which came into control of their
country in tho mannor it did

stitution was held in tho month of
October 1891 At this eleotion all
those aliens provided for by Arti
cles 17 aud 19 of tho now Constitu
tion voted Of tho Hawaiians who
voted were those who wore rocoiving
pay from the Government and who
wore compellod to tako tho oath
contained in Articlo 101 or to lose
their positions

olo of a pooplo living in thoir own
country the country of thoir birth
aud in whieh aro their homes being
treated as outcasts not being allow
ed even to express au opinion as to
what thoy want
Tho Hawaiian pooplo do not sup
port nor do they wish tho present
form of Governments nor do they
wish annexation to any other coun
try thoy want tho Monarohical
form of Government restored to
them thoy hnvo tried to regain it
but failed iu tho attempt And tho
result thoir Queen was imprisoned
and a largo number of their rolations
and friends placed iu jail and com
pellod to work liko tho worst of
criminal

bo found that not 10 percent of tho
peoplo would support tho present
govornmout
The country is now ruled by a
minority backed by a well paid and
fully equipped armed forco Can
stability and harmony exist or bo
oxpeoted to exist in tho country
under suoh circumstances

ing them that thoy aro required to
abstain from activo participation in
partisan politics on pain of boing

timo thoir right to vote for whom
they chooso is fully recognized aud

pend iu no wico upon the votes
which they may cast This
action of tho Minister is in line with
tho policy of reform to which the
Cabinot is committed
