The collection of the national income tax, saya an exchange, naturally enough embarrasses our people, as they have the whole routiue of the business jet to learn. Complicated as it may seem at first sight, however, it is simple enough when once understood. By the law, every man is required to make a true return to the assessor of his income.. Bear in mind that it is the duty of the people to call with the assessor and make their return ; and this must be done on or before the 1st of May. Persons neg lecting to do so will be called upon by the assessor, and fifty per cent, added to the tax. A penalty of 8500 is imposed for a false or fraudulent return. By applying to the assessor, persons will be furnished 4with blank papers, by which any one can readily make out his return without difficulty. The income tax applies only to those whose net yearly income exceeds 8600. - In ascertaining tke income, the gross receipts are taken, and the gross expendi tures. In the expenditures which are to bo deducted are embraced the entire cost in carrying on business, including rent, clerk hire, insurance, freight, fuel, &c, the rent of th6 property, occupied as a residence, interest on bonds or stock on which three per cent, has already been deducted, &c. Farmers will deduct their hired labor, with the cost of subsisting the same, the necessary repairs on the interest farm, and the insurance and the on incumbrances on the farm. . After deducting all these expenses from the gross revenues, a tax of three per cent, is imposed upon the excess over 6600 of each man's income. Persons whose net income does not exceed that sum pay no tax, unless they have silver ware or carriages, upon which a specific tax is imposed Get Out of tiie Draft! We believe the necessary amount of money to pay a bounty of $200 each to the quota of Ebcns burg boro. under all calls of the President for men is raised. If so, would it not be a good idea to expend the same for the purpose for which it was origiually inten ded ?. We have already nineteen men sworn in to our credit, and bounty paid, with five more (so said) to raise. These five, we think, with the proper exertion, can be easily secured, and then Ebens burg is free from draft! The labor in this instance would be well worth the pains. Payment of the Militia. It was officially announced, last week, that a paymaster would visit Ebensburg on Thurs day, May 26th, to pay company comman ded by Capt. Evans ; Carrolltown on Sat urday, May 28, to pay company command ed by Capt. Cole, and Wilmore on Tuesday, May 31, to pay ; company commanded by Capt. Hughes all militia of the summer of 1862. In consequence of something or other, however, this announcement has been nullified. The probabilities, there fore, are that the militia will be required to "wait a little longer" before pai l. . being -? Coal. By refeience to a new adver tisement elsewhere, it will be seen that Wm. Tiley, Jr., has become proprietor of the celebrated "Tiley coal-bank," at Lilly station, P. RR., Cambria county. Those who have ever used this article of coal arc loud in their praises of its superiority. Mr. Tiley tells us that his coal could be delivered here, by the truck load, to cost not more than eight cents per bushel. Seeing that our citizens now pay twelve cents per bushel for an inferior article, we think it would prove a paying speculation to patronize our advertiser. Bounty Sharks. The Legislative Record sets forth that on Wednesday, 20th inst., in our State Legislature "Mr. St. Clair, chairmarr of the committee on military abuses, in reference to defraud ing recruit3 and veterans out of their bounty. money," made a lengthy report. It is very damaging in its statements with regard to Col. White, of the 55th Penna. Vols., Captain Walker, of Co. M, 2d Pa. Cavalry, and several other officers." The report was ordered to be printed, but we have not yet seen a copy of it. Ciianged Hands. Last week's Demi & Sent, contains the valedictory of Mr. James S. Todd, who retires from the chair editorial of the concern under the pres sure of increasing bad health. . Col. M. Hasson will be the new editor. - Died : At the residence of Mr. James Myers, Ebensburg, on the 23d inst , of inflammation of the lungs, Mr. John Evans, (Carpenter,). aged about 60 years. The remains of the deceased were in terred in Lloyd Cemetery on Sunday. LOCAL CORRESPONDENCE. Johnstown, April 25, 1864. - Dear Allegha man The elopement which I noticed a short time since has had an unusual sequel. The disappointed lover has offered himself to another fair one, been . accepted, and the intended father-in-law agrees to start him in busin ess, provided he makes a kind and worthy husband for his daughter. As he is really a meritorious-young man; I hope his lady love in this instance will not prove fickle. Lieut. Emory Fisher, of the Colorr ed Vol's., was in town last week on brief furlough: He looks well, and expresses himself pleased with his position. His regiment is stationed on the Peninsula, in the vicinity of Williamsburg. ': S. B. Bathurst, whilom a school teacher in this place, but for the past two years Orderly Sergeant of Captain Bonaker's company, 54th Pa. Reg't, is also home on furlough. Serg't. Bathurst has re enli&ted, and his intelligence and bravery will doubtless soon be recognized to his advancement in the service. His hosts of friends in this locality wish him the suc cess he deserves. . Capt. M'Donald's company left last week for their rendezvous, in Chester county. Enough recruits were Eecured to fiill it to the maximum. Quite a number of deaths have occurred here during the past week. Among them I notice the decease of the mother of Esquire Flattery. She had leached the ripe old age of 84. The plasterers and carpenters arc busily engaged upon the new Catholic church in this place, and it is designed to finish it by the 15th of August next, if possible. The erection of the build in i is suDerin- tended by G. W. Easly, and the plastering now. under headway is contracted for by Butland & Thomas. The foundatiou for the new Lutheran church is about completed, and the balance of the work will be pushed raoidlv. . The trenches for the foundation of the new Presbyterian church are laid out, and it is the design to fioish this building also during the coming summer. The stone masons have begun work upon the new woolen factory. It is to be a mammoth building, and will reflect credit upon the enterprise of those who have the matter in hand. A. J. "Hite, formerly a compositor in the Johnstown Democrat, is now assistant editor of the Pittsburg Post.
