I oppose this charter, then, Mr. Bpeaker,
because It Is not demanded by the necessi
ties of trade or travel. On the contrary the
public want are now, and have always been,
fully met. I oppose tt because It strikes at
the constitutional powers of tbe States and
subvert the theory upon which our Internal
improvement system hays been built up and
fostered slace the origin of this Government.
In my own State alone It places at the mercy
of corporations to be hereafter created under
conditions similar to those contained lu this
bill a captui of more than $W,000,000,
which may be seriously Intsrferred with, If
not rendered useless. In an unequal compe
tition where tbe Government becomes a
