BANK AT AILEY
fAilS TO OPEN
Tho little city of Halley Idaho is
thoroughly aroused over tho sudden
collapse of tho Idaho State bank of
halley Tho bank closed its doors
Wednesday and Is now in the hands
of State Bank Examiner W Cruse
of Boise The affairs of thc hank are
in n tanglotl condition and it will
probably bo a long time before they
arc straightened out
Practically all of the collateral held
by the bank as security for loans
is said to bfc worthless so that the
assets of the bank amount to little or
nothing The total liabilities consist
ing largely of money owing to depos
itors amount to almost 500000
From pre ent Indications the loss
to tho depositors will he practically
total The failure of tho bank will
undoubtedly cause a depression In
tho prosperous community from
which It will take some time to re
cover The effects of the failure
however will not be farreaching as
there are no other banks or business
housed Involved The Camas Prairie
bank of Soldier was owned by tho
Idaho State bank but just before tho
failure it was taken over by the
Halley National bank and is In good
condition
IIIAdvlsed Loans Responsible
Tho failure of the hank Is said to
have been largely duo to Illadvised
loans and investments Practically
all of the securities were hypothecat
ed and its collateral is said to be I
worthess Leo Cramer vice presi
dent and general manager of the
bank was the principal stockholder
Tho Investments of the bank con
sisted largely of loans to Mr Cramer
and his brother who Invested tho
money in projects that at beat gave
slow roturns
Though the bank has been shaky
for some time its condition was not
generally known Word reached Salt
Lako on Sunday night that tho bank
was In perilous condition and J B
Codgrlff vice president of tile Con
tinental National bank of Salt Lako I
an a stockholder in the Halley Na I
tional loft Salt Lako for Halloy The
Ilalley National bank went to the as
sistance of the distressed bank and
helped It to keep open on Monday
Advantage was taken of the fact that
Tuesday was primary election day
In Idaho and the banks wore closed
on that day After tho exact condi
tion of tho bank was learned on Tues
day the state hank examiner was
sent for The bank was opened on
Wednesday and business carried on
as usual The depositors wero kept
in tho dark as to the banks condi
tion and there was no run upon It
S Camas Prairie Bank Saved
The result of the Investigation
however showed that there was no
possible way to save the hank and
its affairs were turned over to tho
Male bank examiner The bank was
not rcopenl I on Thursday In the
meantime the state bank examiner
planned to savo tho Camas Prairie
hank at Soldier At the request of
tho state bank examiner J B Cog
griff purchased tho stock of that
hank tho control of which had boon
hold by tho Idaho State bank and
the reserve of 43000 was trans
ferred from the Idaho State to the
Halley National
At tho limo the state bank exam
iner took charge of the Idaho State
bank tho deposits were 112000 in
open accounts 41000 In savings ac
counts and 155000 in time accounts
An additional liability of about 200
000 wad occasioned by tho hypotheca
tion of the securities The total as
sets consisted of 76 In tho vaults
and a largo amount of collateral the
value of which Is problematical hut
believed to be very alight
The 0 last annual statement of the
bank gives its capital stock as 75
000 surplus 13000 deposits 434000
nnd loans 343000 Since that state
ment the deposits have shrunk ap
proximately 100000 J J Plummer
