SALUTATORY
One may begin almost any legitimate
business without asking leave of the
communilycr giving the public elabo
rate explanations of his venture This
privilege seems however by universal
custom to have an exception in the
case of starling a newspaper Probably
journalists have themselves to thank for
this curtailment in therease of a com
mon rigln Being professional bcliev
trs in the doctrfne that advertising is
the life ot business they have been
eager to set forth the merits of theii
wares in advance of practical test and
prolific or reasons and apologies
for their new undertakings Therefore
the editors -Salutatory is looked for
as a matter of cours in the initial num
ber of every nuvypublic journal As it
has been said thajjone might as well be
out of the world as out of fashion the
editor of the Daily Herald has no
oljcction to following the practice in
launching the present enterprise
Within thefew days since word has
gone round that another daily pper
was to be started in Honolulu the
vrriter has heard a variety of opinion on
the project Manyfiave congratulated
Mm upon the intention cordially wish
ing and confidently predicting Ids sue
cess Others havtTbcen outspoken in
declaiming ag unst what they deemed
Ms folly in venturing into an over
crowded field A large number as oui

a prejudice that may do him injury
The why- and the wherefore cf the
Daily Herald may accordingly be
set forth- u
A few months ago the proprietor of
the ZtoVK Bulletin for reasons which
it might be impertinent to mention
lief resigned the prinbipalshjp of the
Reformatory School which hcj had
held for ten years with thcfTitmost
atisfaction to the Board of Education
and benefit to the institution Having
thus lhrowitMmself upon the resources
of his newspaper property and having
been a journalist of varied experience
in the past he assumed the managing

the staff to proportions larger than
even the most prosperous daily news
paper in t hc city as the Bulletin un-
iiqticstionably is could afford to sustain
The writer therefore entirely of his
own accord decided to retire from that
paper provided he could see an open
ing for business on his own account
As the BulUtin fully and satisfactorily
occupied the everting the chances of a
Tenture in the morning were carefully
surveyed The morning paper already
in existence has a field peculiarly its
own as the official organ oTtheprescnt
administration having helcf the same
relation to the late Ministry As the
Daily Herald would not if it could
and could not if it would trench upon

tuency is sought among those we
believe a very largj proportion of the

ent tnorning paper one designed to
exist only on its merits and on which

ased treatment of all public questions

Daily Herald will not be neutral

Herald will he alive to questions of
public improvement endeavoring tc
discuss them intelligently with regard
to necessity opportunity or practica

In matters of news and general edi
ting it would be too much to expect
that the first number should be n sam
ple of what the Herald is designed to
be The editor has- just come from
four months laborious reporting of the
Legislature for the Bulletin which from
the steady confinement in writing posi
tion leaves him in the common par
lance somewhat run down A few
days of outdoor exercise incidental to
the new business will doubtless how
ever have due recuperative cfTct
Again hiving only had two days to pre
pare for publication with the number
less details of work involved in starting
a newspaper there has been no time to
effect any systematic news collecting ar
rangement Once the few difficulties
such as those mentioned arc overcome
the writer hopes from his twelve years
of Varied experience in journalism ex
clusively and about twenty of brcathinj
the air f newspaper offices to be able
to provide the people of this city and
kingdom with as complete and accepta
ble a ddly newspaper as the- constitu
ency can afford

It is pleasing to see the strides in
advance periodically made by the
Oaliu College system of schools The
latest progressive movement consists in
the extension and revision of grading
in the Preparatory School The divi
sion into four departments altered to
three last term is to be resumed with
two gradesin each department Addi
tions of trained specialists have been
made to the staffs of college and school
It was amusing to see the delivery
staff of the Advertiser scurrying round
town yesterday recalling the original
days issue of that paper Someone
had blundered in inserting by author
ity a notice of the appointment of
Hon John M Kapena 83 Collector
General of Custom It nppears the
prochmition was too rrevbus With
such an everlasting scramble for the
loaves and fishes it is a wonder that
such ludicrous incidents are not more
