don with the co operation of tha

brought out certain essential feat
ures on which all three powers
Great Britain1 Germauy and the
United States appear to ba agreed
At the outset it ft stated that the
determination was reached that the
tripartite government of the group
should come to an end and that
not morn than two powers Jaud
preferably ono should govern tho
islauds It soon developed that an
agreement was not Hue to bo rea
died giving the entire group to oue
power but the chances seemed good
for an agreement that two powers
divide the islands thus giving a
dual government iu place of the
present unwieldy tripartite arrange
ment
It seemed to be generally accept
ed by the negotiators that the Un
ited States would be one of the two
powers to be represented and that
the island of Tutuilla on which the
harbor of Pago Pago is lpoited
would naturally fall to the lot of the
United States It is understood
that the British authorities quito
fully coincided with this view
