II One Method Contemplates a Draft—What Montana's Share Might Be. Washington, D. C.. April 1«.— Plans for putting; Into effect in Montana and the other states the draft that is to raise 1.000.000 men for an emer gency army are being matured rapidly, spite of the fact that conscription will not be resorted to the first thing. While tlie plan of selective conscrip tion under which the general staff proposes to raise this army from the young: men of the nation has not yet been approved by congress, it seems probable that any plan the adminis tration puts forward will have the first approval of the law-making; body and therefore the selective conscrip tion, or forced draft plan, as tho army men call it. ma> be regarded as ul most a certainty. i 'Hie first increment of the einer I u :,v> army has been estimated rough ly at 500,000 men. It will l*e raised on a baMs of population and an aver ;iire of 1.S00 men lor each congressional district is the quota prescribed by the military experts as a basis of drafting for the army of 1,000.000. There are 4ö 5 congressional districts in the Fnited States and an average of 1.S00 1 er district would be a total of 782,000 men. Adding to this number the na tional guardsmen would bring up the total to around 1,000,000. I On this basis the war department lias figured unofficially that Montana ought to raise 3,600 men to help to make up the first increment, or 1,800 I per congressional district. After the call comes registration I laces will be established all over Mon tana at which all men between the I axes of 19 and 25 must appear and give information regarding themselves. Registration Is compulsory and there is a heavy penalty attached to failure to register. The fact that a man may be exempted from service, under the law, does not permit him to fall to register if he is between the ages men tioned. The exemptions are persons physi cally or morally unfit to serve; for persons having dependent relatives: for those whose services are needed by the government elsewhere and for those who have religious or conscien tious scruples against war. Alter all this Is done, the govern ment will first call the 25-year-old 1 lass to the colors. Then the 24-year old class will be called; then the 23 > ear-old class and so on down, with the prospect that the 19. 20 and 21 >ear old classes will not be needed to fill up the first increment of 500,000 men. When the first increment has been trained, however, the men who are now 19, 20 and 21 will be called to form another Increment of 500,000 men. This may take a year, and possibly a year and a half. It must not be understood that the .000 men that Montana must pro id© for the emergency army of 1,000, 000 will be all the state Is expected to provide. On the contrary, Mon tana ought to provide fully as many, if not more than this number, to fill up the regular army and the national guard. The enlistment of men older than 25 is desirable for this purpose, array officers say, since the younger men will be called later anyway. The idea of the government in call ing for the 25-year-old class first is that this class will be much smaller than the younger ones. The older a man gets the more he is liable to ex emption for dependencies, disabilities, etc. In the next year the regular army, the present national guard and the emergency army will go through such training as never before seen on American soil. Rigorous training will he given daily in leaping trendies and bayoneting dummies; in running a bayonet through a small Iron ring; in setting up barbed wire entanglements, building trenches, wearing gas masks, throwing bombs, machine gun exer cises and also, in the case of many, the use of aeroplanes. The present regular army, to al most all Intents and purposes, in as ignorant of modern warfare as the newest recruit and even the regular army will get its share of this training. It is hardly conceivable, military ex perts say, that the United States will ever send an army to any other than the French front, and the training that the United States army will get ill be based on that assumption. IMPRESSIVE CEREMONY FOR YOUNG BUTTE BOY Father Lowney Celebrates His First High Mass at Sacred Heart Church. The celebration of his first solemn high muss by Rev. Father James Low ney. a Butte hoy, at the Sacred Heart ohurch yesterday morning at 10:30 was the most impressive ceremony held at that church in years. Former resi dents of the parish gathered from all quarters of the city out of respect for the young man who had chosen the sacred calling. The fact that class mates at the Sacred Heart parochial school acted an ushers and sang the mass gave additional interest to the ceremonial w hich was attended by 20 priests, including Monslgnor Day of Helena and -Monslgnor De Siere of St. Patrick's. The sermon was preached by Rev. James A. Williams of Sioux Falls, 8. D., who spoke on the dignity of the priesthood. In the afternoon Father Lowney was a guest of honor at a luncheon at the Finlen hotel at which Rev. Father Venus, the host, presided, and when toasts were honored by Rev. Father Williams. Rev. Father Duffy, Monsignor Day and Father Joyce. Father Lowney will return east and come back to Butte in June for a visit with his mother and other relatives. MISSOURI COAL MINES AGAINJN OPERATION Kansas City, April 18.—Work was resumed today In all mines of the Missouri districts of the Southwestern Interstate Coal operation association, according to advices received here by W. SERIOUS FIRE IN AN OCEANSIDE TOWN New York, April 16.—Fire today vept a section of Rockaway Park, one of the finest cottage residential sections of Long Island. The flames started in a boarding house and. funned by a gale, made rapid head way toward the ocean, destroying val uable houses and getting beyond the control of the Rockaway authorities*. Fire apparatus has been Bent from this city. The property loss thus far estimated at several hundred thou sand dollars. Gates, a ancher living near Whitehall, against the Consolidated companies, charges of a serious nature are made. The Con solidated companies is a »3,000,000 cor poration and Mr. Gates alleges In his complaint that through misrepresen tations the representatives of the Con ,olldated companies Induced him to turn over his stock in the National I.ife Insurance company In return for "con vertible ownership debentures." Mr. Gates in the complaint asks that the court make an order declaring null and void the certificate showing that he purchased 102 convertible owner ship debentures issued by the company. He also asks that the agreement made with the Consolidated companies on March 26 he canceled and set aside and that the Consolidated companies be compelled to restore to him his cer tificate for 100 share* of the capital stock of the National I-tfe Insurance company. Mr. Gates asserts that al though the Consolidated company is a three million dollar corporation only 23 shares of its capital stock have heen subscribed and fully paid for. BROTHER OF J0HN~D. ROCKEFELLER IS DEAD Cleveland. April 18,-Frank Rocke feller, 72. youngest brother of John D. Rockefeller, died yesterday in hiB apartments in a hotel from a stroke of paralysis and a blood clot in the brain as a result of a relapse he sustained following nil intestinal operation a month ago.
