Whatever may have been behind
Mayor Yelfcrs opposition to the
Nineteenth street franchise for the
Paducah Traction company his stat
ed objections last night went to pieces
on Investigation
InestlgatlonH
It was at first understood that he
disapproved granting a franchise that
would expire on a date different from
that set for the expiration of all the
other franchises possessed by the
Paducah fraction company This
same question was considered by the
general council before the ordinance
WRS adopted The facts on which the
general council acted were these
Al the other franchises cxplro at
one time This Ilttlo line from Sev
enteenth street and Broadway to
Nineteenth street and I the Mayfleld
road could not be profitably operated
without tho other lines Conse
quently It matters little when this
franchise expires as all the other
linos can be sold to ono purchaser I
when their franchises expire without
hindrance by this branch
Oversight In reading seems to have
Interfered with the mayor acquiring
a proper conception of tho scope of
tho franchise ordinance lie says
the citys Interests are neglected and
tho city solicitor did not study the
ordinance
City Solicitor Campbell set tho
mayors mind at rest concerning this
when he replied on tho floor of the
council that he had read the ordi
nance
Ho said section S provides for
amendment of tho franchise at any
time at the pleasure of tho general
council Sections 4 and 8 read as fallows
Section 4Tho city of Pailucah re
serves tho right to regulate and ion
trol tho speed of the cars frequency
of trips and fares charges by the pur
chaser successors or assigns pro
vlflod thaTiho fnrn hn1r11ot bl lfi
than five cents for one trip for adults
and half faro for children under 12
years old and no fare for children
under five when accompanied by an
adult and that a transfer shall be
given for ono continuous passage to
aDY other lino In the city of Paducah
owned or operated by the purchaser
Section 8Tbls ordinance may ho
amended at any time by tho general
council and tho city reserves the
right to adopt from time to tlmo such
ordinances < is It sees fit controlling
and regulating the cxcrcko of tho
herein granted franchise
duccd quite a sensalon In time city as
his many friends thought they were
living happily together
