LETTER mOM THE PRESIDENTS
London March 13 A parliamen
tary paper containing tho telegtams
sent to tho British Government by
the Presidents of the South African
Republic and tho Grango Freo State
aud Great Britains reply thereto
was issued this afternoon It first
gives the tolegram sent by the two
Presidents to tho Marqus of Salis
bury af follows
Elofm ontein March 5 Tho
bloods and tears of thousands who
have suffered by this war aud the
prospect of all moral and econo
mical ruin wherewith South Africa
is now threatened make it necessary
for both belligerents to ask them
solves dispassionately and as iu the
sight of tho tribune Grid for what
are they fighting and whether the
aim of each justifies all this appall
ing misery and devastation
With this object and in view of
the assertions of various British
statesmen to tho effect that this war
was begun and is being carried on
with the setpurpose of undermining
Her Majestys authority in South
Africa and of totting up an adminis
tration over all of South Africa in
dependent of Her Majestys Govern
ment wo consider it our duly to
solemnly declare that this war was
undertaken sblely as a defensive
measure to maintain tho threatened
iudependenco of tho South African
Republic and is only continued in
order to secure and maintain the in
contestable independence of both
republics as sovereign international
states and to obtain the assurance
that those of Her Majestys subjects
who have taken part with us in this
war shall suffer no harm whatever in
person or property Ou these con
ditions alone aro we now as in the
past desirous of seeing peace re
established in South Africa while
if Her Majestys Government 1b
determined to destroy the inde
pendence of the republics there is
nothing left to us and to our people
but to persevere to the end in tho
course already begun
In spite of the overwhelming pre
eminence of the British empire wo
have confidence in that God who
lighted the unexlinguishablo fire of
love of freedom in the hearts of
ourselves and in our belief that He
will not forsako us and that He will
accomplish His work in us and iu
our descendants
Wo hesitated to make this declar
ation earlier to your Excellency as
wo feared that as long as the advan
tage was always on our side and as
long as our forces held defensive
positions far within Her Majestys
colonies such a declaration might
hurt the feelings and honor of the
British people But as the prestige
of the British Empire may be con
sidered to bo assured by tho capture
of one of our forces by Her Majestys
troops and bIucb we have thereby
been forced to evacuate other posi
tinns which our forces had occupied
that difficulty is ovor and wo can no
longer hesitate to clearly inform
your Government and people in the
sight of fighting and ou what condi
tions wo are ready to restore peace

In tho beginning of October last
peace oxisted between Her Majesty
and tho two republics under oonvon
tions which then wore in existence
A discussiou had boen proceeding
for some months between Hor Ma
jestys Government and tho South
African Republic of which tho ob
ject was to obtain rodross for
tain very serious grievances under
which tho British residents in South
Africa were suffering Iu tho course
of those negotiations tho South Af
ricau Republic had to the knowl
edge of Her Majestys Government
made considerable armaments and
tho latter had coniequontly taken
steps to provide corresponding rein
forcements of the British garrisons
at Capo Town and in Natal No in
fringement of tho rights guaranteed
by the conventions had up to that
point taken placo on the British
side
Suddenly at two days notice the
South African Republic after issu
ing an insulting ultimatum declared
war upon Her Majesty and the
Orange Free State with whom there
have not even been any discussion
took a similar step Her Majestys
dominions wore immediately invad
ed by the two republics Siege was
laid to three towns within tho Brit
ish froutier a largo portion of two
colonies were overrun with great
destruction of property and life
and tho republics claimed to treat
the inhabitants of extensive por
tions of Hor Majestys dominions as
if those dominions had been annexed
to one or the other of them In
anticipation of these operations the
South African Republic had been ac
cumulating for many years past mili
tary stores on an enormous scale
which by their character could only
have been intended for use against
Groat Britain
Your Honor mako3 some observa
tions of a negative character upon
the object with which these prepar
ations were made I do notthink it
necessary to discuss the questiou
y u have raised But the result of
these preparations carried on with
great secrecy has been that tho
British Empire has beeu compelled
to confront an invasion which has
entailod upon tho empire a ccsly
war and the loss of thousands of
precious lives This great calamity
has been the penalty Great Britain
has suffered for having of recent
years acquiesced in tho existence of
tho two republics In view of the
use to which the two republics have
put th position which was given
them and the
calamities their un
provoked acts have inQicted on Her
Majestys dominions Her Majestys
government can only answer to your
Honors tolegram by saying that
they aro not prepared to assent to
the independence either of theSouth
African republic or tho Orango Free
State
Tho correspondence was read in
both houses of Parliament to day
and the concluding paragraph of
tho British Premiers reply elicited
prolonged cheers
