21 1808 on account of the com
plaints mado that tho work in tho
day titno was offensive and un
desirable Tho doathrato in this
oity has not increased since the
change of tho timo for pxcavating
cesspools was made from day to
night
2 Tho tablos of statistics hero
with submitted show that for the 85
day from February 21 1898 to March
31 last tho numbur of deaths in
the city among residents of tho city
was 77 and tho number of deaths for
the 85 days preceding February 21i h
among residents of tho city was 87
3 The physicians and members
of the Board of Hoalth orderod tho
ohauge to night work as a matter of
experiment on account of the com
plaints made above referred to and
did not have any special opinion up
on tho subjoct
4 The Board of Health has taken
no action upon the matter of con
tinuing the work at night As aboro
stated tho change was made as an
oiporiment nud tho continuing or
discontinuing of it will depend upon
the results taking into consideration
all circumstances

1 The Governmont is filling in
for wharf purposes an area of 92000
square feet being a portion of a lot
of land conveyed to tho Government
upon coudition that a cortain other
area belonging to tho Youmans
estate amounting to 57000 squaro
feet bo fillod by tho Government
This is all tho Government is pro
pared to fill in the immediate
future
2 To tho question Does the aroa
now being filled in cover any ground
whioh in a recent controversy over
the wharf quettion in Honolulu
harbor conducted in tho public
press of this city it was contended
should be dug out instead of being
filled in If so how much of said
ground is being filled in or will bo
filled in in the immodiate futurot
1 would state if it is understood
that the area which it was contend
ed should be dug out is tho area be
tween tho wharvos on the Pacific
Commercial Advertiser map then
about 05000 rquaro feet of this area
is beiug filled and a portion of
that covered by tho wharf in tho
map is being dug out
8 Tho wharf frontogo to be
mado by filling already staked out
is 850 feet with a possibility of in
creasing it about 100 feot with loss
that one half tho oxoavation requir
ed by the plan published in the
Paqifio Commercial Advertiser
4 The cost of exoavatiug to give
the 850 feet wharf frontago will bo
17000
5 The amount spent in drorig
iug the Pacific Mail slip so called
would probably oxenyato an area of
170000 iquaro foot considerably
more than that being filled iu and
would give a wharf frontage of
18000 foet This however could not
be done without acquiring property
not owned by the Government

priety of the filling In of this land
is in iesuo oxcept so far as it is cover
ed by tho item in the appropriation
bill for drodging Honolulu harbor
7 I am not awaro that any
membor of the Cabinet haa made
any publio declaration of tho inten

to own all lauds bulow high tide
mark throughout tho country
3 Does the title of the Hawai
ian Commercial Sugar Co in the
land upon whiah it is ereoting a
wharf differ in its nature from the
title of the Youmans estate in tho
land in the neighborhood of tho
limekiln point and now being filled

1 Has tho Government at any
time heretofore interfered with or
objected to the erection of wharves
or landings by private parties
5 Does tho Government now
objoct to tho maintenance of any
wharf or laading heretofore eroded
by private partios other than the
wharf of the Hawaiian Commercial
