To create the east side of Monroe
avenue from 21st to 22nd Streets and
both sides of Monroe venue from

in concrete curbs and gutters of the
standard form, together with the nec
essary Intersections, grading and all
work pertaining thereto and to defray
the whole of the cost thereof, esti
