Acting on its scheme of refinancing",
th« Union Home Telephone and Tele
praph company, operating In south
ern California, yesterday,made appli
cation to the railroad commission for
authority to issue bonds in the sum of
$161,000 to meet maturing; obligations.
RATES OK UTILITIES
The , railroad commission has ren
dered a Supplemental opinion follow
ing its original order by which it es
tablished the basis upon which utili
ties might deviate from the published
schedule of rates.
In the supplemental opinion the
commission requires that all utilities
shall file a list of their deviations, with
the report for such deviations, and
shall indicate which : deviations they
desire to retain and which to elimi
natg. The commission will then r de
termine each particular case.
, The supplemental opinion ..states
further fliat the rates .which were/in
effect I before the commission assumed
jurisdiction shall remain in effect un
til the commission authorizes a
change. *
- The commission sets forth that in
removing , discriminations the question
Is always open whether such discrim
inations-shall be removed by raising
one rate or by lowering another. To j
that end the commission proposes that i
each specific case be treated upon its
merits and that no changes which
could have the effect of increasing
rates be made arbitrarily by the utili
ties.
■WOULD ISSUE NOTES
Three applications for small issues
of notes were heard before Railroad
Commissioner E. O. Edgerton yesterday
in this city. Frank F. Cady and Rilla
E. Cady asked permission to issue notes
secured by mortgage on a water sys
tem for $10,000, the Honey Lake Valley
Mutual Telephone association to issue
promissory notes for $10,000 and the
Beaumont Gas and Power company to
issue notes and other evidences of in
debtedness for $5,000. ■ All three ap
plications were heard briefly and sub
mitted.. ■ '
COPPER. SITUATION BETTER '
John Ryan, president of the Amalga
mated Copper company, said yesterday
in New York: ■;.
"The copper metal market is very
much improved and a large business
hafe been done in the last month both
in Europe and by domestic consumers.
Production now is not equal to con
sumption and copper using trades the
world over are very busy.
*1 expect to see the price of metal
during last half of this year as good
as It was In the same period last year.
This will enable us under our con
tracts to pay miners wage advances
agreed upon when copper sells above
15 cents." • . ■ -
Last autumn the price of copper was
17*4 cents.
I. S. STEEL ANNUAL
The share holders of the United
States Steel corporation held their an
nual meeting in Hoboken, N. J., yester

The steel trust has 23 directors, but
the board is classified, and the follow
ing were re-elected for terms of three
years. Alfred Clifford, E. C. Converse,
.Tames H. Farrell. E. IT. Gary, J. P.
Morgan. George W. Perkins and Henry
P. Phipps. - ,
Thomas Murray, assistant secretary,
was elected to fill the vacancy created
by the death of J. P. Morgan. ' It is
understood that Murray's election is
only temporary and that he shortly will :
retire to make way for a director to
be elected by the board.
Wall street was greatly surprised by
the re-election of Perkins. It had been
rumored that he would retire when his
term expired, these rumors having
been circulated industriously ever since
the bull moose movement was launched.
BUSINESS BRIEFS
The net earnings of the Mexican
Petroleum company for the quarter
ending March 31 were $1,265,830, or
equal to 8 per cent on preferred and
more than 11 per cent on the common
stock, according to a dispatch over the
private wire of J. C. Wilson & Co.
It was stated at the office of .1. P.
Morgan & Co.. in New York yesterday
that all the one year 5 per cent notes
of the New York Central had been
sold, according to special telegraphic
advices to E. F. Hutton & Co. There
•was a total of $10,000,000 of the notes
offered at 99%. The London market
bought $10,000,000 in similar notes a
week ago. Both lots dated April 21.
PETITIONS IN BANKRUPTCY
_ The following petitions in bank
ruptcy were tiled yesterday in the
United States district court:
Henry Calmy, a local clerk whose
liabilities are scheduled at $575 with
no assets; Walter de Bretteville, a
local merchant whose liabilities are
scheduled at $14,536 with $500 in avail
able assets; M. J. Pellascio. a clerk of
Point Arena. whose liabilities are
scheduled at $6,255 with no assets: J
P. I>atrouel, a railroad employe of San
Jose, whose liabilities are scheduled
at $733 with no assets; Harry J. Kizer,
■a merchant of Vlneberer, whose liabili
ties are scheduled at $4,367 with SI 407
in available assets.

eral 5 hours of aimless trading , , in which
prices barely moved, the market
became : strong, ending: the day with
substantial advances r for ■ the leading
issues. •■",.-'■ v r ;:. :■-;"-- ■•>■'• --■■■'■■ '.. ■■■■ ■'*..'--,
".■' During _ the fore part of : . the ; session
the market was unusually narrow and
trading, dwindled to insignificant pro
portions. .The- bidding ;up of ; stocks in
the late : hours of , the day was accom
panied by an increase of business, but
the volume of trading was not v large
and there was no indication of an ur
gent demand Mich as might 'have.: been
expected " had the upturn represented
merely a successful drive at the short
interest. : - . ':
Trading, seemed to be stimulated by
the announcement that the courts had
granted, an, extension of time for ef
fecting dissolution of the Harriman
properties.: Government intervention
in the r railroad rate cases now , before
the supreme ,court was taken to mean
that: final ; decision :in these cases would
be postponed Indefinitely. :■ .
■ Elimination of the rate cases and the
Harriman merger tangle as disturbing
influences for some time to come ; en
couraged bull traders, and in the rise
of the ; afternoon operations for : the
long account were carried on more con
fidently. v>. A noticeable feature I was the
scarcity of - stocks, some issues , rising
sharply on comparatively small , buy ing.
There | was some further selling of
bonds., but the general tone was bet
ter. New York city -4s ' were . traded in
around the recent low levels of these
shares, | striking a new low point. «In
definite .reports'were heard of further
financing to be attempted.
Bonds ; were irregular. Total sales,
par value, $2,010,000. . : V
United States bonds were unchanged

only high price oil stock in demand at the early
call of the local Stock exchange today, '■ and; 68

Reports from parts of Kansas that
rain was badly needed and that wheat
was turning yellow, and advices that
in eastern Kansas chinch bugs were in
greater number than ever ; known,
brought a rally after the market had
eased off a little on the profit taking
sales. ' A large decrease in the . visible ■
supply also helped the uplift. Firm
ness in foreign markets formed an
other bull factor, as did reports that
Baltimore .was again: in the. market
for hard winter wheat for export.
Later the effect of the decreased visi
ble supply—the figures showing 2,462.
--000 bushels for last week —was some
what offset by statistics , giving primary
receipts at nearly double of the same
week a year ago. Prices, however,
were steadied by news that a large
part of the wheat acreage in Texas is.
so badly damaged by dry weather that
it will be abandoned, one expert placing'
the figures at 90 per cent. The market
was somewhat nervous for the rest of
the session, but a rush of buying at ,
the close sent values up to the highest
point of the day. Primary receipts
were 803,000 bushels against ,424,000
bushels last year. Seaboard clearances
of wheat and flour equaled 306,000
bushels. - ■
% Corn was dull nearly all day. though
helped at intervals by strength of,
wheat. ■ An early increase In the ;■move
ment of corn to market is expected,
owing to the splendid weather. Oat a
developed a heavy tone in sympathy
with ? corn. v ' , ■ ; "; ..."•. ■ , •
- Provision-" , were weak most of th*»
day. There , was liberal' selling of pork
by one of the large brokers, and this
affected the entire list. ■ The- average
weight of hogs last week— pounds—
was the heaviest this market has re
corded for two years.
Hutton's Chicago Advices
"Wheat—Fear of dry weather in
western Kansas ultimately proved the
bull influence in wheat. The market
kept i within narrow limits 'most of the
day showing strength under new buy
ing for investment and to cever shorts
in the last half hour. Tii'e, local mer
chandising news was of the indifferent*
sort, from the owners' " standpoint.
There were further cargoes of spring
wheat started* from Duluth yesterday
and today. It was claimed that Balti
more was in the market again for hard
winter wheat here. Kansas City re
ported exporters buying at a cent
above : Saturday prices.
"Corn—The ■ market has shown a
heavy tone all day, though helped some
at times by the ; strength of wheat.
There was, : some covering by shorts
early and considerable scattered sell
ing on the hard spots.
: "Oats—-Have been inclined to easiness
all day. The range was narrow, with
little pressure on the market and not
much demand.
Provisions —Trade was of fair size,
values mainly lower. Hog receipts were
8,000 more than expected and: prices up
arittle. There was a tendency on the
part of owners to unload."
