I. LAW OF TAXATION.
In relation to all laws on taxation it is enacted, that
whenever fbe Governor shall -perceive that any man suffers
on account of the unjust bearing of a. particular law it shall
then be the duty ot the Governor to free tho man in accord
ance with striot justice, and not enforce that particular
phrase of the law. ' j
2. OF MEN WHO VIOLATE THE LAW.
When a man is condemned to work for the government
according to law, tho land amts may claim tho labor of
the men belonging to their lanas on thoir working days.
But the best way is for the man who has the chargo of the
public labor to keop account of the labor days which tho
land agent has a right to claim, and then let the criminal
first work the govornment.portion of the. time, and after
wards that of the land agent. ' .
3. THE TIME OF PAYING TAXES. "-
The following words shall be inserted in Chapter III.
Sec. 1. page 25; "From the first of October to the end' of
December."
4. OF TRANSIENT LABORER.
Transient persons who have regular daily employment
shall not go to the Tuesday labor of the King but all tran
sient persons who have not regular daily labor, must go.
5. OF SHOAL FISn.
From the eighth section of the third chapter of this law,
which is found on thirty-eighth page, cortain words shall
be erased, as follows; ("If in sufficient quantities to fill two
or more canoes, but not so small a quantify as to fill one
canoe only.)

These kinds of fish shall be divided equally, .whenever .
they arrive at these islands, or whenever they drift along.
6. OF DUTIES LAID BY LAND AGENTS ON THE FISH OF THE PEOPLE.
On the 27th page. Chapter third, Section eight, read thus;
"The people of other lands shall give" to the landlord one
third of the fish thus taken on said land.
7. OF PUBLIC LABOR ON P.AEST DAYS.
If it rains mach on the King's labor, day, so as to darken
the heavens, then it shall bo improper to labor, let the labor
cease as the amount of rain shall require, at tho King's
loss, or the land agent's as tho case may be. But if the
rain be trifling, such as not to interfere with labor, then it
shall continue, and only those who aro weak and benumbed
. shall return. But if tho people prefer to leave the work
entirely, and work on one of their own days, that too shall
be proper.
8. OF LABGE FAMILIES.
If any tenant of a land have a number of children, s6
that he is freed from taxation, then his landlord shall not
be called on to pay on his account. The taxes shall' be
diminished according to the number of working meril
9. OE THE PUNISHMENT OP FISHERMEN.
- In the third Chapter, eight section, page 37th, the fol
lowing words are erased; V'F&r two years he shall not fish ot
all oh any fishing ground." The following words shall also
be inserted in their place; "If he take one fish criminally
he shall pay five, and always at thai rate. And if & canoe
full be taken five canoes full shall be paid, according to the
amount taken, evea to the farthest extent."
