NBW.Ybnrc, Doc. 7.— The stock mar
ket struggled ngalnst tho severe strin
gency in tho money market today and
escnped without serious damngo to
values. Aftor tho period of greatest
wenkness in the morning, In fact, thero
vero general recoveries undor tho In
fluonco of tho skyrocket ndvanco In
Tennessee Coal and vigorous upward
movements in other special stocks.
Money on call was quoted ns high an
28 por cent, thus rising abovo the
previous maximum for tho year
touched last month. Today's high
rate, in fact, has not been equaled bu
foro since October, 1902. Tho behavior
of tho stock market now and then
afforded a striking contrast. Money
conditions as stringent as those of to
day could not fall to depress tho stock
market. But a general feature of com
ment was tho lightness of depression
as a result.
Losses woro not excessive in any
stock. It was notable also that they
were quito uniform between 1 and 2
points. Whero tho lossch ran beyond
tho average they were not found in tho
stocks, which have been subject to the
greatest speculative activity In tho
immediate past. In fact those share?
were conspicuously exempt in tho un
favorable effect of tho rlgh rates for
money. Tho deductions drawn from
this state of affairs were that the or
ganized speculation which hail been
conducted for some time past had pro
vided itself largely with time loans be
fore the scarcity developed 1n the
money market. The absenoo of forced
liquidation at the present time on the
part of largo operators of the past few
weeks is capable of no other explana
tion.
The small effect produced on tho
market warranted tho deduction that
the participation in the speculation on
the part of operators dependent upon
tho ordinary resources of tho money
market must bo small. This is In
strong co.ntrast with the speculative
position of 1902, when enough commit
ments had been made in tho market in
disregard of the coming election in
general business and tho severe string
ency developed in tho money market.
What was known as the rich men."
panic or tho slow panic followed at
that timo. It is a popular supposition
tlmt the identity of this year's specula
tive organization ifl the same at many
points as that of 1902.
The difference) In tho situation lies in
the unclouded outlook for conditions
underlying values nnd tho provision of
oredits beforehand for tho conduct of
operations. Tho actual demand on
cash'treserves is quite sufficient to ex
plain tho degree of stringency In. the
money market, but there can be no
doubt that tho quality of some of tho
collateral offered for loans, especially
some of the stocks which havo under
gone great inflation in tho speculation,
lin» figured in the making of rates.
Tho stringency In the cull momy
market induced decided stiffness in the
tlmo money market. There was evi
dence of a. large movement of funds
towards this center, reports indicating
a 'receipt of at least $1,000,000 fron:
credit sources. The sterling exchange
into also foil to below $4.sr>, which is
lower than the point touched during
the last importation of gold. This led
to keen expectation of gold engago
ir.ents iinii closer working of money In
other departments thnn the purely
upepulatlvG reawakened tho expecta
tion that the secretary of tho treasury
would be moved to take sonio measure
of relief for the money market which
he hail refused to do so long n» purely
ppcculntivp requirements were re
stricted. Confidence that such nctlon
was imminent had much to do with tho
lato rally In stocks.
Tennessee Coal was especially nf
fectcd by the conflicting reports that
control had been secured of. the com
pnny In tho optn market, which re
ports were not admitted by present
controlling Interests. • -. ■
Amalgamated Copper showed roslst-
Btico throughout nnd wok prominent In
the strong rally at the close.

sally changed to varying gains.
