Inc Delegate to the American
Railway Union Convention
Ogden Aug UThis has been a
busy day comparatively speaking for
the Junction City The farmers were
in even from the far outlying districts
and the business streets were lined
with vehicles of all descriptions They I
were both buying and selling and
made business lively the entire day I
Clerks were busy merchants were
smiling and the honest agricultural
ists and their families drove home
satisfied Many of the latter whom I
conversed with believed that the tide
has turned and with the coming of
statehood and settlement of the tariff
ah will be found all right
THE STREET DEPARTMENT
PH al pertaining to Ogdens street de
partment the methods now In vogue
are decidedly disastrous to the good
name and standing she ha acquired
abroad and a farsweeping a well as
radical departure from present lines is
essential to her future well being To
make the pioposition clear I must i
elaboratE to some extent on the mat
ter and in the end I believe that every
wellmeaning and publicspirited citi
zen in the city will coincide with my1
views In the first place Twentyfifth
street leading from the depot up to
the central business district is a mag
nificent thoroughfare I is paved all
the way up as far as the elegant Heed
hotel at Main street and upon ascend
ing the hill from there for several
hAks on up towards the basE of
Mount Ogden are to be seen on every
hand handsome private residences
It is a beautiful thoroughfare and the
people should see that it is maintained
in a ratio to its surroundings But
strange to say it is not The line of
asphalt is not brushed off and the re
fuse is not carted away in the night
time as is done in all other paved cit
ies On the other hand it is all done
In the broad glare of the day and vis
itors may well pause in consternation
as they witness the men with large
wire brooms at work in the midst of
the busy traffic There is a harsh
grate grat grate as the stout wire
is wiEldN and be it on the street pro
per or the crosswalks the pedestrians
are treated to the vile dust both in the
sns of smell and touch Strong men
t an dainty ladies passing by all get i
in v > dly quantity No distinction is
m il only that thos of the greatest
0 tward area carry home with them
m rp of i than those of lesser proportions
portions But they all hav the same
thoughts in reference to the evilan
evil that can well be abated without
additional cost to the taxpayers
Nor is the feature described the
worst of the dread nuisance and
scourge indeed no The piles of an
imal and other refuse are gathered in
to piles and left lying on each side of
the wel pay d street and only re
moved every second day Glancing
along the otherwise well kept and
beautiful thoroughfare one sees two
long lines of such refuse mounds
monuments as it were to someones
short sightedness Just think of it
I say stick a pin in all that Let
this be remembered Ogden must
needs do it in justice to her standing
No extra expense reed be incurred
Let the vork be done at night time
and the streets present that clean and
fresh appearance that should confront
the mornings traffic when ushered in
If no team Is kept for this purpose then
Burnish the men with hand carts The
latter s practicable and will meet the
emergency The traveling correspon
dent of Th Herald bas
no other ob
ject in view in thus discoursing on
Ogden affairs than to best subserve her
interests and I believe my efforts will
be so understood
THE WATERWORKS SYSTEM
The waterworks system here may
certainly be accounted a fine But the
city ont own it When the people let
gcf it about five years ago they laid
the foundation for a great and over
whelming discontent in the future
Prom tn concensus of opinion I glean
tnat already this is being made mani
fest through experience of the past and
IXnessing the great benefits derived
by V Mes owning their waterworksthe
capital for instance True Ogden has
a magnificent water supply and the
water is of the best The greater por
tion if not all the pipe lines are of
wrought iron and capable of standing
great pressure as has been demon
strated time and again But they find
that fir all this they pay a goodly sum
as witness thE following rates
Fivt > room house 800 per year
Sitv room house 945 per year and
45 cHs additional for every room
iy > TSP J3 cow 2 buggy 180 and
i1 sprinkling purposes is charged 4Y
cfnts per square yard and also 25 cents
per tree Figure all this up a against
what the people are taxed in Salt Lake
and one can se that there is a vast
difference leaning decidedly in favor
of the city owning its waterworks
Take fsr instance the Reed hotel and
what do you suppose the hotel company
pays for water yearly Aside from any
suh extras as enumerate above i
pays the royal sum of 900 per annum
10 ptr cent off for cash Should Salt
Lake ever be worked up to the pitch
of raising money by sale of its magnifi
cent waterworks it would do well to
cut out these plain figures and make of
them an alphabet teaching great future
prosperity and set off liberally with
common sense and good judgment
There can be no mistaking it I may
be that some time in the future Ogden
orporation will acquire possession of
chat she unwisely let g > and if so
1m yrs afterward who might desire to
ma a bid for purchase would do well
tft st encase themselves In bullet proof
ai r and also take out a policy on the I
nie bb recklessly surrendered in a I
SPir f greedthe relatives left behind
wouft have something to console them
Thi opinion is deduced from actual
bsrvatiOn and quit chats with the
re5ents The waterworks plant here
Ss t be sold at marshals sale on the 31st
Ins an i just what shape i will then
assume no one here ventures to say
However i is safe to assume that the
goloen egg will continue to be man
ipulated privately and to he end
gets that the consumer will pay for all he
AMONG THE RAILWAYS
The Southern Pacific brought in five
trewn of delayed freight this morning
anft a many more are coming in to
night irrespective of the many fruit
trains The Union Pacific took east
over 100 cars of fruit today and the
Bio Grande Western had out three full
trains of fruit
Superintendent Larry Maloy of the
Wyoming division arrived here in
private car 021 today and is looking
ever the field
General Superintendent Bancroft will
come down from Boise and arrive in
Sat Lake tomorrow mornin to Sunday
over
Superintendent Knapp of the South
4 ern Pacific is out west and will not
return until the fore part of the week
J E Griest chief clerk of the super
intendents office at Cheyenne Wells
c C Jo is doing Ogden but managed to
n down to Saltair for the day
l c adD of the Sixteenth
I j
I at Fort Douglas with Captain Mor
rison and McFolland in command will
I arrive from Reno and Wadsworth over
the Southern Pacific at 915 this even
ing There are six cars 1 told convey
ing the troops and equippage and ar
rangements are being made to run
them down special to the capitol
Major Bisbee of the Seventeenth
from Fort Russell received orders to
days to vacate Ogden and the two
companies that have been encamped
so long on the fiat in front of the Union
depot will leave tomorrow about 10
oclock for their old haunts and right
again well pleased are the boys to get home
SUGAR FAMINE OVER
Sugar is now coming in on nearly
every train over the Southern Pacific
and there need be no longer any fears
of shortage Salt Lake Provo and
Springville each were on the sugar list
thif morning in car load lots and still
it is coming I have been quite clear all
the time on sugar movements and when
Salt Lake people claimed they had got
it by the car load they hadnt To
illustrate I must tell you that as late
as yesterday Ogden was asked to help
out and she did so The large whole
sale house of John Scowcroft Sons
sent down fifty sacksit came high but
that made no difference It went down
a express matter and I rates were II
75 cents per sack I wont say to what
two Salt Lake firms it was sent In
connection r with this I am inclined to I
say that the big Ogden house made a
move that had the capital people made
they wouldnt have been so hard
pushed What was i Only this
While they had 1500 sacks tied up
somewhere on the Southern Pacific
not knowing when it would be liberated
in their favor they wired east for a few
cars of Philadelphia sugar and it was
rushed here from the east And those
fifty sacks that were expressed down
ff goldbug sugar and accounted
mighty fine too Other points profited
as well as the firm yesterday and to
day closed out 400 sacks of i I call
that enterprise
INSIDE A R U MATTERS
During the week I met and convers
ed with two of the delegates return
ing from the A R U convention held
at Chicago on the 2nd and 3rd insts
and from what can he gleaned to
I date the A R U still lives in prin
ciple and in time to come will rise up
as a very lively corpse This however
not in the olden way New lines are
marked out and will be followed on a
political basis The delegates were Mr
Hall from Oakland who was the tow
er switchman and is now under 3000
bonds The other was Mr Doughty of
Wadsworth an engineer also under
bonds He had a brother also an en
gineer running out of Ogden and both
went out on strike They are still out
Mr Doughty said The convention
was called for the purpose of acertain
ing precisely where we are at and
we now know There has been enough
saved from its wreck to warrant the
assertion that American workmen are
not downed in this unequal contest for
any great length of time and the A R
U in principle will rise up come to the
front and condemn unjust methods
used against It This will be done I
through the ballot box Matters were
carefully gone over and the strike is I
not officially declared off yet This for
certain reasons Many local unions
were advised to quietly subside but in
all the larger places they will continue
right along The Railway Times will
continue to be published and the
headquarters will be maintained in
Chicago at the same old stand I wish
to say to you that right now in Chica
go there is an average of thirty mem
bers a day joining the A R U I will
explain that these come from the fire I
men and engineers who are quitting
the protective orders that no longer
protect The records will show that
three B of L E divisions in south
Chicago have surrendered their char
ters and there are others on the coast
that have done likewise Another thing
I want you to quote me as saying Is
that Eugene Debs was personally op
posed to the strike but when the
men said strike he entered heartily in
to it He did all any man could do
and thats all there is to i A mistake
was made at the annual convention in
not admitting the colored man to mem
bership Had that been done I am pre
pared to say that Pullmans porters
would have been the first to step out
Labor in all its various channels should
stand united Naught else will prevail
against capital My instructions
Well I am going back home paying
my fare as I go and will go into poli
tics for a change I am done railroad
ing but hereafter I am going to be
one to see that the ballots go right if
words of mine go for aught
Mr Doughty is not of the fireeat
ing type by any means and is both
pleasant and affable in demeanor
Lack of time at this writing pre
vents putting up copy on a number
of interviews with many of the repre
sentative business men of Ogden
Their talk with the traveling corre
spondent of The Herald was on lines
significant in themselves and will lose
none of their interest while lying over
in my well filled note book Statehood
finance tariff government ownership
of railways and other matters are
freely talked of by Democrats and Re
publicans and while they widely differ
in feature they are none the less in
teresting to all RAY RAYMOND

Commonsense
Standpoint I may take some nerve
to pay out money for newspaper space
when the business Isnt paying expenses
but I
it Will Pay
More than half the business houses in
the country would be ahead I they
could shut up for three months in the
summer But they dont do It
Why
Simply because they cant afford to Peo
ple would forgat them
Same way with advertising Think pf it
