Itumoro About the U B S Bancroft
to Pass Through and Procood
to Constantinople to Bo at
tho Orders of U B Min
ister Torrell
1
Washington Oct 11 The closest
inquiry fails to diacloso any change
in the policy of tho State Depart
ment towards tio Turkish question
and lu particular rospeotiug tho
movomontR of the little dispatch
boat Bancroft v
From tho first officials of both tho
State and Navy Departments bavo
refused to state where the boat was
going further than to make public
the official orders to her commander
Those orders directed him to report
ou his arrival at Gibraltar to Admi
ral Selfridge commanding tho
Europeau station aud take all
further orders from him
It cau bo stated positively how
over rio orders have gone forward
since the original instructions to
Admiral Selfridge nor are any on
tho way touching tho future move
ments of the Bancroft
The vossel upon her arrival at
Gibraltar was ordered by Admiral
Solfridgo to prockvl to Smyrua and
is duo there in a day or two The
Cincinnati is also on the way to tho
same point
At Smyrna are now assembled the
flagship San Francisco tho Minne
apolis and the Marblehead Tho
purpose of the gathering is to meet
the Cincinnati aud Bancroft w hich
bring out drafts of new men to take
tho places of the sailors on tho
station whose terms of enlistment
are about to expire for if they aro
kept longer tho Government must
pay them extra compensation Tho
men relioved are to bo placed on the
Marblehead whose place on tho
station will be taken by tho Cin
cinnati The Marblehead will then
oome home
Naval officers ridicule the idea that
tho Baucroft will undortake to force
tho passage of the Dardanelles for
this would be absolutely impossible
siuglohanded aud even if she suc
ceeded he would be helpless wheu
she arrived oft Constantinople The
probability is that she has beou sent
to Turkey to servo whatever useful
purpose she can oither as a dispatch
boat to communicate belweeu the
lurgor vessels of the United States
squadron or to accomodate Minister
Torrell
That part of tho Bancroft story
alleging that the French fleet would
oooperate ill securing the passage
of tho Baucroft through tho Darda
nelles is absolutely without founda
tion It cau bo stated on unques
tioned diplomatic authority that no
negotiations lookiug to such au eud
have over beou attempted
The essential features of tho
ontiro story are discredited in diplo
matic circles which believe the
published report originated in the
fact that tho Bancrofts admission
to the Bosphorus is desired and
Minister Terrol will use the influeuce
ho possesses on the Porte to bring
it about by peaceful methods but
will not persist if decided objection
ig made
So far as tho United States alone
is concerned the Europeau powers
have no objection to the proseuce of
a dispatch boat in the Bosphorus
Tho objection arises solely from the
90

iaet that it might establish a prece
dent for liko demands from othor
nations
London in Ignorance
London Oct 11 Inquiries mado
at the Foreign Office hero show that
nothing is known there regarding
tho allegod intontiou of tho Uuited
States Government to force a pas
sago of tho Dardanelles with tho
cruiser Bancroft supported by tho
othor vossols of tho Uuited States
squadron in European waters
It was furthor stated that no com
munication had been addressed to
any of tho foreign ponors to sup
port tho United States iu forcing a
passage of the Dardanelles
Washington D C Oct 14 1 ho
littlo dispatch boat Bancroft of
tho United States navy now about
duo at Smyrna has not boen ordered
to iQrce the passago through the
Dardanelles with or without foreign
aid This can be stated on the
direct authority of tho President of
the Unitod States
Thero is no doubt that tho Ban
croft is going to Constantinople just
as fast as her steam cau carry her
or just as soon as Minister Torrell
makes a request upon Admiral Sol
fridge for her services as a guard
boat or dispatch boat in tho samo
capacity as similar light draught
and light armored dispatch boats
are placed at the service of other
friendly nations
The United States is bound to
have some answer from Turkey in
regard to the destruction of Amer
ican missions in Harpoot and Marash
before the noxt Presidential message
goes to Congress
