paigns the various political parties have not
hesitated to employ tbe frank to transmit
whatever of printed matter they may have
wished to disseminate. The Postmaster
Oeneral further says tbat the agitation for
the repeal of this privilege has resulted In
an Increase In the sale or stamps aud
stamped envelopes for the month of Janu
ary, 1870, over tho same month of 1809.

cludes by reiterating his views In favor of
completo and total repeal, lie makes a
comparison or the postal revenue of Great
Britain at two tenia, and without the frank
leg privilege, to tho revenue from postage
