sued his manifesto to the electors of Great
Britain and Ireland saying The Liberals
are appealing to the electors for
support un
der false pretenses The Liberals have
flagrantly violated the solemn pledges made
to Ireland and should be denounced The
coercion practices resorted to under their
regime were the most brutal of coercion
measures Juries were packed in an un
precedented number of cases with shame
lossness and innocent men hung or sent to

Twelves hundred persons were imprisoned
without trial and ladies were convicted
under an obsolete act which was directed

Still Raining
SAN FBANCISCO November 2OIt has
rained almost steadily throughout the State
for five days It cleared off this morning
but is raining harder than ever tonight
The total fall for the month up to 8 oclock
this evening is 87 inches This has never
been exceeded except perhaps in the year
1849 when 1182 inches fell during October
and November Judging from the rainfall
tonight the probabilities are that before
the present month is ended this record will
be exceeded Reports from Los Angeles
tonight state that portions of the Southern
Pacific Railroad between Sepulveda and San
fernando have been washed out and the
San Fernando tunnel caved in in several
places The damages are not however con
sidered serious
A dispatch tonight states that Charles
Crocker vicepresident of the Southern Pa
cific Company and party who left some
days ago for the East are detained by the
floods on the Colorado desert They have
started back on their return to this city
The Southern Pacific has sent out construction
ion trains to all points where the washouts
are reported Heavy washouts are also re
ported on the California Southern Railroad
which connects with the Atlantic Pacific
road The railroad bridge in Cajon Pass on
the California Southern has been washed
away and the Atlantic Pacific track near
Ludlow Station is badly washed out in sev
eral places
A cloudburst in Devils Canyon near San
Bernardino last night destroyed the toll
road for some distance The gate keeper
and family barely escaped drowning Dam
age from the floods is also reported from
many other points in the State
Talking of Hancocks Retirement
WASHINGTON November 21The predic
tion is made in Congressional circles that a
bill will be passed continuing the grades of
General and LieutentantGeneral of the
army in order to allow the latter to be given
to MajorGeneral Hancock before he retires
which will be February 1888 but a little
over two years from now A Pennsylvania
representative who belongs to the Republi
can side is quoted as saying There is not
a Republican in the coming Congress who
will not be glad to vote for this act to pro
mote Hancock

mount Park Art Association it was resolved
tQ establish a fund to be called The Mc
lellan Memorial Fund n the object of which
is to erect by the association in Fairmonnt

that the association contribute 50CCD to
ward this memorial providing at least 10

Ramsey Superintendent of the Naval
Academy in his annual report recommends
that the permits for admission as cadets be
issued one year prior to the time fixed for
examination and renews the recommenda
tion that all candidates for admission be re
quired to report for examination on the 15th
of May The number of cadets to go on
the next practice cruise renders it necessary
that a ship to take the place of the Dale
be fitted put for a practice ship and sent to I
Annapolis by May It will says Captain
Ramsey be impossible to do justice to the
cadets and give them the required instruc
tion with only one practice ship He recom
mends that the selection for lineengineer
corps and marine corps be made at the end
of the four years course instead of the six
years course

repose of Rids soul at the request of mem
bers of the Union St Joseph At a meeting
of the Canadian Artisans Society today it
was resolved to protest publicly against the
execution of Riel and to have a solemn mass
requiem chanted in the church in St Jeane
Baptiste village on the 26th instant for the
repose of the soul of the deceased Metis
chief
La Patrie thinks that the government is
alarmed at the sentiment displayed by the
French Canadians and the Irish over Riels
execution and shrinks from

NEW YORK November 20The Journal of
Commerces Washington special says The
Postofflce Department today received offi
cial notification that a contract has been
made by the government of New Zealand
and New South Wales for the transportation
of mails from those colonies to San Fran
cisco for three years beginning November
21st at annual compensation of 30000
thirteen trips to be made each year the mail
to be carried in the American steamers
Mariposa and Alameda and the Eng
lish steamers Zealandia and U Australia
This confutes the report that the British
Australian mails were to be dispatched by
the Canadian Pacific The results of the re
fusal of the Pacific Mail to carry the United
States mails for the full amount of the post
age thereon appears to be thatthe Australian
as well as United States mails will for the
I ships next three years be carried by Spreckels
Cleveland Under Republican Dis
cussion
WASHINGTON November Republican
caucus will be held to decide upon the course
to be followed with regard to President
Clevelands appointments The exact date
for the meetmg has not been fixed but it
will probably be about a week before the be
ginning of the session There is a wide dif
ference of opinion among Senators as to the
best course to follow Some of the most
radical are in favor of opposing the confir
mation of tall new officials whose appoint
ments are considered to be opposed to the
tenureofofBce law Others believe the
President should be accorded the right to
name his own officials at pleasure wherehis
doing so is not a violation of the civil ser
vice reform law The question will be pretty
thoroughly discussed in caucus and it is al
together uncertain what the decision will
be Senator Hale says that it is impossible
to tell at this time what the attitude of the
Senate would be but that the matterwouid
probably be settled in caucus a little while
before Congress meets
Will Complete the Cascade Branch
ST PAUL November 20 Orders have
been received by the Northern Pacific today
to complete the Cascade branch with all
possible dispatch and to let a contract for
the tunneling at once

I Men of Extraordinary Strength
Many stories oi strong men and extra
ordinary feats of strength are to be found
in the annals of all countries Ancient
history abounds in them and the hero of
the mediaeval chronicle in this respect
was Csesar Borgia who it is said could
fell a bullock by a blow of his fist One
of the most extraordinary athletes that
England has produced was Thomas Top
ham who was born in London in 1711
The first proof he gave of his prodigious
strength was pulling against a horse in
Moorfields and afterward lifting a roll
ing stone 800 pounds weight with his
hands only standing in a frame above it
and taking hold of a chain that was fast
ened to it He could roll up a pewter
dish of seven pounds as easily as another
man could a sheet of paper hold a quart
pot at arms length and squeeze the sides
together like an eggshell lift 200 weight
with his little finger and move it gently
over his head j he could lift an oak table
six feet long to which half a hundred
weight was attached with his teeth and
resting against his knees hold it in a
horizontal position for a considerable
time He raised with one hand a man
who weighed 378 pounds His head be
ing laid upon one chair and his feet upon
another four people 196 pounds each
satupon his body which he heaved at
pleasure He could strike a round bar
of iron about one yard long and three
inches in diameter against his naked
arm and at one stroke bend it like a bow
He lifted two hogsheads of water heaved
his horse over a turnpike gate and carried
the beam of a house across his shoulders
as easilv as another man would a rifle
Once finding a watchman asleep in his
box in Chiswell street Mporfielda he
took up the box and man in his arms
carried them some distance and tten

There was nothing of the giant in his ap
pearance he was in height about five
feet ten well made but not strikingly
and walked with a slight limp j but what

S THE BATTLE OF SLIVITZNA
SOFIA November 2oThe following are
additional details of the fighting yesterday
The right wing of the Bulgarian army yes
terday morning advanced from its fortified
position and attacked the Servian position
between Slivitzna and Dragoman The cen
ter column of the Bulgarian army followed
in order to support the right The fighting 1
then became general and the Bulgarians not
being able to drive the Servians from their
entrenchments toward noon the left wing
of the Bulgarian army also advanced and
assumed the offensive
An obstinate engage
ment ensued lasting till 0 oclock in the
evening The Bulgarians found it no easy
task to dislodge the
Servians from their po
sitions The former fought desperately
however and finally compelled the Servians
to retreat to Dragoman the Bulgarians hold
ing all the roads leading thereto The latter
took 400 prisoners including several officers
Up to noon today there has been no further
fighting the Bulgarians deeming it prudent
not to attack at present the Servians at
Dragoman with so strong natural fortifica
tions
LONDON November 21Dispatches from
Slivnitza state that only a few shots were
exchanged between Servians mid Bulgarians
at the front yesterday
PRINCE ALEXANDER INTENDS TO ATTACK
The Servian forces at Dragoman today if
the weather permits Both sides are con
stantly hurrying reinforcements to the
front The battle field is still strewn with
the unattended dying and the dead soldiers
The medical and ambulance corps of both
armies are wholly inadequate to meet their
present wants and many wounded who
were unable to assist themselves were left
to perish were they fell
PERISHED IN THE FLAMES
Ail Ohio Infirmary Barns and Five
Female Inmates arc Roasted
CLEVELAND Ohio November 20A special
dispatch to the Leader from Sandusky
Ohio says A fire broke out in the Erie
County Infirmary tonight and destroyed
the main building Five of the ninetyeight
inmates perished in the flames They were
all in the northwest wing of the building
where the fire originated As the institution
was two miles from the city and as there
were no facilities there for extinguishing
the flames considerable difficulty was ex
perienced in getting water on the fire
Two engines went from this city but on
their arrival the firemen found the building
a mass of fire While endeavering to save
the inmates Superintendent Motry was in
jured and now lies in a precarious condition
The loss is estimated between 12000 and
20000 The amount of the insurance can
not be ascertained tonight
Talk of Canadian Reciprocity I
OTTAWA November 21Sir John Mac I
Donald left last evening for London His
mission is to confer with the Imperial au
thorities respecting a commission to arrange
with the United States concerning the fish
eries of Canada and the terms upon which
the fisheries may be enjoyed by the United
States fishermen It is understood that the
larger question of reciprocity is included In
the subjects which the Premier will discuss
He will also confer with the authorities in
respect to the transit of British mails to
eastern Asia and other points via the Cana
dian Pacific Railway Several other ques
tions of importance were also included in
his mission
Gladstone Feels Confident
EDIOBUBOH November 21Gladstone this
afternoon delivered his third speech of the
campaign at Dalkeith Fully 30CO persons
were present He said the he was confident
that the Liberals would elect a majority of
the members of the House of Commons in
the coming elections The dependence of
Tories he said on the Irish voters was
unsafe and discreditable to the country
