And Discipline The Process by
Which iTIesa Are Transformed
into a Rigid military
Machine
Martial music is heard here from early
morning until late in the closing day
The sound of drums
and fife was my
reveille after my first nights sleep at the i
best hotel in the place when I sprang
from bed to find out what was up I saw
a battalion of infantry marching past mr
window onits way to the drill ground
And how well the men marched to be
sure I The New York Seventh or the
Brooklyn Twentythird could not keep
step more accurately or take such long
and swinging strides Every foot was
lifted quickly and just high enough all
heads were held up straight the guns
were evenly shouldered and the battal
ion as it marched down the street re
minded me of a coat of chain armor all
the links being closely knit and very
strong and yet the whole light and sup
ple When properly clothed I ran after
the sojers as eagerly as any schoolboy
would have done The Place dArmes a
vast open field was full of men in uni
form and all were hard at work The
first thing that struck me was the close
attention being given to individual in
struction to gymnastic exercises and to
bayonet drill A noncommissioned
officer took the greenhorns one by one
and drilled them separately hekept each
recruit work for a long time and care
fully criticised and corrected each move
ment if made incorrectly All of this
was done under the eye of a commis
sioned officer but he did not say a word
while was on the ground to any of the
men He was very courteous to me
however and gave me much useful in
formation A great deal of trouble is had
in teaching the newcomers the step it is
the same oldfashioned one invented by
Frederick the Great and the movement
looks somewhat automatic or mechanical
Some military critics assert that it is
fatiguing but I do not know about that
and certainly German officers deny it
most energetically The stride is 313
inches and the cadence 112 per minute
that of an English soldier is 30 inches
stride and 116 cadence that in the United
States is 28 inches stride and 90 cadence
in common and 110 in quick time This
shows that the German infantry would
gain 48 inches every minute on the Brit
ish and almost a mile every hour on the
Americans Even the French who are
notoriously shortlegged are ahead of us
in both stride and cadence But the
troops over here are
MUCH MORE HEAVILY WEIGHTED
Than they are in America There are a
few things that a soldier ought never to be
separated from his musket his cart
ridges his haversack and canteenand his
knapsack but the knapsack ought to be
reduced to the smallest possible compass
After ainan has 1 carried it day after day
through long and weary marches he will
find it sufficiently burdensome no matter
how lightly it may have been packed at
the commencement of the forward move
ment The Germans however do not
lay much stress on the importance of
carrying shelter tents in the field and I
am not sure but all armies would be bet
ter off without them Campaigns are
won as much by legs as by arms and
20000 men capable of marching 30 miles
in a day are equal to 30000 men who can
only manage 20 remarked a Major in
my presence These Germans are stout
bodied fellows used all their lives to en
dure fatigue and a few pounds of over
load in their knapsacks will perhaps not
tell on them as it would on American

Besides exercises in marching and the I
manual each German soldier is required
to pass a certain time each day at gym
nastics of varied sorts this soon enables
the most awkward peasant to leap over
wide ditches and high fences with all the
grace and ease of a trained club athlete
As for the bayonet drill instead of being
an affair of show on the part of the whole
company it is
A VERITABLE FENCING MATCH
The men are paired off each couple fenc
ing with their bayonets fixed as though
they really wanted to kill each other
They wear masks padded protectors
cover two thirds of their body and but
tons are on the bayonet tips Aside from
the knowledge of how to use this weapon
to the best advantage in a handtohand
struggle this system is in itself an excel
lent gymnastic exercise and one that is
highly enjoyed by the men When two
armies are drawn up face to face and
when the cannons have been pounding
away for hours a time arrives when the
troops must be thrown at each other
when closequarter fighting must decide
which side the God of battles is going
to let remain in possession of the field
It is when that time comes that victory
will be mighty apt to perch on the colors
of the most steady battalions where the
men know how to make good use of the
weapons that have been placed in their
hands The Germans ought never to
quail before the enemy they are so well
disciplined It is discipline alone which
begets that confidence that every soldier
should feel which renders them unflinch
ingly brave and fixes them steadfast to
their flag The townsman as well as the
peasant is of a patient phlegmatic dispo
sition and his sluggish mind is easily
bent to discipline Accustomed to a life
of hardship they both support the labors
and fatigues of war almost without a
murmur and obey witnout reiiecuon
Nothing is more striking than tho rapid
ity of their movements except of course
the rigid accuracy and inelasticity of the
preliminary drills that I have already re
ferred to it is believed in the German
service that perfect regularity silence
and steadiness are of the utmost moment
especially in changing position under
fire Companies and battalions at drill
or on parade are unbending and are ap
p but an iron mass of rifles and
steelcapped helmets No one can see
the infantry at drill without being im
pressed by the rapid pace of their un
wavering solid lines No other country
protects its army so excellently from crit
icism by press or people as Germany
and yet the men are
RULED WITH AN IRON HAND
The social difference as well as that of
rank between the common soldier and an
officer is far greater than it is in any other
country The soldiers of France though
animated by the general warmth of their
climate and their wine are dry and small
in body but of strong sinews and a lively
imagination They are quick active
susceptible to enthusiasm and march
with great rapidity but they are sadly
lacking in discipline Their enthusiasm
for fame and their egotistical love of
country fills them on occasion with won
derful ardor and eagerness for the fray
but they are as changeable as the wind
simply because officers and men refuse to
depend on each other Political absurd
ities reckless chauvinism and absinthe
drinking have seriously interfered with
discipline in France and too often the
distance between officers and privates is
bridged by convivial and social indulgen
ces And mind you discipline in the Ger
man army does not apply onlyto men in
l
the ranks it applies also to all who hold
commissions Discipline runs the mili
tary machine from the latest conscript all
the way up to the palace in which the
Emperor William sleeps every night
when in Berlin on an iron camp bedstead
From the moment he enters the service
a German officer is governed in all he
ucns by strict discipline and his ideas and
thoughts are formed in a professional
direction by the social life thathe is now
compelled to lead There are casinos or
military clubs in every regiment to which
ever officer pays admission fee also so
much every month as dues In many
regiments he brings with him a silver
knife and fork and spoons of the regula
tion pattern all of which he leaves be
hind him on quitting the corps Dining
at mess is except as regards the seniors
and married officers almost compulsory
for it is considered that an officer ought
to prefer the society of his brother officers
before anything else and tothink himself
nowhere better off than in their com
pany Absence from mess or casino fel
lowship is sure to bring the offender a
hint that if he has so little taste for the
society of his comrades he had better give
them up altogether and go out ofthe ser
vice As a general thing barrack acciom
modation is limited and about onefifth
of the entire armylived permanently
cantoned private buildings it is conse
quently only a proportion of the officers
who have quarters in barracks and these
are the youngsters not only because they
have no great amount of money but also
because they were the ones who are
obliged to oversee the workof instruction
that corporals and sergeants are con
stantly giving the men I asked an old
captain who lives here in the hotel why
the seniors reside away from the barracks
and he replied Our living in barracks
would be a restraint on the juniors the
probable result would be that we should
get into the habit interfering with them
at drill and thus destroy all initiative

construction of Indian School Building at
Grand Junction will be received at the office
of Indian Affairs at Washington D C until
Saturday October 24th at 12 oclock m The
building will be two stories main part GOt3C
feet with two wings each 59x19 feet Bids may
be made for a brick building with stone foun
dation and for a building entirely of stone
Complete plans and specifications of the work
can be examined at the office of the Mesa Co
Democrat of Grand Junction News of Den
ver Republican of St Louis and Times
of Chicago
Contract will be awarded to the lowest re
sponsible bidder or bidders subject to the ap
proval of the Secretary of the Interior the
right is however reserved to reject any and all
bids or any part of any bid if deemed for the
best interests of the service Proposals must
state length of time required after approval of
contract for completion of building as the
time required will be taken consideration
Each bid must give names of all parties inter
ested in parties to it and must have attached
to it copy of this advertisement
CERTIFIED CHECKS
Each bid must be accompanied by a certified
check or draft upon some United States depos
itory payable to the order of the Commissioner
of Indian Affairs which check or draft shall
not be less than five per centum of the amount
of the bid and shall be forfeited to the United
States in case any bidder receiving an award
shall fail to execute properly a contract with
good and sufficient sureties accordingto the
terms of his bid Bids not accompanied by a
certified check draft will not be considered
Parties receiving awards will at once enter
into contracts The contract may provide for
three payments two of which wall be made at
such stages of the workas will fully protect the
