MILAN EXCHANGE 'THURSDAY, NOVU-25, 1880. Howard Diggs k i .- It is a principle of political econo my that with power cornea rejxnri li!ity. Now, ein'etlie nucabery of ( the government is ia lL possession of r the Republican party, and a healthy ! uinofity to watch it, every act and all legislation carried out by the ad nr.iDKtration, mtiat undergo a search ing criticism and he pronounced good oreviL In a republican government, ' it U the duty of every good citizen to eit in jndgmcnt upon the recrd of public servants and hold them to a strict account for their stewardship. A minority is in a mnch more eima b!e position thantbe nmjoritr, for re ' epouaibility fastens upon the latter while the former escHpes, If we had politicians who understood how to vote "Ho," our law making would be con ducted with more wisdom and with less expense to the people. It ia in the power of the republican party to give as a brilliant and successful ad rniuietratioa, but if partisan prejudice and sectional strife are fostered, cad if stalwart ism is nurtured and permit ted to bold high carnival, citizenship in the aoith will be a farce, a term of reproach rather than of commenda tion. President Hayes wnt into the White House with patriotic intentions and a feeling of conciliation, nml his inaugural message bristled with prom ises, but his mind becania poisoned by contact with wiley and unscrupulous politicians, and the latter portion of his administration gave the lie to the policy he had foreshadowed. If Mr Garfield can keep himself untrammel led, surround himself with a Cabinet wf wise, honest and conservative men, and not yield to the pressure ot politi cians who feed on hate, he will en throne himself in the hearts of the people, aud the south will sound his praise from state to Aiitiii uation of civil service reform as so successfully begun by the democratic party; protection of the poople and not wealthy manufactories; improving our harbors and the navigation of our rivers; developing and increasing our foreign commerce; opening up the rich and productive hinds of the west, and placing iu the penitentiary every scoundrel cavght stealing from rr de frauding the government; these are same nf the tucanrcs which demand the constant attention of the republi can party for tho next four years if it has toe true interest of the nation at heart. Ou the other hand if the dom- iusnt party pursues its sectional jo!t vr and its abuse and villification of the sooth it can only result in weak cnicj the ranks of the republicans and strengthening those of the Democrats. Time will vindicate the position of the southern people and place us right in the eyes of the intelligence ot the north. 'A Jeff Greer ou the steamer J. D. 1 u !:er last Monday in Memphis. The seat is claimed by J. G. Stewart, democrat, and M. J. Foult, republican, the vote being s tie. A gentleman named Cook, residing near Lebanon, came to the city, yes terday and stated in the conversation with several friends that five school houses four in Wilson and oue in Davidson county, all near the Leba non turnpike were pestroyed by fire, on Wednesday night last, by incendi aries. Under what is known as the four-mile law, saloons or drinking houses cannot be run within four miles of an incorporated institution of learning, and, in order to prevent the sale of liquor in their neighborhoods, persons residing at different points along the turnpike secured charters, built all the school. houses destroyed li Wednesday night.
