report now verbally Ho had held

night while others were asleep and
thai he had found everything all

concerned While- investigating
he had baen shown tho hooks con
taining the pay roll together with
all the vouchors and he was satis
fied whichwhooks and vouchors are
also open to any who may wish to
investigate as he had done Cotton
Bros1 has had the best of Hackfeld

Superintendent of Public WorkB a
25 commission The necessity for
building the wharf was shown by
the merchants and it was at their
urgent request on acoount of tho
congested condition- of the harbor
for lack of wharfage room that ths
work was undertaken by tho Gov
ernment although without proper
legislative authority The princi
ple nf having the Executive author
ize the doing of a work without
sanction from the Lsgislature yet it
may be needed is wrong and should
be severely condemned But as this
work is done asmall inooma ia be
ing derived from it at this time but
it b for us to refund or repudiate
the act of the Executive

port be made so that it may go on
record That was the proper course
and that the committee Bhould have
its report written The Chairman
-then said inanBwer that verbal re-
portsof the Commit ee of the Whole
does not go on the journal
Long said that he would like to
investigate aud did not believe that
a verbal report should be tmdo on
such an important matter whereby
over 100000 of the peoples money
is being sought to bo paid out- To
which Beckloy replied saying that
the proper course would be to go to
the House and have another com
mittee appointed He reported ver
bally as an individual which was
his right as a member on the floor
but he will not sign any report as
member of anyspecial committee
