shall be exercised
and enjoyed subject to the following
conditions:
Ist. That no cars or locomotives shall
be permitted at any time to stand upon
any of the streets occupied or crossed
by said spur track except during the time
actually employed in switching, loading
or unloading the cars placed thereon,
and that said spur track shall at all times
be so used as to obstruct the use of said
streets by vehicles or passengers as little
as possible consistent with the use for
which said spur track is to be con-
structed.
2d. That no locomotive, train or car
shall be operated or run over satd track
at a greater speed than eight miles an
hour.
3d. That said grantee, us successors
and assigns, shall construct all neces-
sary flumes and culverts for the passage
of water under said track whenever or
wherever necessary, and that all such
flumes or culverts shall be constructed In
accordance with plans and specifications
therefor approved by the City Engineer
of the City of Los Angeles.
4th. That satd grantee, Its successors
and assigns, will plank and replank,
gravel and regravel, pave and repave, all
portions of the streets or alleys .occu-
pied by said track and for a distance of
two feet on each side thereof with the
same material and under the same speci-
fications and In the same manner as said
streets or alleys are now or may here-
after be planked or replanked, graveled
or regraveled, paved or repaved, and that
all such work shall be done under the
instructions of and to the satisfaction of
the Superintendent of Streets of the City
of Los Angeles; and In case said grantee,
its successors or assigns, shall fall for a
period of ten days after service upon It
of a written demand made by satd Su-

of said grantee, its successors and as-
signs, to perform any such work in con-
nection with said spur track which may
be directed or ordered by the City Coun-
cil of the City of Los Angeles, then said
Street Superintendent may perform the
work so ordered and shall keep an item-
ized account ot the cost thereof, which
the said grantee. Its successors and as-
signs, by the acceptance of the privi-
leges hereby granted to It, agree to pay
within five days after the presentation
to Its manager or agent in the City of
Los Angeles of such Itemized account.
6th. That any neglect, failure or re-
fusal on the part of the grantee, its suc-
cessors or assigns, to observe or comply
with any of the terms or conditions in
this ordinance contained shall effect a
forfeiture of the right, privilege and per-
mission hereby granted, and said city by
a resolution of its City Council may
thereupon declare such rights and privi-
leges forfeited and may exclude satd
grantee. Its successors and assigns, from
any further use of the streets occupied
by said spur track, and the grant hereby
made shall thereupon become and remain
null, void and of no effect.
6th. The City Clerk shall certtfy to
the passage of this Ordinance and shall
cause the same to be published once In
The Los Angeles Herald, a newspaper
published dally in said City of Los An-
seles.
I hereby certify that the foregoing Or-
dinance was adopted by the City Council
of the City of Los Angeles at its meeting;

An Ordinance of the Mayor and Council
of the City of Loa Angeles, changing and
establishing the grade of La Veta place,
from the south line of Allison avenue to
Laguna avenue.
The Mayor and Council of the City of
Los Angeles do ordain as follows:
Section 1. That the grade of
LA VETA PLACE,
from the south line of Allison avenue to
Laguna avenue, Is hereby changed and
established, In accordance with the fol-
lowing elevations:
At the intersection with Allison ave-
nue the grade shall be 432.83 at the
southeast corner, 431.56 at a point on
the weat side opposite thereto, and
428.87 at the northeast corner, as now
established.
At the intersection with Laguna ave-
nue the grade shall be 421.50 at the
southwest corner.
At the first angle on the east side
north of Allison avenue, said point be-
ing the old south line of Laguna ave-
nue, the grade shall be 421.50.
And at all points between said desig-
nated points the grade shall be estab-
lished so as to conform to a straight
line drawn between said designated
points. *
Elevations refer to the top of the
curb, are in feet, and are above a plane
which is 255 feet below City datum
plane.
Sec. 2. That the exterior boundaries
of the district which Is hereby declared
to be benefited by said change of grade
and to be assessed to pay the benefit!!,
damages and costs thereof are hereby
described as follows:
Beginning 1 at the most easterly cor-
ner of lot 43, block 16 of Angeleno
Heights, as per map recorded In Book
10, at pages S3, 64. 65 and 66, Miscel-
laneous Records of Los Angeles County;
thence southerly in a direct line to the
most southerly corner of lot 44, said
block 16: thence* southerly In a direct
line to the most easterly corner of lot
42, block 17, said Angeleno Heights;
thenoe westerly along the southerly
line of Allison avenue to the most
northerly corner of said lot 42: thenae
westerly in a direct line to the most
southerly corner of lot 78, block 15%.
said Angeleno Heights; thence north-
westerly In a direct line to the most
westerly oorner of said lot 78; thence
northerly In a direct line to the most
