DR. RUPERT BLUE TO
WASHINGTON", April 21. — Surgeon
Rupert Blue, formerly stationed at San
Francisco, has been detailed to repre
sent the United States public health and
marine hospital service at the inter
national congress on medicine and hy
piene to he held Jn Buenos Aires next
month. Blue will also visit Valparaiso
and Callao on spacial temporary duty
for the purpose of studying sanitary
conditions in those cities.

.in appropriation of $75,000 for con
tinuing: the government work of the
north jetty at the entrance of Grays
Harbor will be granted by congress
is assured in a message sent from
Washington this morning by Senator
Wesley Jones to G. M. Powell, secre
tary of the chamber of commerce.
A further appropriation probably
will be made by the next congress to
combine the present midtide jetties to
Assistant Engineer E. L. Carpenter,
who has charge of the work at the
bar, says that the Jetty can be ox
tended about A.OOO feet during the
