IMPROVEMENT
Better it is to bejir the ills we have
than fly to others that we know not of
is an old saying bearing the imprima
tur of the great poet It is poetically n
truism but practically its correctness
Upends upon the use that is imde ol
it It is the one article of the creed of
a barbarian but it is not the language
of enlightened enterprise that sees diffi
culties only to overcome them and
endures ills only so long as the whirli
gig of time imposes inevitable restric
tions on their removal It is well to
be cognizant of whatever ills surround
us but to be forever cataloguing them
duelling upon them and discussing
them without doing anything for their
removal is the kind of thing that usually
possesses the attention of the chronic
growler otherwise styled croaker but
when ills arc discussed solely in con
ncction with ways and mepns for their
removal is when the reformer comes
in The peculiar merit of reform lies
not in magnifying disadvantages but in
getting rid of them
As regards public affairs in Hawaii
the period of growling has extended
quite far enough and it must be patent
to everyone that events have arrived at
that stage that further discussion with-
proposals of a definite
character can be little ulse than idle
croaking Everyone wants somebody
else to do something and the air is get
ting thick with objurgations because
that somebody persists in doing
nothing Has it come to this that the
public mind has dropped helplessly
into the rut of chronic growling and
become hopelessly hypochondriac with
rcard to the public affairs of the
country If our politics arc in a mud
die anu abuses arc rile as everyone
alleges where is the movement for
retrieving our fortunes and placing our
selves in a better position both for our
own delectation and for the good name
that we profess a desire to maintain
abroad We have heard it said by
many persons of influence that their
highest personal ambition is now to
dell all that they have and not give
to the poor1 but get up and leave the
country Perhaps it would be well for
all concerned if such patriotism should
succeed in migrating to other shores
for then their places might be occu
pied by better men And it is prob
ably due to the large proportion of
citizens of that class in this Kingdom
that progress in the attainment of a
respectable position as a nation is so
exceedingly backward If those who
know the methods by which political
stables have been cleansed were dis
posed to throw the weight of their
influence in with others whose privi
leges have been more limited and
whose experiences have been con
fined to the small area of the Hawaiian
domain for the purpose of reforming
the nation great results might be ex
pected
In other countries favored with well
developed systems of constitutional
government there ore it is not denied
many abuses Fraud and mismanage
ment abound but the rascalities of
public officials are borne with impy
from the consciousness on the part of
the people that the remedy is in their
own hands that they alone hold the
check reins of power and that estab
lished laws and usages give them peri
odically full opportunity of drawing
the reins and hurling from their high
places the abusers of their trust
It is riot sojn Hawaii The people
do not control lie acts of their rulers
cither directly or indirectly The ma
chinery of government is so fixed and
arranged that public offieialscan afford
to simp their fingers at the people for
whose benefit they ate supposed to
govern
Until measures are taken by the
citizens to bring the ruling party under
the direct control of the laws and to
bring officials within reach of the
ar arm all discussion of public affairs
denunciations of wrong mcarthing of
scandals jibes and jeers at foreign mis
sions howling about bad roads and
muddy streets cxjvsures of public
character and the like fall pointless to
the ground While the constitution
if the country gives the manipulation
of public affairs absolutely to one man
or to a certain body ol men the people
may count on it that these privileged
ones will ride their commissions as far
as they will carry them It is not the
change of a Cabinet or of a dozen
Cabinets the removal of one or of a
hundred objectionable and useless offi
cials that will remedy the political ills
of the country Affairs can only be
straightened out by fixing the source of
power where it ought to be in the
hands of the citizens
Evidence was taken before the Chief
Justice yesterday in the case of man
slaughter charged against Kalahclc
Defendant was committed for trial for
manslaughter in the third degree at
the June Term of the Second Cir
cuit Wailuku Maul It appears that
defendant struck a horse on which n
Chinaman nanfcd Chun Koon Kung
was riding the horse backed and
threw the rider and a cart ran over
and killed hitri
