A DIFFERENCE
It is sometimes said and with truth
that countries from which Hawaii is
supposed to take the cue in civilization
frequently discount this Kingdom in
specimens of bhliquily and downright
dishonesty on the part of public men
More than the general statement in
question must however be adduced
before little Hawaii can claim to
occupy no lower a moral plane in
respect to those having the control of
affairs than the older and larger nations
referred to Without drawing up com
parisons as might be done to show
that there is more opportunity or scape
for official turpitude in those greater
countries than in Hawaii it may be
demonstrated that the public morality
of this Kingdom is of a far lower pro
portionate grade than that of cither
America or England This result may
be obtained by drawing a parallel be
tween the different ways in which
official rascality is regarded and treated
by those great communities and this
much Mlcsserif one Take first for in-
stance the Presidential elections in the
United States If in those over
shadowing national events in the
neighboring Republic one thing has
been demonstrated mora than another
during the past quarter of a century it
is that no man however transcendant
his ability signal his achievements in
the halls of legislation need aspire to
the cliief magistracy of the natibn
whose political record is not clean and
straight United States political history
for the past fifteen or twenty years is
strewn with the total wrecks of brilliant
men wlip shattered their reputations
and thfcu hopes for advancement at
the hands of the supreme people upoii

last two -elections there is no doubt
owing to his inability to clear himself

are caught in any official delinquency
or -in any act designed to thwart the
tree course of the ruling popular will
When any question affecting the hon
esty or integrigity of public men comes
up in Parliament the Government and
Opposition parties vie with one another
iu facilitating measures for afuland
prompt investigation About the latest
instance of this fact is to be found in
the case of charges oT corruption pre
ferred against thecorporation of London
Mr Howell a Liberal member asked
the Conservative Government in the
House of Commons toasSent to the
appointment of a committee to
enquire into corrupt expenditures
by the corporation of London on
bogus meetings the audiences of
which Were hired - for the purpose of
defeating the bill for the reform of the
London government He said he had
sen documents which proved that
members of the corporation had di
vertedaojpooof the pijbiic moneys
JO an effort to defeat the measure be
fore Parliament Gladstone declared

portance and that an enquiry must Be
granted in order to prove whether or
not the greatest corporation in the
country hi misused its trust and
adopted illegal methods to prevent
public opinion or control legislative
action Mr W H Smith First Lord
of the Treasury without admitting the
truth of the charges assented to the
appointment of a committee of en
quiry The correspondent of a New
York paper in transmitting these pro
ceedings added The Government
was loath ta consent to the demand of
the Radicals fora committee to en
quire into the matttcr but it did not
dare to refuse an investigation The
sittings of the committee will be
public
The British Government did not
dare to refuse an investigation which
shows that the majority at its back was
compescd of far different material from
llw subservient crew supporting the
Ministry of Hawaii during the past two
sessions of our Legislature Here
there is nothing our rulers fight so
strenuously against as public investiga
tion of alleged offenses committed
cither in their behalf or for the indivi
dual interest of their supporters who
stand accused of wrong doing And
when enquiry is forced against their
will they lpayc nothing undone to
screen those who may be feund guilty
There were the cases of the Kona and
Kaanapali elections in which the tru
culent Legislature secured two mem
bers in their seats cither of whom
should have been ejected according to
the construction of the election law
by which the other was retained in his
seat Or the case of Kckoa who came
to the Legislature with the judicial
stamp of fraud on his name he having
been convicted in one of the inferior
courts of the Kingdom the judgment
being affirmed in the Supreme Couri
of having gained his seat by fraudulent
practices Yet the Ministry of Mr
Gibson by sheer numerical force of its
slavish following prevented the Legisla
ture from purging its roll of the black
ened name Other instances of chok
ing down investigation or preventing
righteous judgment upon the authors of
undisguised rascality and of travcrs
mgs of laws of the Kingdom by

Again persons of tjie most disreputa
bie character are from time to time
elevated to important and- lucrative
offices of the state Men who have
been tried only to be found wanting
in both capacity and integrity in public
office are frequently seen to have the pre
ference when a new position Is to be
filled or a vacancy in an old one to be
supplied These things are done in
the view of the people of this King
dom but raise scarcely a ripple on the
tropical placidity of public opinion
Even graver offenses against public de
cency have lately become notorious
through more than mere rumor and
although not to be passed unnoticed
by those immediately damaged they
are apparently none too strong for a
national palate so used tq fetid pabu
lum as the Hawaiian has become dur
ing the Gibson administrations
