The Convention at1 Philadelphia meets avowedly for thesnppon of the Presi dent's policy, and,' in 'doing so it is the right of the Oonycntion to insist that the President shall alto support it by calling; around him men who honestly and consclenuoirsly think and act 'In 'harmony with him. The dele gates ana tneir constituents are nenceiorwara to bo identified with the Administration, and all of them responsible, in some degree, for iu tucce8s. " The President hat no right to call upon the Ination to sustain" him, or upon prominent men to identify themselves with i him, while he tills to sustain himself in his bwn Cabinet, and leaves it a mooted question whether he js at the head of his own Administration and an lonest supporter of his own policy. ' Sine' the call for the present convention wast first issued, there- has been no greater drawback ' to its" chances of success, no stronger element of discord, than the pres ence of 'Mr. Btanton' in the Cabinet, as an exponent of the President's 'real views.' In the future, his retention will be still' more disastrous to as. We are told that the Pres ident looks to us for support; that in our call we express hit sentiments; that 'he looks upon our action as me Vermel oi tne people, telling him he is right; and that he will hon estly and openly nse all the powers vested In him for the success of tho principles we avow. Can the President retard the action of Mr. Stanton, since the call for this convention appeared, at a patteni of the support he de sires from this convention? Mr. Stanton was requested, in writing, by the National Union Committee, through Sir. Doolittle, to stnte his views in regard to the objects of this contention, lie nas treated tbat letter and this contention with silence. He has not only thus refused to indorse tbe policy of the President, but in his only speech he avowed himself in favor of almost every measure the I'resldent has vetoed. He has been notori ously the fnend of the radicals in Congress, and has encouraged them by connivance and Eatronage to pass the Freedmen's Bureau ill and the Civil Rights bill over the Presi dent'! veto. In return for the 'covert co-operation of tbo herniary or war, tne radicals can well afford to assure to him (as it it credibly ru mored they hare) the nomination for Vice rresiacni on tneir ticket in ittut), provided ho will hold hit place in tho Cabinet for tbe three years to come, and aid them as he has done for the past year. They certainly can have no instrument more effective to neu tralize the efforts of the President's friends, or more certain to make their attempts at successful orsranlxation a failure. He has been notoriously the advocate of the extreme measures or oppression or tbe South, of martial law, of military commis sions, and of every appliance which could degrade the American people to the status of slaves, and he still desires to continue their operation. No Republican of conservative antecedents or impulses certainly no conslslant Demo cratcan yield a hearty or effective support to an Administration of whichso equivocal a supporter &s Edwin M. Stanton is a promi nent member. In declining to respond to the communi cation of the National Kxecutlve Committee, Mr. Btanton has been more than rndo he lias affirmatively refused to register his an, proval of the President's policy and of this Convention. He has taken issue with this Convention, and it is due to us and to the President that ho should harmonize his Cab inet In that respect Conceiving it to be within the boundaries of our legitimate ac tion, and not at all inconsistent with that proper respect which the national Kxecutlve has to nobly won from each and all of us, we would urge upon this body to convey offi cially to the President our deliberate request that he co-operate with us to the extent of retaining In his Cabuiet those members only who nave openly and emphatically favored tho call for this Convention, and who are, be yond suspicion, the supporters of tho polieyi uf the President which tho dele sates hero assembled have met to sustain.
