Last week wt > spoke of political societies

upon whatsoever i r olitical principles I
f might best suit those forming them The
subject is one to be well considered by
every citizen of this Territory for no
where is there less political education
t than in Utah and no where is there
greater need of it Political education in
the American States and Territories is as
essential as common school education
The genius of a government deriving its
powers from the people and act
ing through representatives everywhere
Ii
is so to speak a new departure in govern
1 mental experiments The Democracy of
Athens was in no respect like it for there I
the Democracy was thepower exercising
the power The English Constitution is
our prototype but we are so unlike it in I
1 fundamental theories which are but
badly understood as to lead many to
f think we are the same in a new dress It
I i only The English Constitution was the
irowth of centuries and its moclmca
f tions are all made by time The Ameri
can Constitution was created and formu
I lated by conventions conventions whose
inspiration came from English institu
I tions as modified by colonial charters and
new surroundings Inspiration also
I came from France and the ideas
of Voltaire of Rousseau of Did
erot and the encyclopedists found a
partial but practical expression in the
American Constitution and it is changed
only by amendment The English Consti
tution was founded upon the rights of
classes while the American Constitution
was founded on the rights of man King
John signing the Magna Carlo at Run
neymede was King John recognizing
the rights of the barons and
the existence of the Feudal system
while the refusal of John Hampden to
pay his eighteen shillings and thereby
plunging the nation into civil war was
the middle class asserting its rights and
privileges William of Normandy at Sen
lac had asserted the rights of force and
the crown while the attempts of Wilkes
and Bradlaugh to have the laboring
classes recognized have been 1 but partial
in their success The extension of the
county franchise has done much in this
direction but more remains In England
constitution was crownaristocracy and
middle classes the stepping stone to aris
tocracy In France up to the revolution
it was crown clergy and thiers clot
Since then it has been empire restora
tion republics coups d etat and anar
chy Today it is the Republic with the
masses content but with Communards
threatening In the United States it is
the General Government ana the state
governments with the people every
where in the ascendency
These are preliminary studies for politi
cal societies and must be mastered An
other thing thatmustbedone inUtah in ac
quiring political education is to study the
source of our political power the Organic
Act and the manner in which we ac
quired it The interpretation of the
Organic Act will be various and to have it
remain various is a thing much to be
wished for The recognition of the source
necessarily lead to its exploration and
in exploring the Constitution it will be
found that the Supreme Court of the
United States is by the Constitution it
self given the power and authority to
decide all questions arising under
it and not the Dcxerct Evening
News nor the Salt Laic Tribune
Having learned this it will be well to
search the decisions of that court to find
whether the Constitution being torn to
tatters and then ground to pulp to
print tex t cathedra rulings on and then I
there will be no more or not so much

searching in Spain for that fact and find I
ing evidence of it in earthquakes at Ma
laga Having escaped Scylla beware of
Cfiarybdis for while one would Head to
ely sian fields the other may cast you

The Young Mehte Mutual 1 Improve
I ment Associations of the Salt Lake Stake i
have been holding a conference in this
city and have created some talk by their
action in regard to the crusade now
going on What is this crusade and
what are these persecutions with which
the air is filled and whose cries rend the
car It is simply this a continued prose
cution of a continued violation of the laws
of the United States It is simply what
Should be so long as the laws under I
which indictments are brought remain
upon the statute books The repeal of
the law of 1862 the Poland law and the
Edmunds law has never once been called
for by the Peoples Party Their plat
forms have never mentioned them and
have neithersuggested what should be
nor what should not be Montague Tigg
has been a chief adviser and how not
to atlL their whole policy
The assembled Associations have

spiracy agaihsHhe peace and liberties of
i the community of Latterday Saints
generally and our parents and friends
I particularly and so forth
I The Associations should have gone

farther and told suffering humanity
where the conspiracy is and whom they
suspicion as beingat its head If we are
wrong in our surmises correct us if we
are right say scf for here is the cons pir I
acy and these the conspirators A de
termination by United States officers to
enforce the United States laws against
polygamy in United States Territories
The chief conspirators locally are Chief
Justice Zane United States Attorney
I Dickson and United States Marshal
I
Ireland and at the back of these arch
I
conspirators there stand men whose
names are alien and strange in I
Utah and among these unknown names
are Grover Cleveland Thomas Bayard j
Lucius Q C Lamar Augustus H Gar j
land ea parte Garland and others Had I
James Buchanan had in his Cabinet such
advisers and keen lovers of the Consti I
tution as these Associators the conspiracy I
which went on in his very presence
would have been detected and crushed I
in its incipiency and many mil
lions of treasure and many hun i
dreds of thousands of lives would
have been saved and Grant would
never have known Is it not time
to bring these conspirators to justice and
call for their impeachment To know of
a conspiracy and not denounce it is to be
accessory before the fact
Evidently something is wrong in the
enforcement of the laws made in pursu
ance of the Constitution and itis of great
it is of vital interest to the people to
know what it is Is it the law that is
I wrong or its enforcement Which

HUMOR this morning says that Mri i
Dickson has been removed from his
office Knowing the effort was being
made at Washington to have it done
wemade an investigation only partial
true and find the rumor to be based
I
upon the fact that there has been a
strong effort made to have Mr Dickson
removed The effort was started here
and at Washington was furthered by ex
Delegate Cannon and Delegate Caine
But it is satisfactory to know
that the effort was futile and that Mr
Dickson will without doubt remain His
efforts to enforce the law are known and
appreciated in Wasnington and conspir
acies gotten up on affidavits will do no
good even when sanctioned by the Peo
ples Party Gentlemen your game and
I your craft are known and they have be
come naught

HKPERS Magazine for April is excep
tionally good and contains as a frontis I
piece a fine portrait of Abraham Lincoln j
from a photograph in the possession of I
W P Garrison Esq It is doubtless in
tended as a rival to the Daniel Webster in
the Century for March and if so is in all
ways successful The portrait shows
what is so characteristic of all Americans
who have been exceptionally strong in
stormy timesthe large rather coarse
but firm set mouth It was the same in
Washington it is the same in Grant and
is entirely different from the finely cut
mouths of the heroes of English freedom
W H Russell Bull Run Russell has
a very entertaining article on The
Prince of Wales at Sandringham It is
well illustrated and the portraits are very
life like those of the Prince and his son i
Albert Victor being better than that of I
the Princess one of the most beautiful
and charming women of Europe The
illustration on page 762 of the Princess
driving past Alexandra Cottages will
recall her to many as they have seen her
driving down Piccadilly to Hyde Park
Corner with only her little girls and a
single footman It is the Princess not
the Prince who makes royalty respected
in England
