The report of tho Attorney-General
to tho Legislature covoring the
work tlono under his department
during the past biennial period con
tains much matter of interost und
information and is worthy of a caro
ful peruBal
Wo compliment tho Attorney
General and tho Marshal on tho
briefness of their special reports an
example which to advantage could
havo been followed by the sub
ordinates who are callpd upon to
furnish reports and some of whom
evidontly are suffering from tho
horrid malady known as cacocthcs
scribendi
As usual tho Legislature is told
that more money is uoeded to run
tho department during the next two
years than the amounts expended
during tho past period and the
usual statement is mado in regard to
the earnest efforts to avoid all un
necessary expenditure Tho Attorney
General calls attention to tho in
crease of tho population and tho
largo number of males in excess of
females Ho very properly rofrains
from making suggestions for the
remedy of such an evil condition
but we trust that a ministerial policy
has boon outlined td check and reme
dy a stato of affairs which accord
ing to tho Attorney Generals report
leads to an increase in crime and a
consequent heavier demand on tho
public Troasury
Tho incroaso in tho number of
criminal cases boforo tho Supromo
and Circuit Courts during the five
years of republican I government
as compared with the number of
cases during the five years prior to
tho infamous incident of 1803 is sim
ply appaliug aud not flattering to tho
self styled best govornmont of Ha
waii Tho report shows that during
tho past five years 2150 casos woro
boforo tho higher courts against 710
casos duriug the period from 1888 to
1803 Under such circumstances wo
aro uot anxious to witness tho
greater progress v hioh tho Attornoy
Genoral predicts will occur duriug
the coming biouuial period
The act relating to the lauding
of aliens has been enforced during
the last period with beneficial effect
says tho report Wo preBumo tho
Attornoy Geuoral refers to tho re
fusal to allow a number of Japanese
to land a stod which has brought tho
couutry into trouble with Japan and
probably will cost tho Hawaiian tax
payers a large sum of monoy whioh
could be spent elsewhere far greater

prevent the landing of aliens who
may bocomo a charge upon tho
community or to prevent them from
coming in suoh inmiborB or under
such conditions is well recognized

vided by such treaties Tho Japa
nese Government holds that the ro
fusal to laud the Japanese emigrants
won contrary to tho troaty as does

the forcible deportation of British

for which blundering episode tho
Hawaiian taxpayers will havo to pay
Tho recommoudation3 to tho Leg
islature in regard to a uumbor of
amendments to existing rather than
to defectivo laws are wise and will
undoubtedly havo tho support of
tho Legislature Tbo Attorney
Goneral admits tho advisability of
amending the existing liquor laws
but to our surprise has loft suoh a
suggested change in the laws to tho
initiative of private mombers of the
Legislature In regard to tho opium
laws tho Attornoy Gonoral does not
agrto with tho Marshal aud other
subordinates Tho latter advocate
the licensing of opium while tho
head of tho dopartmout says that ho
is strongly of tho opinion that tho
sale of opium should not bo li
censed
Without entering into any discus
sion on the opium question at pres
ent wo wish again to call the Legis
latures attoution to the evil system
of payiug to informers one half of
tho opium fines imposed on offend
ers No proposition is advanced in
tho roport to stop this nefarious
method which tho Marshal admits
is demoralizing to most police offi
cers and too often leads them to
negloct thoir duties aud commit
perjury to secure couvictions Tho
Attorney General must certainly be
aware of the number of put up
jobs which result in dragging somo
unfortunate Chinaman beforo a ma
gistrate whore ho froquautly ploads
guilty although innocent to avoid
tho oxponso of engaging lawyers
and staudiug a trial In an opium
caso tried here a few days ago in the
Circuit Court it was proven that
there is a general divvy of tho
share of tho fines allotted to in
formers their suporior officers being
kindly roraombered by thoir for
tunate subordinates who of courso
are permit ted under tho circum
stances to run amuok among the
Chinese If tho sale of opium is not
to bo licensed wo hope tho Legisla
ture will put a stop to tho presont
system at least which has tho ap
pearance of bpiug ono of legalized
blackmail
Tho Attorney General finishes his
roport by asking for an appropria
tion for a stenographer and for an
assistant to meet tho greater re
sponsibilities of govornmont what
ever that may bo Tho Attornoy
Gonoral says that under tho presont
judioiary system the dutios of super
vising tho courts of inferior jurisdic
tion nud correspond in rogard to
thoir duties now devolved largoly
upon him instead of on tho Supreme
Court Justices as in former days

From such meager roport of tho
debato as wo have had wo do not
loam that Sonator Davis or any
other annexationist has answorod
tho charge that tho so oallod revo
lution of five years ago was sup
ported and made successful by tho
United States Minister Mr Slovens
and by tho United States vossol of
war If that charge is truo and
supported by testimony so
called revolution was simply an act
of conquost by the Harrison admin
istration tho Dolo govornmont was
a more croaturo of that administra
tion aud therefore a treaty with that
govornmont is farcical
Wo do not learn that any Sonator
has mado a straightforward answor
to tho charge that tho real people of
Hawaii havo uot been consulted at
all iu rogard to annexation
If Senators Morgan Stowart aud
tho rest aro so suro that tho Kana
kas aro anxious to bo annexed they
should oxplaiu why tho Dolo gov
ernment has not given them a chance
to vote on that or any othor ques
tion Dole aud all tho othtr annex
ationists iu Hawaii and tho Unitod
States should bo more than willing
to submit tho question to the peoplo
of tho land if they beliove what they
say for a dooisivo majority for an
nexation would completely dispose
of ono objection
Tho reason why tho annoxationists
havo refused to submit tho quostion
is disclosed by that monstor petition
signed by sovon times as many
Kanakas as there aro voters under
the oligarchy emphatically protest
ing against annexation That peti
tion very thoroughly disposes of tho
claim that tho nativos aio anxious
for annoxation
Finally wo do not loam that any
Senator has offered a good oxcuso
for refusing to consult tho American
peoplo about a measure involving a
radical change in tho public policy
of the United States and possibly
wars as well as an expenditure which
may easily run into tho hundreds of
millions Hero again wo have broad
assertion unsupported by fact

tion is without warrant Tho Amer
