RULE8 AND REGULATIONS
After tho reading of communica
tions from various country members
of tho commltteo tho rules and regu
lations wcro taken up for considera
tion
Tho first nnd second sections of Ar
tido 1 Precinct Clubs passed with
out any comment but when It came to
tho third section thero was a fore
shadowing of lengthy discussions and
an Improbability of tho completion of
the consideration of the rules before
at least two or three meetings
Tho section relates to tho member
ship of precinct clubs Tho words
any number of members shall con
stitute a quorum constituted tho first
bono of contention An amendment
Irsertlng tho words or such a num
ber as the club shall fix was moved
and then came a perfect storm of all
manner of amendments
Tho section was finally adopted
with a fow minor amendments tho
principal of which was tho addition of
tho words unless otherwise provided
hv tho rules of tho precinct club to
tho Words Tho objects of said meet
ing shall be stated in said notice and
no business other than tiiat for which
the meeting Is called as set fortll in
said notice shall bo transacted
Mr Coolho In moving this amend
ment contended that tho rulo as it
stood Was virtually dictating to the
pieclnct clubs Theso organizations
should certainly be given some lati
tude with lespect to their own affairs
This sentiment seemed to prevail and
all contention ceased

more our pooplo will fight and the
more knifing of tho candidates wo will

Section 1G settling tho date of tho
primary club meetings was objected to

It was finally decided to set tho dates
a month earlier In each Instance so
that tho rule as adopted stands as
follows
See 16 Each precinct club shall
meet bl ennlally at 730 p m on tho
first Friday In June or upon tho call
of the district or central committee or
the executive committee thereof and
shall then mako nominations for o di
cers of tho club and on tho fourth Fri
day In June they shall meet at tho
same hour to elect ofTlcers for tho en
suing two years and on tho fourth Fri
day In July they shall meet at tho samo
hour and mako nominations for mem
bers of tho district commltteo and dele
gates to tho Territorial commltteo to
bo voted for at a primary to bo held
on the list Saturday In August be
tween tho hours of 2 and 8 oclock p ra
upon call of tho Territorial Central
committee or its executive commltteo
ENROLLMENT AT PRIMARIES
In taking up Section 17 relating to
tho enrollment at the primary elections
J P Cooke said he did not believe
enrollment should be allowed up to
the tlmo of the closing of the polls
There was absolutely no time to check
the names Registration should bo
closed at least twenty four hours prior
to the day on which tho primary elec
tion is to bo hold This was the Am
erican way of doing things and it

Mr Andrews contended tliat tho rule
