CHATTANOOGA. Tonn., April 12.—Col
onel J. E. McGowen, the veteran editor
in-chief of the Chattanooga Times, died
this afternoon at 5 o'clock.
AUSTIN, Tex., April 12.— Walter W. Ev
erett of the City of Mexico, president of
the Pan-American Railroad Company, is
on his way East to have a conference
with Andrew Carnegie, who is said to
have promised financial aid In the big rail,
road project that seeks to connect the
North and South American continents.
Everett says that satisfactory progress
is being made on the line which hi3 corq
pany is constructing In Southeastern Mex
ico. Nearly fifty miles are in operation
and 100 more miles are being graded. The
road starts from a point on the National
Tehuantepec line and is pushing Into Cen
tral America. It is designed to connect
the railway systems of Mexico and tho
United States with those' of Guatemala
and carry the line of rail communication
through the isthmus of Panama and into
Chile and Argentina.

LONDON, April 12.— "While business last
ed the atmosphere of the stock market
laBt week was decidedly more cheerful
and It is pointed out that, notwithstand
ing the disturbing reports from the Bal
kans, the public is demanding all the best
investment stocks. There are indications
of better times after Easter. The im
provement in consols was reflected in th«
other leading securities, home rails show
ing especial Btrength. Americans also
strengthened last Thursday and showed a
general advance. The decision in the case
of the Northern Securities* cam© too late
to have an effect on the markets here,
though some apprehension exists regard
ing the situation when business Is re
mfmed next Thursday. The writers In the
financial papers, however, do noj; predict
any serious fall, if any, in view of the
fact that while the decision is important
it is not final and does not affect the sta
tistical position of the roads involved.
BERLIN, April 12.— The Boerse had a
quiet week of a holiday character, but
values were well maintained. Industrials
developed greater strength. News from
the iron and other industrials indicates a
continued recovery in prices and it is re
garded as a favorable omen that the de
mand for structural Iron Is increased in a
marked manner owing to extensive build
ing operations.
The money market showed a further im
provement and ratos were lower. The
Reichsbank statement shows an unusual
recuperation and the impression prevails
that the general market will undergo an
improvement after the Easter holidays.
Berlin Boerse Remains Quiet,
