Railroad Meeting in Upshur. I Pursuant to previous notice, a very large number of the citizens of Upshur bounty, assembled at Lorentz' Hotel, in [Buckhannon, the county seat of said county, on Monday, the I8ih day of Feb ruary, 1856, it being court day, to take into consideration the recent act of the House of Delegates of Virginia, in refu sing to remove the restrictions on the North Western Virginia Railroad Com PaOn motion of Col. Richard L. Brown, Benjamin Basskll, Jr., was called to pre side over the deliberations of the meeting, and Eli F. West/all, Esq., was elected Secretary?and by request, The object of the meeting was explain-, ed by Col. R. L. Brown and Alvin M. Bastable, Esq., afier which, On motion of A. M. Bastable, Esq., and Col. R. L. Brown, a committee of seven were appointed to draft suitable Pream ble and Resolutions for the consideration of the meeting. The Chairman appointed the following gentlemen on said committee : Alvin M. Bastable, Richard L. Brown, F. Berlin, A. R. Ireland, Abram Post, John Lynch and Washington Summers. The committee after retiiing for some time, reported to the meeting the follow ing preamble and resolutions?with some slight amendment made by the meeting ?which after some discussion by wnv of explanation, was unanimously adopted as the sense of this community. Whereas, it is feared that tlio Legislature of Virgiuiu, at its presentsession will fail to remove the restrictions unjns ly imposed upon the N. W. Vu. R. R. Co., to tlio sorious detriment and injury of a large uud populous s-jctiou of West ern Virginia, and Whereas, iu the opinion of the citizens of Up shur county, it is iu direct violation of the equal rights of the people of this Commonwealth, that special privileges and benefits should bo con ferred upon one sectiou of Virginia to the exclu sion or deprivation and oppression of another. That one section, having constructed valua ble public improvements for tlio promotion of internal commerce, and to lighteu the expenses of its citizeus in the transportation of their pro ducts and the importation of necossary articles and commodities of consumption, should bo pro hibited from an unrestricted usa of such improve ment for the sole purpose of securing to. or maintaining another portion of this Common wealth, iua mere sectional advantage, is wrong iu spirit aud pirneiple, and is creative of an invidi ous distinction from which wo desire to be re leased. That the people of the couuties now traversed by the N. W. Va. R. R. connecting with the B. & O. R. R. are ever willing to bear their equal share of the burdens of government, ask it now us a matter of unquestionable riglit, that they may have the immediate benefit of the conimer < iil facilities now secured to them by the con struction of said road, and be thus relieved from tiiese grevous inconveniences ivhich h vo hither to deprived them of a fair remuiieraiiou for their agricultural labors consequent upou the incon venient and expensive means of transportation. Regained, That the recent act of the House of Delegates, iu refusing to remove the restrictions on the N. W. Va. K. R. Cunpany, meets with our strongest condemnation. Resolved, That tlio agreement entered into be tween the corporate authorities of the City of Wheeling and the 1) iltiiuoro &. Ohio Rail Uoad Company, ill which tlio said authorities of the Citj of Wheeling agreed to subscribe $51*0,000 worth of stock in said Company, iu considera tion of said Company changing a favorite route, known as the 41 Kisli reek route," aud adopting tile present, to tlio City of Wheeling,should not have had, and ought not now to have, any bear ing or effect on the North Western Virginia Railroad Company. Resolved, That the action of tlio citizens of Wheeling, iu thwarti ng a pioper action ol 'the Legislature upou the " restricted right of way," to the B. &. O. R. R. Company, when that Com pany offered to pay the State a perpetual bouus ?>f fifty cents for each through passenger, iusu l iug to tlio Stato a vory large revenue, which was refused at the instance of the citizens of Wheel ing. That such an outrage calls forth our pro test and coudeiiiiiatiou. Rcsalcetl, That the citizens of Wheeling in til ir great struggle to thwart proper L 'gi station in this section of Virginia, have ali jnated them selves from us to such an extent, that we are re luctantly compelled to look upon thorn as ene mies?foreign to our interest?and iu the future, we will look to another source for Western trade. Resolved, That ill the opinion of this meeting, that in the prospect of tlie^mmediato use of the North Western Va. Rail Road by thai Company, that tlio lauded estate iu this section of the coun try has advanced 25 per cent., the products of the soil 33l j per cent., and that if said Road be made useless by impolitic legislation, a heavy reverse will be the inevitable consequence, which wilt be detrimental to the interest of the revenue of the State. kesolwed, That should tlio restrictions on the N. W. Va. R. R. Company remain, aud thereby make said road useless, the reassessment of the lands in this section will bo of no benefit to tlio ^lato. Resolved, That our Delegato and Senator from this county und district, bo and are hereby in structed to vote for no appropriation of any kind until the unjust restrictions are removed from the North Western Virginia Raiiroad Conipa ny. Resolved, Iu the opinion of this meeting, that if the Baltimore & Ohio Rail Road Company was to do all that is required in said restrictions, it could not be of any benefit to the city of Wheeling, unless aid Baltimore Company would comple'xj the double track, use the same, tind refuse to have any intercourse with t'ie N. W. Va. R. R. Company ; and thereforo said re strictions aro iniquitous and should bo removed by Virginia Legislators, and as Virginians wo feel mortified that such LegislationHbuld re main on our statutes. Resolceil, Therefore, that we as citizens of Vir giuia, demand injustice to otir rights, and with out iufriuging on ths rights of others, that the present Legislature repeal the restrictions on the N. W. Va.R. R. Co. Each resolution was read and adopted sere atim. On motion of Col. Brown and amended by A. M. Bastable, Esq., it was Roso ved, That a copy ot' the proceedings of this meeting, bo fnrnislied to our Delegate, Sena tor, the editors of the papers in Clarksburg, Weston, Richmond Enquirer, Richmond Whig and Richmond Examinor, for publication, ?ftc. . Senate.?A communication was receiv ed from the Governor of the Common wealth, inclosing a correspondence from Mr. Lewis M. Washington, who presents (through the Governor,) the site of the birth-place of George Washington, and the home and the graves of his progenU tors in America to the State of Virginia, in perpetuity, on condition solely that the State shall cause those places to be per manently enclosed, by an iron fence, ba sed on a stone foundation, and shall mark the same by suitable and modest, though substantial tablets to commemorate, lor the rising generation, those notable spots. The communication was referred to a se lect committee, composed of Messrs Brax ton, Thomson, Johnson, Layne and Funs ten. Thursday, Feb. 12. Senate.?Mr. Reger, from a select committee, reported a bill to make a por tion of Cheat River a lawful highway. The bill was read the first lime. Mr. Turner, from a select committee, reported a bill, amending the 19th and 21st sections of the act concerning the terms of Circuit Courts. The bill was read a first time. House.? Ou motion of Mr. Jones, of Gloucester, it was jResolved, That a select committee of five be appointed to report a bill to com pensate the commissioner sent to attend the trial of James Parsons, Jr., in the State of Pennsylvania. On motion of Mr. Kelley, the bill in regard to the Northwestern Virginia rail road, which was laid upon the table a few days since, was taken up, whereupon on his further motion, the vote by which the amendment as substituted by Mr. Paull was agreed lo, was reconsid ered?yeas G8, noes 52. On motion of Mr. Langfitt, the bill was again laid upon the table. The speaker presented a lengthy com munication from Governor Wise, speak ing generally on the financialand internal improvement policy of the State. The message of I ho Governor con cludes as follows: I have thus, in the present emergency, thrown together some reasons lor the recommendations I now make. 1st. To appropriate immediately a sum sufficient to carry on the Covington and Ohio railroad steadily and economically for the next two years. 2d. To enlarge subscriptions -"to the Southwestern railroad, so as to complete the same to the Tennessee line. 3J. To enlarge equally the subscrip tions to the Central road, so as to enable the company to progress with its work for the next two years. 4th. To authorize the Covington nnd Ohio railroad to be constructed with a grade broad enough for two tracks, 1?nd with the view to a connection with the Southwestern railroad at the most elegi ble points, and lo accommodate respec tively the guages of the Southwestern and Central roads. 5th. To direct the Board of Public Works to fix a minimum tariff of lolls up on all the railroads and canals in which the State is a party, so that the State rev enue may not be reduced by a vicious competiiiou between Slate ilnes, and to direct the commissioners of the sinking funds, also, not to divert that fund under any pretext or construction whatever, from its constitutional purpose of sinking the principal and paying the interest of the public debt. 6th. To authorize advertisements for State loans, instead of sale of Slate bonds. 7ih. To authorize a system of revenue from the oysterfundum of ihe State. 8ih. To increase the rate of taxes in conformity to the laws, requiring these addiiional appropriations and expendi tures. 9th. And lastly, to dijest these and other measures, I recommend the two Mouses to extend the session of the Gen eral Assembly, for the reason that if the great measures of public policy are left unprovided for by the present session, 1 shall net deem it my duty to take the re responsibility of calling an extra session of the Legislature. I say this out of defer ence to the will of the present Assembly, if they shall decide that important measures shall not be acted on by them. To sacredly guard the public, credit, to construct the primary public wo> ks, to build up a centre of Trade, to make a mart offoreign commerce, to stimulate mining, manufacturing and the mechanic arts, to fostera home instruction in literature, sci ence, and ihe aris, to provide for all these the necessary revenue, and to pay ihe^ui lic debt, 1 am anxious to divide my respon sibility with the Legislature, and to incur any risk, or make any sacrifice for the sake of our beloved Commonwealth. She has a mighty work to be done, and shall it be said that she has not the men at this day, to do iis masterly ? Wednesday, Feb. 13. Senate.?A bill appropriating $500, 000 to the completion of the Covington railroad was voted down by yeas 19? noes 22, and afterwards reconsidered and laid"\ipon the table. [A. G. Reger, of Barbour voted in the negative, and U. M. Turner, of Harrison, dodged.] House.?Mr. Frost, from a special committee reported a bill to erect the county of Calhoun out of parts of the counties of Kanawha, Jackson and Gil-' mer. Mr. Garnett, from the committee of Fi nance reported the following resolution, which was adopted: Resolved, That the Auditor of Public Accounts be instructed to enforce the law requiring reports concerning births, mar riages and deaths, to be regularly and punctually made to his office, Thursday-, Feb. 14. Senate ?A resolution was offered by Mr. Turner, inquiring into the expediency of incorporating a company for the pur pose of navigating the Ohio river and its tributaries with steamboats. House.?Mr. Jones, of Gloucester, from a special committee, reported a bill pro viding for the payment of John Randolph Tucker, as a Commissioner from the Com monwealth, to attend* the Trial of Jas. Parsons, Jr., in the State of Pennsylva nia. (Appropriates $500.) Mr. Mallory, from the select committee appointed for the purpose, reported bills entitled,. A bill to amend the 24th, 25th, 2Gth, 27th and 28th section? of ch. 192 of the Code of Virginia, so as to more effectual ly prevent the escape of slaves ; A bill providing additional protection for the slave property of citizens'of this Commonwealth. Cooper : Dear Sir :?In looking over the col umns of your estimable paper, I see the names of Charles Holden and Col. J. J. Winter, announced as candidates for the office of Sheriff of this county, subject to the decision of a Democratic convention. Now, this is to be made a party question as the Know-Nothings have thrown down the gauntlet, and if we would fight them successfully, we should choose men for all offices that are firm Democrats, and men that can unite the party. As to the two announced for the Sheriffalty I think Mr. Holden by far the most suitable man for many reasons, he is a firm Democrat and pledges himself if elected, to appoint no Know-Nothing Deputy, but to judge from the Col's, past conduct (and that is the best criterion to go by,) we cannot expect as much, as he now has an avowed K. N. doing business for him. Now what s the use of making it a parly issue, if the bussiness is to be done by mem bers of the opposite party. Secondly, Mr. Holden is from the upper district, and it is a well known fact that all the former Sheriff's, with one exception, have been from the lower district, and now they ask it, and as a matter of right, and justice we shuuld give them the nextShe r'?- Lower District. !5F~T1io Know-Nothing National Convention lias nominated Milard Filmoro for President, and A.J.
