IOWA IDEA AS N
EDWARDS SEE IT
Special Corrcsponiloncoof Tim Indk
IUndunt by CJhnrlos AEdwurds
Washington July 18
Since the Iowa idea has been
knocked over tho ropes by tho re
publican party and tlrtfAinerioan
Protective Tariff League has won a
signal victory for the vjiland patters
there has arisen a demand for a sort
of tariff revision that stands a Rood
chance to receive respectful atten
tion at the December session of
Congress It is somethipg radically
different from tho Iowa Mea It
emanates from the Sugar Trust and
is based upon assertions that Ger
man cartel producers intend to
ship enormous quantities of cheap
sugar to tho United States as soon
no the abolition of sugar bounties
recontly arranged for at Brussels
goes into effect on September 1
Tho magnates of the American
Sugar Trust pretend that this con
stitutes a grave danger and that it
is the duty of Congress to pass le
gislation providing for an extension
of the system of countervailing
duties They devoutly believe in
the necessity and benefits of count
ervailing dutiof over since the
United States Supromo Court up
held the right of tho Government to
levy such duties on Russian sugar
Tho Sugar Trust has presented its
demand at the proper psychological
moment that is just when there
publican party is in the market
for dignified campaign contribu
tions It is a poor Trust that does
not know its political opportunity
Considering tho fact that tho Iowa
idea is as exceedingly uupopular
and protection along orthodox lines
still the supreme fetish in high re
publican circled it is not at all im
probable that the sugar monopolys
request that somothiug be done
in a legislative way to protect it
against Europcau competition will
readily be complied with As one
of our most promising infant in
dustries the Sugar Trust must be
given all the protection that jt
needs or thinks it needs ItB cap
italization is diluted with such a big
amount of water that a oontinuanoe
of fat divedends on preferred and
odmmon shares would bo made im
possible by unrestrained competi
tion The Trusts grip upon tho
domestic sugar market roust not he
loosened Consumers are prosperous
and do not mind a little morehloed
ing And tho Trust needs tho
money and the republican party
needs it still more Tho Haveineyer
idea of tariff rovision should bo and
probably will be given a rousing re
ception by tho republican majority
in Congress It up to dao and prac
ticable The men who conoeived it
are neither orauks nor doctrin
aires They are just oortjmon
every day thieves and that olass is
just now in fine fettle and stand
high in republican olroles Toll with
tho people
Still speaking of tho Missouri
delegation In tho Congress of the
United Statos it will not do to igj
nore tho Hon Maocenas E Benton
of Neosho the little rjiaut of the
Southwest Mr Bjutou belongs
to the family of Bentona of Missou
ri of whioh Thomas 13 Banton wab

alive today he would be proud of
the modest little goutleruan who
bears his uaruo with honor and dig
nity in tho national House of Hop
