garding tho dangers which ho alleges
Hawaii has cause to dread on ac
count of tho influx of Japanese havo
aroused some indignation among the
members of tho Japanoso legation in
this city They say Mr Thurston is
mistaken both in his facta and his
conclusions Tho Japanose Govern
ment has no designs upon Hawaii
and thoro is nothing in tho present
or past condition of affairs in tho
islands which in tho remotest degreo
justifies such an allegation
When the Japaueso first went to
Hawaii in considerable numbers it
was in compliance with the demand
for labor upon tho sugar plantations
Thoy wont under tho terms of a con
vention made only after reported
requests from tho Hawaiian Govern
ment and entered into somowbat re
luctantly by Japan That conven
tion is still in force but can be abro
gated upon duo notico by either
party
A little rnoro than a year ago tho
Japanese Government ouactod a law
by tho tonus of which Japanoso are
permitted to emigrato to those
countries and those countries only
whithor their emigration will not bo
contrary to tho law of tho country
of destination
Several companies havo been
formed in Japan for tho purpose of
promoting emigration under this
law not only to Hawaii but also to
other countries whore emigrants aro
in demand But neither the Japa
nose Minister nor any other Japa
nese ofhcial has any connection with
these companion which aro exclu
sively private business concerns
Nor do those companies promoto
emigration to Hawaii except in com
pliance with the demand for labor
in tho islands
They are responsible for tho wel
fare of tho people whom thoy assist
in Bonding abroad and could not
afford to incur the heavy penalties
which tho law would impose upon
them if thoy sont people indiscrimi
nately to countries whete thoro is
no demaud for labor Consequently
99 out of every 100 Japanese who go
to Hiiwaii go thoro in fulfillment of
agreements for thoir omploymont
upon tho plantations or elsewhero
in the islands Japanese omigration
to Hawaii owes its initiative to tho
Hnwaiiau Government and owes its
continued existenco to the Hawaiian
planters Tho moment their de
mand for labor ceases Japaueso
emigration will oud also

know also that without this class of
docile intelligent labor or some
adequate substitute for it tho chief
sourco of Hawaiian wonlth the
