port 11.M6 business failures during the
nine months ending September 30, as
compared with 9.944 failures during the
same period last year. This fart would
;?eem at first blush to discount state
ments made recently by some of the
country's foremost business men that
• resent situation in the commer-
< ial ami mercantile world and the out
look for general business, was very
Satisfactory and highly encouraging.
As a matter of fact, however, the im
provement In business conditions now
being commented upon all over the
union follows a long period of quiet
and comes too late in all probability
to save many firms whose credit has
been allowed to run as long as good
business policy would permit.
The words of John Olaflin, who is
<>ft(in termed the greatest merchant
o£ the eastern states, may be expected
to receive attention. ClafUn, though
rarely given to expressing his views
j.ublicly, is so firmly of the opinion
that basic conditions are right for
prosperity that he has come out with
;i statement to that effect. For the first
time in many years he feels justified
in saying that the general outlook is
very satisfactory. He declares that
trade will expand widely and that the
Period of prosperity now beginning
will be of long duration.
It is announced by the officials of
the Old Mission Portland Cement com
pany that the plant at San Juan. San
Benito county. wi)l be completed im
mediately. Foundations are laid and
the machinery is on the ground and
ready for installation. A daily capa
rity of 3, 60S barrels is counted upon
from this first plant, and the com
plete plan contemplates a production
of 1.000.000 barrels annually. It is ex
pected that the first unit of <he plant
will be operating within a half year.
The company owns 2.4*3 acres and
I .«.- the perpetual mineral rights to
5.7&0 acres, the holdings in San
Benito, Santa Clara, Monterey and
Santa Cruz counties. A railroad con
nects the properties with the main line
of the Southern Pacific at Chittenden.
Active participation in the cement
markets of the Pacific coast and the
orient is declared" to await only the
completion of the plant.

In a supplemental order issued yes
terday the Tide water Southern Rail
way company is permitted by the rail
road commission to proceed with the
issuance of its securities. The com
mission accepts the explanation that
the violations of the commission's first
order regarding the issue were due to
misinterpretations.
The commission, at the same time,
allows the corporation to make cer
tain changes in its proposed stock issu
ance. As amended, the permits
of the issuance of 3.25>3,08f shares of
common stock, of which -.o<lo.ooo shares
are for voting purposes only, and 57,
--110 shares of preferred stock, ex
< liangreable for common.

Heavy Selling of Stocks in
New York for Foreign Account
NEW YORK, Oct. 2.—Enormous selling of our stocks for European
account, the movement being impelled by the Balkan situation, was the
distinguishing- feature of today's operations on the stock exchange. Sales
were estimated at more than 100,000 shares, which probably represented
the joint liquidation of London, Parts, Berlin, Frankfort and Vienna.
The selling for abroad continued after the European markets closed;
in fact, until the close of our own market Liondon continued to sell our
securities on its "curb" until late in the afternoon. Steel was the feature
of the foreign liquidation, sales of that stock probably aggregating 60 per
cent of the whole.
Heaviness marked the opening here, a number of important issues,
including Harriman and Hill chares, the coalers. Amalgamated Copper,
Steel and some specialties selling off a point or more. '
Prices rallied considerably in the first hour, but fell lower in the late
afternoon, when pressure on some of the important stocks was removed,
although trading slackened to a pronounced degree. Toward the close the
market made some improvement on short coverfng, but the undertone re
mained heavy. Money reacted on call, 6 per cent being the high rate, with
renewals at that figure, as against 6V6 per cent yesterday. Time accom
modations were unchanged. More shipments of currency to New Orleans
were made.
Bonds were active and irregular, some issues responding to the heavi
ness of stocks. Total sales, par value, $2,250,000.
United States government bonds were unchanged on call.
NEW YORK, Ort. 2.— E. F. Hutton & Co.'s wire says: "The market
was irregular and somewhat unsettled today after a lower opening due
to the Balkan troubles. This was entirely natural. There was early
heavy selling of stocks, but good buying at the decline, although those
who bought were not anxious to put prices up and did not follow the
rallies. After such a selling movement as has occurred the market should
take a few days to steady itself before starting again on a substantial
advance.
■'There was some selling of American Beet Sugar by holders who
thought the dividend would not be increased at the forthcoming declara
tion and that this would disappoint a number of speculators.
"The current rumor that two prominent operators were short 6f
300,000 shares of United States Steel was not widely credited and did the
stock no good. It is often an indication of the end of a bull movement
when an effort is made to excite sentiment by reports of an overextended
short interest. Perhaps it was for the very purpose of making the street
suspicious of the stock that the story was put in circulation.
"The slightly easier tendency of the money market resulted chiefly
from a return of funds sent out in making the October disbursements.
"A further immediate advance has undoubtedly been checked, but a
few days of irregularity would tend to further extend the short interest to
a point where the same could be used as a leverage to higher prices.
"Would buy good*rails on all soft spots, also United States Steel."

paying dividends at $4 pey annum on January 1.
This should be an incentive to put the stock
up to $50 per share by or before that date.

irig were bullish factors in tb« Chicago pit. and
(the market there was very firm, with prices go
ing Into new high ground and closing with a sub
stantial gain on the day. The advance wae ac
companied by firmness and slightly higher prices

Barley—The options started the day weak in a
dull market yeetetday. with small Helling , pres
sure causing declines in both contracts, but the
(titration underwent a change at the last seeeion
end prices recovered th? early loss, and more be
sides. December opened 1c low#r in the morning
at f i.39. and lost a fraction toward the close of
the eeeeion. In the afternoon there was another
decline, which wan followed by a rallr that car
ried the price to $1.40%. May sold'as low an
*1.42's in the morning, and bid a quick rise to
$1.44% in the afternoon, an advance of lc. Tb«
spot market was moderately actlTc. but stocks
were well np to requirement* and the situation
wae merely steady. Tb* tipper grades were un
changed, with $1.40@1.45 a conservative range
»f price*, while some off grade lots were offerine

age. General killing frosts occurred about a
