QUICK HANDLING OF MAILS.
A satisfactory device for discharg
ing mails from high-speed trains, for
which postoffico officials havo been
searching for more than seven years,
has at last been discovered and fol
lowing repeated tests, 13 now In dally
use on one of .the Rock Island's fast
mall trains In Iowa.
Captain E. L. West, superintendent
of the railway mall service, Chicago,
and other postoffico officials, who
have witnessed tho workings or the
now device, are enthusiastic over tho
results accomplished. Equally good
performance is hown on trains run
ning at from fifteen to as high as
seventy-two mlle3 per hour.
The operation of the mall crane for
picking up malls Is familiar but tho
problem of discharging malls safely
from tho same trains, without hazard
to tho malls, trains and bystanders,
has been a difficult one. A special
commission appointed by the post
master general in 1U02, to examine
tho various dovices offered tho depart
ment, made thorough tests of eighteen
different dovices and reported, in
May, 1903, rejecting all of them as
having one or more points of imprac
ticability. Tho commission consisted
of E. J. Ryan, superintendent railway
mall service, Boston; 13. J. Bradley,
Superintendent railway mall service,
Now York; O. T. Hollo way, superin
tendent railway mail service, Cincin
nati; Capt. E. L. West, superintendent
railway mall service, Chicago; S. M.
Gaines, superintendent railway mail
service, Ft. Worth, Texas; Thos. P.
Graham, superintendent mall equip
ment, Washington, D. C; J. H. Crew,
general superintendent railway ad
justment, Washington, D. C.
The Burr delivering device was
among those examined, but the objec
tions entered against It have been
overcome. Tho device Is entirely auto
matic and Is operated by air from the
brakes of tho train and tho Instan
taneous action necesary, Is thus secured.
The device consists of a platform
arranged in tho car door, on which
tho sacks of mall to be delivered are
placed. Contact between tho crane on
tho station platform and a trigger on
tho mail-catching arm on tho car, puts
tho mechanism In operation, which
ejects tho mall sacks Into a receiving
box placed at tho side of tho track,
so constructed that tho air is forced
into either end by tho momentum of
the pouch and thus acts as a cushion,
provontlng damago to tho pouch or its
contents. Tho Burr device, combined
with tho standard crane, can bo oper
ated, either to catch or deliver mall.
Tho Rock Island has done much In
tho past few years to facilitate west
ern mall servico and In affording op
portunity for development of tho Burr
mall-catching and delivering device,
has given valuablo aid to tho post
offico department and the commercial
interests of tho country.

Colorado Fast Mall at Anita, Adair,
Casey, Stewart and Dexter, Iowa The
saving of tlmo is fractional at each
station, but when tho device Is'ln full
operation on all mall cars In the coun
try, It will undoubtedly result In es
tablishing now record for tho move
ment of long dlstanco mails and also
extend tho fast mall servico to many
minor cities and towns now served
only by local trains.
